This article aims to analyze and describe the Village Fund governance process during the Covid-19 Pandemic in Pancuran Village, South Suwawa District. The method used in this article is a qualitative descriptive method, using adata analysis which is an interactive model analysis consisting of three components of analysis namely: 1) Data reduction; 2) Presentation of data; 3) Verification of Data and Conclusion Drawings. The results of the article show that: 1) The transparency of village fund management during the Covid-19 pandemic in Pancuran Village has proven to be quite effective. This is due to the monitoring system carried out by various parties ranging from the Village Consultative Board, Village Facilitators, the Audit Board of the Republic of Indonesia, and the community. 2) Accountability of village fund management during the Covid-19 pandemic in Pancuran village has not been optimal. This is due to the budget shift policy during the Covid 19 pandemic which did not touch all communities who were entitled to receive BLT Village Funds. 3) Participation in village fund management during the Covid-19 pandemic in Pancuran village has not been optimal, because the village government has not been optimal in updating DTKS data to identify people who are eligible to receive BLT, subsidies, capital assistance and various other programs; 4) The principle of order and budget discipline during the Covid-19 pandemic in Pancuran Village has been running well, caused by village apparatus management that continues to coordinate BLT budget shifts during the pandemic.

Talaud Islands Regency is a regency in the province of North Sulawesi located on the border of Indonesia and the Philippines. This area has enormous fisheries potential, characterized by high illegal fishing activities by foreign fishermen in the region. Most of the fish sold in the central fish market in General Santos (Philippines) comes from these islands. The government has implemented various special stimulus programs to empower traditional fishermen, but the poverty rate of fishermen in the region has not changed significantly. The study was conducted in two stages. The first stage is to try to find the right methods to empower fishermen in the region so that they have better socioeconomic skills. The second stage is to implement an empowerment model that will make the socio-economic quality of targeted traditional fishermen will increase. The results of the study found that the cause of significant changes in the quality of social and economic life of fishermen (small fishing), rooted in the power of nepotism in the implementation of the policy. Fishermen empowerment policies in the form of fresh financial assistance and marine infrastructure, are given to the wrong targets. Assistance is not given to small fishing groups but established fishing individuals (boat owners "pajeko"), or in other communities (artisans and farmers) who do not work as fishermen. In conclusion, it is urgently needed to change the behavior of decision makers, especially those responsible for improving the quality of life of small fishermen.

The current rapid development of information technology has encouraged various sectors to shift from manual to digital, especially in the era of the pandemic. If the private sector is able to adapt to the massive use of digital technology, what about the government sector? The method in this study uses descriptive analysis of secondary data from various surveys and in-depth interviews at the Department of Information, Communication, and Statistics of Gorontalo Province. The digital ecosystem in the Gorontalo community is considered quite ready to enter the digital era. This can be seen from the coverage of digital infrastructure which has reached 93.3 percent of villages that have been served with an internet signal. A total of 72.68 percent of households have access to a cellular phone. In 2020, as many as 76. 68 percent of Gorontalo households have been accustomed to accessing the internet. On the other hand, the government has also begun to prepare digital public services, this can be seen from the Gorontalo Province SPBE index value in 2019 which has reached a value of 3.18 with a good predicate, although at the Regency / City level it is still categorized as sufficient a nd lacking. People who are getting easier to get information and are getting smarter, are starting to demand easy and quality public services. In an effort to make the quality of the voter list, the KPU is obliged to ensure that all voters are registered on the final voter list (DPT) through the procedure for updating and compiling the voter list. The problem of quality & accuracy of the Permanent Voter List (DPT) is the responsibility of all election stakeholders such as KPU, Ministry of Home Affairs, Ministry of Foreign Affairs & active participation of all elements of society. This study aims to identify and analyze the implementation of the voter list updating policy at the General Election Commission (KPU) of North Gorontalo Regency. The research design was made in a qualitative narrative, using in-depth interview techniques in order to understand the process of implementing the voter list updating policy so that the voter list updating process at the KPU in North Gorontalo Regency. The results of the study explain that the implementation of the voter list updating policy is carried out using examples of policy implementations that can claim the complexity of cases to be resolved through certain policies, for example the Donald Van Meter Model using Carl Van Horn, Daniel Mazmanian & Paul A. The purpose of this study is to describe how the coordination of the Village Community Empowerment Institution (LPMD) in the implementation of development in Butu Village, Tilongkabila District, Bone Bolango Regency. The research method is descriptive with a qualitative approach. The results of the study indicate that the vertical coordination in Butu Village has not been maximized, this can be seen by the absence of togetherness between all parties in the institution, so that the problems that arise cannot be overcome together. Horizontal coordination between institutions in the village can be said to have not gone well, this can be seen from the lack of cooperation between the LPMD management and other institutions, so that planning and decision-making related to village development does not involve LPMD. LPMD is a partner of the Village government, it should know the duties and functions of each administrator. Every important decision making related to development in an area can be well coordinated between the village government and other institutions. The coordination carried out by the LPMD can assist the village government in implementing village development programs, but this has not gone well, because the Butu LPMD has not played an active role in the activities carried out by Butu Village.

The government needs to solve this problem by knowing the socio-economic conditions of the population as a whole. This research uses the type of library research. Based on the results of the 2021 Data Needs Survey, 92.52 percent of consumers use BPS data for development planning, monitoring, and evaluation. Seen by type, only 13.86 percent of BPS data consumers use micro data. In the context of government, micro-statistical data has been used to see development achievements. It is hoped that in the future, more public policies will be produced by various parties, supported by factual data and evidence.

Research results: The factors that determine the career development of civil servants are, first, human resources include HR management, employee personnel consisting of formal education qualifications, civil servants competence, civil servant track record, civil servant behavior attitudes, integrity, discipline and loyalty; second, the commitment of superiors and teamwork that mutually support each other in the career development of civil servants; third, facilities, infrastructure, and budget; fourth, external factors can be in the form of political relations within the organization; fifth, regulations that support the career development of civil servants; sixth, the work performance of civil servants; and seventh, the motivation of civil servants.

The purpose of this research is to describe and analyze the implementation of public policies in terms of PAMSIMAS policies in order to improve the quality of public health services in Gorontalo Regency. The success of the policies carried out through the process or stages of planning, implementation, and supervision. The research approach was carried out using qualitative research methods with data collection carried out by conducting observations, interviews, documentation, structured and group discussions. The results showed that in general health services in Gorontalo Regency had increased through policies regarding PAMSIMAS which could be said to be consistent through the stages of planning, implementation and supervision.
