In recent years there has been much debate about the need to supplement existing economic indicators, most notably gross domestic product (GDP), with a more rounded and balanced set of indicators that better reflect the complexity of today’s economic, societal and environmental needs. To address this need, the United Nations Conference for Trade and Development (UNCTAD) in cooperation with the Eurasian Economic Commission (EEC) developed a first prototype composite index measuring inclusive growth tailored to that region. This paper summarises the conceptual objectives and some of key methodological challenges and considerations faced in compiling such an index. Many of the challenges and methodological considerations are universal and not specific to EEC. A brief outline of results and future work is also detailed.

International organisations recently brought good governance and peace in the forefront of the development agenda. The measurement of related indicators, which differ by their nature, their sources and the institutions in charge of their collection, with National Statistics Institutes in the frontline, as well as their analyses keep growing. This paper introduces the special issue of nine articles on the measurement and analyses of Governance, Peace and Security statistics in four continents. It presents initiatives for some led by the only UN city group on statistical methodologies based in Africa, the Praia Group. Members of the latter group describe the advances and challenges such data collection implies particularly in time of pandemics. Following articles focus on the state of the art of statistics about transparency in Brazil, criminal violence in France and conflict more broadly. A set of articles in four African countries interrogate the relationship between perceptions and experiences and analyse their determinants. The issue ends with the works of international leaders in governance data collection, Mali and Peru. This special issue shows how statistical data on governance make a twofold contribution to achieving the principles of SDG 16 by providing reliable indicators and voicing public opinion to governments.

In 2022, the “Vécu et ressenti en matière de sécurité” (Experiences and feelings about safety) victimisation survey (107,000 respondents during phase 1, almost 80% of which responded online) designed by the Ministerial Statistical Department for Internal Security (SSMSI) took the place of the “Cadre de vie et sécurité” (Living environment and security) survey, which was conducted annually by INSEE between 2007 and 2021. This new mixed-mode survey, conducted among a large sample of the general population, is the result of a major overhaul that has been under way at the SSMSI since 2019 and which has involved INSEE and all of the national stakeholders with an interest in security. In order for this project to succeed, a thorough review was needed of the existing situation, together with the development and evaluation of an innovative and ambitious protocol in the context of the development of a fast-growing mixed-mode survey and the hosting and management of a consultation within a multidisciplinary committee. The objective of this article is to present, in five acts, the main lines of the project that led to the design of the new survey. This first edition thus marks the beginning of a long-term process that will require future methodological developments which will help to consolidate the knowledge and practices acquired through the switch to a mixed-mode approach for surveys conducted among the general population.

This article analyses discrimination in Cameroon based on data from the Governance, Peace and Security (GPS) module of the Strategy for Harmonization of Statistics in Africa (SHaSA). The data from this module were collected during the fourth Cameroon Household Survey (ECAM4), the main aim of which was to determine the profile of income poverty in Cameroon in 2014. The analysis highlights the forms of discrimination observed in Cameroon in 2014, the characteristics of people who are victims of discrimination and the determining factors of discrimination. Measuring discrimination using subjective and objective approaches shows a very high level both generally and in relation to law enforcement agencies. Discrimination relating to economic status (poverty or wealth) is the most widespread form. Certain forms of discrimination experienced are based on human capital, regional particularities and specific individual characteristics. This article suggests pathways to better target actions to fight against discrimination in all its forms, and thereby “to promote and enforce non-discriminatory laws and policies for sustainable development”, Target 16.b of the Sustainable Development Goals (SDGs).

In this paper, the percentage of the population aged 18 years and over with perception of insecurity during March and April 2021 is estimated for each municipality in Mexico using small area estimation techniques. Two methods are considered: the Empirical Best Linear Unbiased Predictor (EBLUP) and the Spatial Empirical Best Linear Unbiased Predictor (SEBLUP), both based on the Fay-Herriot area-level model. The National Survey of Victimization and Perception of Public Safety 2021 (ENVIPE 2021, for its acronym in Spanish) is the base survey from which the variable object of estimation is obtained; the auxiliary variables that allow to establish the considered models are obtained from other information sources, such as the population and housing census and administrative records. The results are adjusted to satisfy the benchmarking property and are contrasted with direct estimates given by the same survey, ENVIPE 2021, to compare their reliability level.

George Sciadas, a former director from Statistics Canada recently published the book ‘Number Savvy’, with the subtitle ‘From the Invention of Numbers to the Future of Data’. Though in recent years several books on data were published, this book is striking from several perspectives. It has been written by an insider, an experienced employee from a national statistical office, though in a style that allows a wide range of readers to understand and enjoy the material. Another reason for putting the spotlight on this book is its explicit structure, highlighting crucial elements of the production of statistics as well as its use, which makes it a tremendously useful book for those involved in training in statistical literacy. With this specific focus in mind, Walter Radermacher was found willing to interview the author George Sciadas.
