This research confers the description of the effectiveness of School Operational Assistance (BOS) management in MTs Alkhairaat Gorontalo City and proponent and inhibiting factors. It used a qualitative descriptive approach. The research data sources were primary and secondary, collected with observation, interview, and documentation. The data analysis technique used was Miles and Huberman’s interactive analysis model. Findings demonstrate that (1) Because of its success, the School Operational Assistance program implemented in MTs Alkhairaat Gorontalo City was considered effective, (2) BOS management was ineffective, attested by stagnant students’ academic and non-academic achievements, (3) In general, the satisfaction level with the BOS program was effective, justified by parents’ responses arguing their satisfaction, (4) Input and output levels were still ineffective for there were many challenges which should be confronted to attain the program aims and targets, and (5) A successful BOS program implementation had a direct impact on the community, which now found it easy to fulfill education for children. Additionally, it is foreseeable that BOS can elevate students’ achievement in MTs Alkhairaat Gorontalo City.

This research aims to analyze and describe the effectiveness of family card and birth certificate service delivery in the Gorontalo City Department of Population and Civil Registration, as well as the supporting and inhibiting factors It used a qualitative descriptive approach. Research data sources were primary and secondary and data collection methods were observation, interview, and documentation. The data analysis technique applied was Miles and Huberman’s interactive model. Research findings attest to the effectiveness of population administrative document service delivery, which in this case, the documents were family cards and birth certificates, based on the effectiveness scale by JP. Campbell, was that (1) The entire program was considered effective, based on all services delivered and registered in SIAK, (2) A target success was ineffective as the achievement of family cards did not meet the target predetermined, (3) In regard to public satisfaction, most communities gave positive responses but with several notes to elevate service quality, (4) Input and output levels by service delivery procedures, service delivery schedule, service delivery cost, facilities and infrastructures, and apparatuses’ competencies were ineffective, and (5) The ultimate goal was to achieve all service delivery aspects, specifically in relation to family cards and birth certificates. Proponent factors of the effectiveness of birth certificate service delivery were both internal and external, breeding a high achievement of birth certificates. Factors inhibiting the effectiveness of family card delivery services were internal, i.e., the condition of the Department itself, and external, i.e., public awareness of and concerns on population documents, especially family cards.

This research gives the analysis of how employee benefits and work discipline affect employee performances in the Bone Bolango Department of Community and Village Empowerment (DPMD), either in partial or simultaneous. It used a quantitative approach and an ex post facto research method. The research design was causality. The research population was made up of 48 people. Using a saturation sampling method, we acquired 48 research samples. Data collection techniques were questionnaire, observation, and documentation. The data analysis technique used was double regression. Findings present that (1) Employee benefits (TPP) had a positive and significant impact on employee performances in the Bone Bolango Department of Community and Village Empowerment (DPMD) at a coefficient of determinatioan of 14.60%, (2) Work discipline had a positive and significant impact on employee performances in the Bone Bolango Department of Community and Village Empowerment (DPMD) at a coefficient of determination of 61.20%, (3) Employee benefits (TPP) and work discipline simultaneously had a positive and significant impact on employee performances in the Bone Bolango Department of Community and Village Empowerment (DPMD) at a coefficient of determination of 75.20%, while the rest, 24.80%, was elucidated by other variables unexplained in this research, such as communication, organizational culture, employee competency, work commitment, and information and communication supports. Optimizing both employee benefits and work discipline is thus foreseeable to elevate employee performances in the Bone Bolango Department of Community and Village Empowerment (DPMD).

This research aims to analyze the effect of work motivation and work discipline on state civil apparatus (ASN) performances in the Regional Civil Service Agency (BKD) in Gorontalo Province, either partial or simultaneous. The research method used was quantitative. The data analysis used was double regression. Research findings demonstrate that 1) The partial test attested to a significant effect of work motivation on employee performances in BKD in Gorontalo Province by 38.07%, 2) The partial test indicated a significant effect of work discipline on employee performances in BKD in Gorontalo Province by 48.72%, and 3) The simultaneous test justified that 68.2% of the employee performance variability in BKD in Gorontalo Province was affected by employee work motivation and work discipline, whereas the rest, 31.8%, was affected by other variables.

