A Comprehensive Efficiency Evaluation of Industrial Enterprise Based on Spatiotemporal Big Data—Taking Peixian County of Xuzhou City as an Example 基于时空大数据的工业企业综合效益评价——以徐州市沛县为例

Industry is the pillar of economy, and the efficiency of industrial enterprises will have a significant impact on the regional economic and social development. Improving the quality and efficiency of industrial enterprises, industrial upgrading and transformation, as well as improving the utilization rate of resources are the key to achieving high-quality development in the region. The premise is to comprehensively and accurately evaluate the efficiency of industrial enterprises. This paper takes Peixian County, Xuzhou, Jiangsu Province, as the research area, on the basis of collecting the relevant spatial-temporal data of the economic development, tax, statistics, natural resources and other departments, and forms a spatial-temporal data set of industrial enterprises through data governance, and proposes a comprehensive energy efficiency evaluation model of industrial enterprises consisting of five first-level indicators, eleven second-level indicators, and sixteen factors, so as to measure and evaluate the comprehensive efficiency of 391 above designated size industrial enterprises in the research area in 2022. From the evaluation results of this model, it is generally consistent with the current situation of industrial economic development in the region, which proves the effectiveness and practicability of the model and can provide decision support for the formulation of industrial enterprise transformation and upgrading strategies.

Taking the urban utility tunnel engineering as an example, the knowledge of each stage of the project from creation to realization is sorted out from the aspects of macro policy impact, project planning and positioning, investment mode, design and construction, operation and maintenance, construction machinery, new technologies, new processes and new materials. From the four aspects of development prospects, project expansion, overall design, and BIM application promotion, we broaden the thinking of designers, and understand the project from an overall and comprehensive perspective. It is proposed that in the development of the project, the designer should strengthen the ability to explore the project, improve the overall planning level of the project, improve the cost control, operation efficiency enhancement ability, and do valuable projects to make the projects valuable. The design unit should cooperate with the superior unit and sister enterprises, integrate the advantages of the whole industrial chain, strengthen the full life cycle service capabilities, build a brand of the whole life cycle, make the people comfortable, let the owners rest assured, and build the core of the city.

The Impact of Technology Innovation Fund for Small and Medium-Sized Enterprises on Enterprise Innovation 中小企业技术创新基金对企业创新的影响

Based on the list of projects approved by the Technology Innovation Fund for Small and Medium-sized Technology-based Enterprises from 2009 to 2013, the China Industrial Enterprise Database, and the China Patent Database, an evaluation, verification, and analysis of the impact of the Technology Innovation Fund (referred to as the Innovation Fund) on enterprise innovation were conducted using a propensity score matching model. Further heterogeneity analysis was conducted to examine the policy effects. The research results indicate that the Technology Innovation Fund for small and medium-sized technology-based enterprises has a significant positive impact on the innovation output of enterprises. Additionally, there are heterogeneity effects on innovation output among enterprises receiving support from the Innovation Fund, with export-oriented enterprises, enterprises in the eastern region, and capital-intensive industries having advantages in innovation output. Therefore, it is necessary to create a conducive social environment for enterprise innovation, enhance the awareness of independent research and development innovation, pay attention to the financing difficulties and high costs faced by small and medium-sized enterprises in innovation research and development, and improve the comprehensive evaluation system for science and technology innovation policies
