The case study of how to govern the boat people can be a typical case on understanding how a nation-state can govern a mobile population. This paper is mainly focusing on how the nation-state’s power penetrated into waterside society. After the People's Republic of China was newly established, Guangzhou Port was flooded with many scattered and poorly managed civilian ships. The Chinese Communist Party and government adopted the Qing management of registering both boat and the owner’s information, aiming at controlling the total supplement and the need, to meet the government’s distribution policy. Due to the mobility of the transportation, the residence information of the boat people could be different from the berth port. The situation gradually changed in the middle 1950s, the place of residence and berth port gradually registered the same. Based on the system of controlling ships and ports, the government had established transportation cooperatives to build transportation management systems. To prevent boat people from leaving the port randomly, the shipping management department further implemented zoning management and redefined the navigation area. This article argues that the Chinese government can reform water transport market structure and invent the system of transport management to complete the construction of state power on waterside society.

For a smooth transition from high school setting to university environment students who are enrolled in the English for Specific Purposes Department (ESPD), Hanoi University need to practice essential study skills. Since English is used as a medium of instruction to non-English majors, many freshmen have been struggling in despair. In response to students’ needs the ESPD have introduced different components to help students build effective study habits. In their first term students undergo a 10-week course called Learners Training which is designed to empower students in taking charge of their studies. To evaluate the implication and effectiveness of the named course the writers of this paper conducted research in order to explore students’ practice of self-study within and beyond the classroom context. This paper attempted to examine students’ awareness, their practice and teachers’ role in the whole process of developing learners' autonomy. The author group employed survey questionnaires to probe into the research issues. The findings indicated that students were cognizant of the benefits of autonomous learning and their English learning activities exhibited richness and diversity. However, there was still room for improvement in students' demonstration of self-directed learning activities in class. These findings will hopefully provide lecturers with a precise understanding of students’ autonomous learning. This understanding, in turn, can aid in fostering autonomous learning among students through tailored and recommended teaching activities.

Abstract: This paper discusses Ngô Sĩ Liên‘s resistant attitude against China as implicated in his book, Đại Việt sử ký toàn thư presented to Lê Thánh Tông in 1479. In this book, Ngô Sĩ Liên emphasizes the independent status of Vietnam, particularly rejecting the recognition that China was the ruler of Vietnam between 1407- 1427 by evaluating the Vietnamese resistance during the period known as Thời kỳ Bắc thuộc when China exerted control over Vietnam. He also underscored that a sense of equality existed between Vietnam and China, arguing Vietnam was a different type of civilized country from China. Such a resistant attitude was still observed in the nineteenth century. For instance, emperor Minh Mạng changed the name of the country Việt Nam to ‘Đại Nam' in 1838. He did so in the counter-psychology to the Qing calling itself 'Great Qing'.

Bestselling fiction is an interesting and controversial phenomenon which attracts the attention of a wide range of academic circles from many areas such as socio-economic study, cultural study and literary study in nearly one hundred years. It has been studied firstly in English speaking countries where it was born, then extended to many other countries in Europe, America, Asia, and Pacific Islands. In Viet Nam, due to the newly formed market economy in postwar period, this phenomenon has just sprouted in Doi Moi literature. According to our investigation, there has not any theoretical and systematical research on this object in Viet Nam except for some short papers, not to mention applied studies. It is a gap need filling as soon as possible. The result of the first step of this task is introduced concisely in this paper that is a summarization of English bestselling fiction studies in the context of twentieth and early twenty-first centuries.