This research aims to: (1) analyze the poverty alleviation strategy in Tibawa Gorontalo District and (2) find the factors of the successful poverty alleviation strategy in Tibawa Gorontalo District. This research uses a descriptive-qualitative method with three data collection techniques i.e. (1) closed interview, (2) observation, and (3) documentation. Data were analyzed using Huberman and Miles’s plot comprising (1) data reduction, (2) data display, and (3) data verification and conclusion drawing. This research figures out that: 1) The implementation of the poverty alleviation strategy in Tibawa Gorontalo District is still considered poor due to: a) Planning, b) Implementation, and c) Evaluation and 2) Factors that determine a successful poverty alleviation strategy in Tibawa Gorontalo District are: a) the government supports, b) budget, c) the community supports, and d) the organization supports. The objective of this research is to analyze the influence, either partial or simultaneous, of competency and leadership on employee performance in the bureau of financial and public administration of Gorontalo State University. The research approach was quantitative. The research method was ex post facto. The research design was causality. The data analysis technique was double regression. The findings indicate that (1) Employee competency had a positive significant influence on employee performance in the bureau of financial and public administration of Gorontalo State University at a coefficient of determination of 29.10%, (2) Leadership had a positive significant influence on employee performance in the bureau of financial and public administration of Gorontalo State University at a coefficient of determination of 22.30%, and (3) Employee competency and leadership had a simultaneous significant influence on employee performance in the bureau of financial and public administration of Gorontalo State University at a coefficient of determination of 51.40%. Others, i.e., 48.60%, could be elucidated by other variables unexplained in this research, e.g., work motivation, organizational culture, work climate, workload, and work supervision.

The research method used is qualitative. The research data source is primary data collected using interviews. The data analysis technique used refers to Miles and Huberman’s. The research findings are that (1) the 3R (reduce, reuse, and recycle) program implemented through waste banks has effectively empowered the community economy in Gorontalo. The program is progressively developed, indicated by the fact that waste in Gorontalo has been reduced to the target determined. Contrastively, the city management system comprising selecting, transporting, and processing is still poor. In terms of the economic use, the system does not give significant contributions to the economic improvement of the surrounding community that becomes the customer of waste banks and (2) the crucial internal factors of the 3R program the waste bank owner’s commitment to introducing the program and the employees’ commitment to earning the incentive. Meanwhile, the inhibiting factors are the narrow waste banks and insufficient tools and facilities that support the 3R (reduce, reuse, and recycle) program. Furthermore, the external factors are the government, the cooperation with the waste bank owners in Gorontalo, and a fixed market share where the waste can be sold. Moreover, the inhibiting factors are the community’s perception of waste banks. They perceive small uses of the waste banks and they reluctantly spare time to sell waste in waste banks.

The objective of this research is to analyze the simultaneous influence of the politicization of bureaucracy and the local head’s authority in appointing and dismissing structural officials on bureaucratic professionalism in the Gorontalo Utara government. This research engaged structural officials of all regional apparatus organizations in the environment of the Gorontalo Utara government. Findings demonstrate that politiciziation of bureaucracy had a significant influence on bureaucratic professionalism in the environment of the Gorontalo Utara government; the local head’s authority had a significant influence on bureaucratic professionalism in the environment of the Gorontalo Utara government; and politiciziation of bureaucracy and the authority f local head had a simultaneous significant influence on bureaucratic professionalism in the environment of the Gorontalo Utara government. On the other hand, the local government should confront the attempt of development acceleration and hence called for apparatuses’ professionalism; while it was clear that to manifest professionalism in state civil apparatuses, a merit system should be applied in the management of state civil apparatuses. This research was quantitative, and the research samples were 84 officials working at Gorontalo Utara government. The data analysis technique was double regression analysis. In conclusion, 1) Politiciziation of bureaucracy had a significant positive influence on bureaucratic professionalism in the environment of the Gorontalo Utara government at a coefficient of determination of 66.7%, 2) The local head’s authority had a significant positive influence on bureaucratic professionalism in the environment of the Gorontalo Utara government at a coefficient of determination of 53.9%, and 3) Politiciziation of bureaucracy and the authority of local head had a simultaneous significant positive influence on bureaucratic professionalism in the environment of the Gorontalo Utara government at a coefficient of determination of 71.5%, whereas the rest, which was 28.5%, was influenced by other factors not included in this research model.

