The Pathways of Policy Feedback: How Health Reform Influences Political Efficacy and Participation 政策反馈的路径:卫生改革如何影响政治效能和参与

How do policy feedback effects occur? A growing number of rigorous empirical studies provide evidence that new policies can, indeed, stimulate new politics, such as increased political participation among citizens, but greater understanding is needed of the underlying mechanisms and long- term policy feedback effects. This paper puts forth a dynamic theory of the mechanisms through which policy experiences may influence political participation, focusing particularly on political efficacy. We use five waves of panel data collected over 8 years to investigate the impact of the Affordable Care Act (ACA), controlling for pre- existing ideology and socio- economic and demographic factors. We analyze the impact of resource and interpretive effects and disentangle direct and indirect effects. We find that the ACA has elevated Americans’ political efficacy and political participation with large and enduring effects, and we show the pathways through which this has occurred.

Explaining collaboration between actors involved in policy processes is crucial for understanding these processes and their outcomes. The policy science literature has advanced several hypotheses explicating what enables or hinders collaboration. However, only a handful of studies compare these factors across different policy contexts. This paper investigates the role of beliefs and influence in shaping collaboration under conditions of high and low conflict by estimating Exponential Random Graph Models using network survey data on the climate policy domains in four countries. Results show that both beliefs and influence are associated with the formation of collaboration ties in the high conflict contexts of South Korea and the United States, whereas neither are significant in the low conflict contexts of Sweden and Switzerland. By considering the level of conflict, our findings provide a more nuanced understanding of when beliefs and influence shape collaboration patterns.

Policy Diffusion Through Multiple Streams: The (Non‐)Adoption of Energy Conservation Building Code in India 通过多种渠道的政策扩散:印度节能建筑规范的(非)采用

Although the diffusion of policy innovations can promote sustainability, how this process can be accelerated remains unclear. I address this gap by conceptualizing policy transfer and policy diffusion using the multiple streams framework (MSF) and developing hypotheses to connect them. I apply this theorization to explain the limited spread of the energy conservation building code (ECBC) in India by combining a process trace of policy adoption in the embedded case of Andhra Pradesh with a dyadic event history analysis of state-level diffusion during 2012-18. The data for this study are collated from official statistics, elite interviews, news reports, policy documents, and secondary literature. The qualitative analysis shows that policy transfer to Andhra Pradesh occurred when external influence and prior adoption elsewhere were used by a policy entrepreneur to exploit a window of opportunity and couple problem, policy, and politics in the state; the dyadic analysis demonstrates that policy diffusion was influenced by the interaction among the structural characteristics of the problem, policy, and politics streams. I conclude with the implications for research on policy diffusion and the MSF as well as the relevance of the findings for promoting policy innovation for a sustainable energy transition. Hypothesis 3: If external policy activity raises the expectation on the government to take a decision and/or increases its willingness to do so, the politics stream is more likely to be ripe for coupling.

Policy Change Through Negotiated Agreements: The Case of Greening Swiss Agricultural Policy 通过谈判协议改变政策:以绿色瑞士农业政策为例

Negotiated agreements are a promising pathway for policy change. This paper revisits and extends characteristics of negotiated agreements using the Advocacy Coalition Framework. We focus on two characteristics of negotiated agreements that previous literature has not explicitly addressed. First, we scrutinize the role of policy core and secondary policy beliefs in actor constellations. Secondly, we address partial success, that is, the notion that actors concede on some points, but in return succeed in others. We investigate these two characteristics in the 2014 reform of Swiss agricultural policy. Based on cluster and social network analysis, we exemplify how negotiated agreements embedded in a participatory policy process lead to a surprising level of policy change by promoting agricultural production practices with an intended positive effect on the environment. We show that rather than coalitions based on policy core beliefs, the formation of groups of actors based on secondary beliefs who span across the coalitions formed the basis for a negotiated agreement. Green and conservative groups were both able to achieve partial success. We conclude that insights from this exemplary case study should revive the concept and initialize a research agenda on negotiated agreements as a pathway for change in domestic policymaking.
