On the heels of the global financial crisis, many on the left of the political spectrum anticipated the end of neoliberalism. The financial and economic crisis—global in scope—had supposedly discredited over two decades of neoliberal rule. The massive state interventions required to curtail the worst vagaries of the crisis demonstrated to everyone paying even the remotest attention that deregulated markets are unstable, that bankers cannot be trusted with increasing the money supply and that government intervention could help steer the economy in a more positive direction should politicians be willing. Moreover, the aftermath of the crisis spawned the worldwide Occupy movement, with The Guardian recording at least 750 Occupy events across the world. These protests drew ever greater attention to the fact that neoliberal policies have been an abject failure for the non-owning classes of the world. However, at the same time, the policies in question have been highly profitable for dominant owners around the world—what Occupy called the 1%. This may be one of the major reasons why neoliberal policies continue to be pursued despite their consequences for popular social forces.

Response to the crisis and gender segregation in Turkey’s labour market 应对危机和土耳其劳动力市场的性别隔离

This study addresses the effectiveness of the fiscal stimulus package announced by the Turkish government in 2009 in terms of its particular gendered outcomes, with a special emphasis on employment policies. Through an analysis of the package’s components and the policies of the Public Employment Agency of Turkey (Iskur), this article demonstrates the public sector’s reluctance to take a leading role in generating employment and the insufficiency of its efforts in addressing the stated goal of increasing women’s employment. Active and passive employment policies in Turkey are instead shown to be accommodating the country’s gender-segregated labour markets and discrimination against women.

Whether such an approach will be effective in increasing spending as an alternative to holding money though is a serious question given Keynes’ (1936) analysis in the General Theory that significant uncertainty negates the animal spirits of entrepreneurs and reduces their willingness to spend even in the face of low interest rates (p. 164). Pixley and Harcourt’s book thus addresses an important but challenging set of issues. In the light of the Global Financial Crisis, there have been numerous calls from a range of quarters for research which draws upon multiple perspectives to examine what went wrong with financial markets and their oversight in the early 2000s. But as Orlean points out, genuinely interdisciplinary work is extremely difficult to undertake in modern universities, and there seems little prospect that this is changing if the recent demotion of historically related economics journals in the Australian Business Deans’ Council journal list is any indication. This makes the project of the book all the more important, and this is why it should be read and further work aimed at extending its analysis undertaken.

Sexual orientation–based wage gaps in Australia: The potential role of discrimination and personality 澳大利亚基于性取向的工资差距:歧视和个性的潜在作用

This article reports a research finding that lesbians in Australia earn an unexplained wage premium of 0%–13%, whereas gay men experience an unexplained negative wage gap of 8%–18%. Based on data from the Australian household panel Household Income and Labour Dynamics in Australia, the article is the first to establish these gaps in Australia, and to examine the degree to which credence can be afforded to claims that endowments such as personality traits may help explain such wage differentials. Using ordinary least squares and Blinder–Oaxaca decomposition methods, the study explicitly includes the battery of Big Five personality traits in wage regressions and estimates the contribution of endowments and returns to these traits. The finding is that personality traits and returns to them do not differ along lines of sexual orientation. Gay men in particular suffer a substantial unexplained wage penalty in the workplace. Such unexplained differences suggest that discrimination on the basis of sexual orientation, though unlawful, may exist in Australia.

In recent years, Alfred Marshall’s reflections on industrial organization have attracted renewed attention, first in the booming literature on the industrial district and then as anticipations of the competence theory of the firm. Firms are no longer seen as devices aimed to economize transaction costs but as organisms that grow and thrive, thanks to their core competencies. This attitude has fostered a revival of interest in Marshall’s theory of industrial organization which now proves itself to be of long-lasting relevance. (p. xv)

In this concise, well-written volume, Professor Sardoni sets out to ‘provide a critical examination of the foundations of macroeconomics as developed in the tradition of Marx, Keynes and Kalecki’ (ix). In this regard, the author succeeds quite admirably. Despite the rather profound divergences in methodological approaches among Marx, Keynes and Kalecki, Sardoni argues that there is a common lineage linking these authors in relation to their respective analyses of the problems of unemployment, investment and effective demand. Sardoni argues that Kalecki’s contribution to the theory of effective demand is quite seminal and represents a possible ‘bridge’ between the Marxian and Keynesian traditions. Furthermore, he contends that Kalecki’s theory also resolves some of the analytical problems which continue to plague both Marx and Keynes. In Sardoni’s view, Keynes’s original hypothesis in The General Theory provides an analytical explanation of under-employment equilibrium in which the economy operates at an equilibrium level of output which does not necessarily correspond with full employment. Keynes argues that, contrary to ‘classical’ theory, there are no automatic mechanisms that will ensure that the economy tends toward full employment. In other words, the economy could experience long periods of excess productive capacity and under-employment. On the other hand, Marx’s analytical framework provides a coherent explanation of recurrent capitalist crises but is unable to explain prolonged periods of under-employment equilibrium. Sardoni contends that both Marx and Keynes encounter considerable problems in their respective micro-foundations in explaining the continued existence of under-employment. These micro-foundations assume considerable market perturbations and a competitive market structure. Sardoni argues that, by abandoning the assumption of free competition and adopting a theory of imperfect competition based upon a ‘profit mark-up’ approach and the ‘degree of monopoly’, Kalecki provides a more coherent set of micro-foundations in analysing the macroeconomic problems of unemployment and effective demand. Consequently, the problem of market forms acquires a critical importance for how the macro-economy behaves in relation to the problem of effective demand:

On the other hand, Marx’s analytical framework provides a coherent explanation of recurrent capitalist crises but is unable to explain prolonged periods of under-employment equilibrium. Sardoni contends that both Marx and Keynes encounter considerable problems in their respective micro-foundations in explaining the continued existence of under-employment. These micro-foundations assume considerable market perturbations and a competitive market structure. Sardoni argues that, by abandoning the assumption of free competition and adopting a theory of imperfect competition based upon a ‘profit mark-up’ approach and the ‘degree of monopoly’, Kalecki provides a more coherent set of micro-foundations in analysing the macroeconomic problems of unemployment and effective demand.