This research engaged structural officials of all regional apparatus organizations in the environment of the Gorontalo Utara government. Findings demonstrate that politiciziation of bureaucracy had a significant influence on bureaucratic professionalism in the environment of the Gorontalo Utara government; the local head’s authority had a significant influence on bureaucratic professionalism in the environment of the Gorontalo Utara government; and politiciziation of bureaucracy and the authority f local head had a simultaneous significant influence on bureaucratic professionalism in the environment of the Gorontalo Utara government. On the other hand, the local government should confront the attempt of development acceleration and hence called for apparatuses’ professionalism; while it was clear that to manifest professionalism in state civil apparatuses, a merit system should be applied in the management of state civil apparatuses. This research was quantitative, and the research samples were 84 officials working at Gorontalo Utara government. The data analysis technique was double regression analysis. In this research, we analyzed the influence, either partial or simultaneous, of performance-based budgeting procedures, emotional intelligence, and internal control system on the effectiveness of the supervisory function of legislative members in the DPRD of Gorontalo City. This research used a quantitative approach. The research method was ex post facto. The research design was causality. The data analysis technique used was double regression. Findings indicate that (1) Performance-based budgeting procedures had a significant positive impact on the effectiveness of the supervisory function of legislative members in the Regional People’s Representative Council (DPRD) of Gorontalo City at a coefficient of determination of 44.50%, (2) Emotional intelligence had a significant positive impact on the effectiveness of the supervisory function of legislative members in the Regional People’s Representative Council (DPRD) of Gorontalo City at a coefficient of determination of 21.20%, (3) Internal control system had a significant positive impact on the effectiveness of the supervisory function of legislative members in the Regional People’s Representative Council (DPRD) of Gorontalo City at a coefficient of determination of 25.00%, and (4) Performance-based budgeting procedures, emotional intelligence, and internal control system simultaneously had a significant impact on the effectiveness of the supervisory function of legislative members in the Regional People’s Representative Council (DPRD) of Gorontalo City at a coefficient of determination of 90.70%. The rest, which was 9.30%, was elucidated by other variables unexplained in this research, e.g., bureaucratic structure, cooperative networking, political interest, work competency, and work environment within supervision.

The research aims to analyze and describe (1) the quality of service delivery in terms of customers’ satisfaction at Mimoza Multimedia and (2) the factors affecting the quality of service delivery at Mimoza Multimedia. The research method used is qualitative method. The data are the primary data collected through interviews. The data analysis used is Miles and Huberman’s analysis model. The research findings indicate that (1) Mimoza Multimedia Gorontalo has been able to provide public services for society. However, service delivery should be improved through more progressive service polices and evaluations to elevate customers’ satisfaction level. Some aspects of public service delivery that fulfill customers’ satisfaction are adequate facilities and infrastructures, guarantee or compensation to unsatisfactory services, and empathy shown by employees. Meanwhile, responsiveness and reliability are two aspects which need improvement through capacity building in terms of the public service delivery at Mimoza Multimedia Gorontalo and (2) The service delivery at Mimoza Multimedia Gorontalo relies on the quality of human resources, communication between the employees, and communication between the employees and customers. Customers’ satisfaction depends on competent and committed human resources to delivering public services in accordance with service principles. Moreover, the supporting factor is communication. Services without good communication will not satisfy customers.
