A set of historical and political factors has shaped the evolution of civil society in Bosnia Herzegovina over the years. The socialist rule influenced the way in which citizens organized, while in the aftermath of the war the intervention of foreign donors and agencies brought about the prospering of domestic non-governmental organizations (NGOs). In the recent period, protests and participatory practices emerged and spread throughout the country, stamping indelibly its social fabric and influencing the practices of formal organizations. This article provides an overview of the evolution of domestic civil society during the country’s recent past, examining how it evolved from the end of the socialist period to nowadays. The article begins by exploring the grassroots initiatives and the anti-war protests of the late 1980s, instances of an “unofficial” civil society stemmed from the liberalization of a socialist system on the brink of collapse. Next, it describes the mushrooming of civil society organizations in the aftermath of the war, before focusing on the grassroots civic initiatives unfolded in the 2000s, peaked with the 2013-14 protests and the surge of participatory assemblies known as “plenums.”

Since the interwar period, thousands of books, articles and pamphlets have been written about different fascist movements. However, it is still difficult to find a comprehensive definition that embraces all fascist variants, including those different from Italian Fascism and German National Socialism, such as the Central and Eastern European samples. In 1984, professor Enric Ucelay Da Cal (currently at the Universidad Pompeu Fabra –UPF-, Barcelona) proposed a description, which can work as a theoretical and methodological skeleton for a research agenda centred on new and historical Fascism

The expression 'fascism' is frequently invoked in reference to far-right parties and movements in Europe, certain regimes in post-socialist Eastern Europe and, in general, to describe undemocratic practices based on racist or different forms of discrimination that do not honour the conventions of liberal democracy. However, whereas historical fascisms were certainly undemocratic, they were not anti-liberal, and if we note that liberalism is not necessarily bound to democracy, the present polemical use of the word 'fascism' appears inadequate. In this article, we shall avoid analogy and anachronism by looking for systemic features, which generate the familiar elements that have in the past combined into historical fascisms – including the transformation of the state form and the ideological hegemony over the masses disappointed in the socialist project –, but which have formed new patterns in Eastern Europe after post-socialist transitions in terms of class domination and political regime.
