Conservative ethnic minority LGTBQ+: Facing the challenge of intersectionality in an inhospitable environment 保守的少数民族LGTBQ+:在不友好的环境中面对交集的挑战

Abstract LGBTQ+ suffer from intolerance everywhere, but in certain conservative minority communities, intolerance is especially high. This study explores how non‐minority organizations—government and nonprofit—might support minority LGBTQ+ individuals on the backdrop of tense majority‐minority relations. While the extension of external support responds to LGBTQ+ plight, it is also likely to provoke community backlash. Research is based on a qualitative case study, which includes document analysis and 17 in‐depth interviews focusing on the institutional support system addressing the plight of LGBTQ+ Palestinian citizens of Israel. The research suggests that an outside‐inside strategy could be effective: A range of services outside of Palestinian spaces is adapted/established to support individual LGBTQ+ and inside Palestinian towns gradual progress is achieved by training local public workers to work with LGBTQ+. This approach contrasts with bottom‐up and straightforward top‐down approaches to intervention.

Abstract On the one hand, unemployment is known to have detrimental effects on individuals' mental health. On the other hand, poor mental health reduces re‐employment chances quite drastically, creating a vicious cycle. Active labour market policies (ALMPs) such as training programs or wage subsidies have been shown to ameliorate negative effects on mental health and improve labour market integration on average for the general unemployed population. In the context of individuals with severe mental health issues, however, it is unclear whether these interventions can be expected to deliver similar positive effects. In fact, one may argue that they have the potential to worsen employment prospects of individuals by adding additional stress to their pre‐existing mental health problems. Hence, this paper estimates the long‐term causal effects of ALMPs on the labour market integration of individuals with self‐reported severe mental health issues and compares estimates to individuals without such issues using unique combined survey and administrative data. Effects are estimated using the innovative double machine learning method and show that ALMPs do not only improve labour market integration of unemployed individuals with severe mental health issues, but they do so more effectively than for other unemployed individuals.

Abstract While social protection provision in Africa has primarily focused on the reduction of food insecurity and income poverty, it has the potential to transform the relationship between citizens and states. The articles in this special issue provide insights into the theoretical, normative, and empirical assessment of the transformative consequences of social protection programmes across parts of East, West and Southern Africa. The articles reveal that the expansion of social protection has varied effects on how governments, local officials, and citizens view their respective rights and responsibilities. Some case studies suggest the expansion of social protection has strengthened understandings of rights‐based social citizenship and the claims that citizens can make of the state. Others, however, suggest that conservative attitudes and paternalistic practices remain deeply entrenched. The result is that the transformative hopes, widespread within international organisations and donor agencies, are likely to be uneven and slow to materialise in many parts of the continent.

Abstract What explains variation in African states' commitment to pensions? This article argues that differences in the structure of contestation and legacies of state‐labour relations matter. When competition is confined to fewer and more stable parties, social welfare appeals gain currency to mobilise swing voters and makes it more likely that pensions will become a subject of political competition. However, legacies of labour accommodation can strengthen certain elements of pension reform, but also reinforce certain policy mindsets such as contributory insurance. These ideas are developed with case studies of Ghana and Malawi. The cases utilise process‐tracing evidence to demonstrate how specific structures of contestation and labour legacies led to divergent pathways of pension reform. The article highlights the significant challenges involved in strengthening pensions in Africa, and therefore the limited potential for a reconstitution of state‐citizen relations based on pension access.
