In 2017, San Francisco (SF) implemented Law Enforcement Assisted Diversion (LEAD), a program Beckett described as harm reduction policing. Through a process and outcome evaluation of LEAD SF, this paper demonstrates the positive impacts of harm reduction policing, on those who use drugs and/or engage in sex work. When law enforcement officers used their discretion to divert individuals into LEAD rather than arrest, those individuals had significantly fewer felony and misdemeanor arrests and felony cases, in comparison to a propensity score matched group. The focus group and interview data describe that the collaboration, the warm handoff, and LEAD’s harm reduction principles were mechanisms of success. However, obtaining officer buy-in was a key challenge. Despite that obstacle, LEAD SF’s harm reduction policing reduces offending, improves the wellbeing of people who use drugs and engage in sex work, and allows the police to carry out their mandate to protect and serve.

While western countries have had a decentralized policing model for many years, some countries, such as South Korea, still employ a centralized, national police department. Responding to calls for reform, South Korea launched a pilot program and implemented a more decentralized policing structure in Jeju Island in 2006. This study adds to the policing literature by offering the empirical comparison of a region before and after decentralization of a police department. This study will examine the intervention effects of police decentralization in Jeju, specifically related to crime rates, crime clearance rates, victimization, trust in police, and fear of crime. Using propensity score matching and interrupted time series analysis, this study found that the decentralized policing intervention significantly reduced total crime, violent crime rates, and property crime rates that lasted throughout the intervention period, while improving crime clearance rates for violent crime, as well as reduced fear of crime among residents.

Given the recent attention focusing on “bad apples” in police departments across the country, police behaviors have been the subject of considerable controversy and protest. Still, research indicates that rates of officially reported police crime are relatively low. In addition, crimes committed by female officers are largely understudied in this male-dominated workplace. Therefore, the current study explores the attributes associated with police crime committed by female officers using national arrest data. Results obtained from a multilevel model demonstrate the influences of individual- and agency-level variables in explaining female officers’ criminality. Findings reveal that while on-duty female officers are more likely to commit economically motivated and drug-related crimes, off-duty officers are more likely to engage in violent and alcohol-related crimes. Moreover, contextual factors such as types of agency and numbers of sworn officers predicted female officers’ criminality. Current findings highlight the importance of policies that would directly address female criminality in law enforcement.

Online recruitment materials are often the first encounter for individuals considering a police career. Procedural justice (PJ) theory argues that how police officers treat the public is an important predictor for future citizen cooperation. Taking steps towards becoming a police officer is a unique form of organizational cooperation. This project examined job interest for a sample of 993 respondents in Amazon’s mTurk, experimentally manipulating whether the presented recruitment materials emphasized PJ policing or not (PJ content) in a quasi-experimental vignette design. The PJ content significantly increased two of the four job interest outcomes. PJ theory also argues fair and respectful treatment should impact all groups similarly, deemed the invariance thesis. The results largely showed groups being influenced in similar ways. This study’s findings largely support this extension of PJ theory, and are useful to practitioners interested in building their recruitment pool through economical changes in recruitment materials.

Nearly all scholarship on body-worn cameras (BWCs) has focused on municipal police departments, as they comprise a majority of sworn agencies. Given the unique environment of collegiate law enforcement agencies, however, it is possible that their paths to BWCs—and the benefits and challenges they experience—vary from that of more traditional agencies. Using a survey of 126 collegiate police departments and in-depth interviews with 15 collegiate police executives, this study describes their goals, challenges, and benefits related to BWCs. Importantly, it also describes the decision-making of agencies that chose not to implement BWCs, giving voice to an understudied population and providing guidance to special agencies in making the decision to adopt BWCs. The most notable benefits and challenges interrelate with their placement as part of institutions of higher education, such as the impact of collegiate privacy concerns (e.g., FERPA) and the utility of BWC footage in both law enforcement and educational processes.

Although recent studies have found that organizational justice is instrumental in promoting beneficial outcomes within police agencies, relatively little is known about how organizational injustice may be linked to police officers’ occupational attitudes and behaviors. We propose a theoretical framework linking disrespectful supervisors directly to officers’ willingness to cooperate with supervisors and treat citizens with respect and indirectly through occupational stress, organizational commitment, and organizational identification. Based on survey data collected from 584 police officers in Taiwan, we tested the proposed direct and indirect relationships using structural equation modeling (SEM) approaches. We found that having disrespectful supervisors directly lowers officers’ willingness to work with supervisors. The relationship between disrespectful supervisors and disrespectful officers is largely indirect, mediated by occupational stress, organizational commitment, and organizational identification. Implications for future research and policy are discussed.

Police officers experience very stressful working environments which may lead to a range of negative outcomes including burnout. Police officers in Caribbean countries are no exception as they face demanding work conditions. Despite this, studies have paid little attention to Caribbean policing. Using data from the eight police divisions in Trinidad (N = 331 police officers), this study examined the relationship among social support (supervisor, co-worker, and family), occupational stress (organizational and operational) and burnout (emotional exhaustion, depersonalization, and personal accomplishment). Path analysis was used to test the hypothesis that social support served to reduce occupational stress, which in turn led to reduced burnout. The results suggested that supervisor support reduced organizational stress, while co-worker and family support reduced operational stress. Organizational stress, in turn affected emotional exhaustion and personal accomplishment, while operational stress affected emotional exhaustion and depersonalization.

The protests following the killing of George Floyd in the summer of 2020 led to contentious discussions and debates in many cities about policing, with some calling to “defund the police.” However, this debate has generally proceeded without adequate research about either the scale or nature of issues that the police handle and the potential consequences of the proposed reform efforts. To respond to this research gap, we analyze millions of 911 calls for service across nine U.S. agencies. We report on the types of calls for service that the police handle, including how frequently different calls arise, how much time agencies spend on different categories of calls, and the outcomes of those calls. We find that the amount and types of incidents for which people call the police are voluminous, with the vast majority not obviously transferable to other organizations or government sectors without significant resource expenditures or adjustments. However, if the police retain these responsibilities, they also need to reconsider how they can more effectively address community concerns.

The objective of this study was to examine changes in American recruits’ perceptions of the seriousness of behaviors related to police integrity from the beginning to the end of their academy training. Using a sample of 655 recruits from multiple academies in the United States, multilevel growth models were used. The results showed that the recruits rated scales related to misconduct, code of silence, and a noble cause less seriously at the end than at the beginning of their training. The results also showed that ethics training mitigated the effects of socialization, while organizational injustice intensified the effects of socialization. Female recruits rated the behaviors more seriously at the beginning and the end of training compared to male recruits. The results confirm the role of the academy in socializing officers into the negative aspects of the traditional police culture and highlight important avenues for police reform.
