The bulk of the nation's health services research has been redirected toward patient outcomes research conducted by the U.S. Agency for Health Care Policy and Research. But those expecting dramatic changes from the agency's work are likely be disappointed. One reason is the tendency to seize upon clever new theories as solutions to intricate problems, such as the inflated expectation that managed care will reap huge cost-savings.
