Accounting for Consequences and Claims in Policy 保险单中后果和索赔的会计处理

Fully appraising any policy requires us to capture all of its ripple effects and not simply the size of the splash when the pebble of intervention hits the water. It also requires that we weight the value of those effects according to morally relevant characteristics of people, such as their age. In this paper, I discuss the consequences that should feed into policy appraisal and the claims that different groups may have on resources.

The Role of Research in the Basic Income Debate in the UK 研究在英国基本收入辩论中的作用

This paper will explore a variety of aspects of the current debate on Basic Income in the UK. It will survey the different kinds of research that have been carried out, and will identify where research results have informed the debate, where they have been abused, and where they have been ignored. It will discuss the importance of clear definitions, and of choosing appropriate research methods. International comparisons will be offered where appropriate. Three different kinds of research that will be important to future debate on Basic Income will be discussed: microsimulation modelling, pilot projects, and public opinion surveys. JEL: I380

Social Security: Past, Present and Future 社会保障:过去、现在和未来

Over the past century, social security in advanced economies has been transformed, and in this paper the history of its growth and some of the causes are reviewed. Yet poverty has not ended and many question the future of social security. Four systems of social security are discussed: social assistance, social insurance, targeted universal benefits and universal basic income. Possible reforms and steps to promote the survival of social security as a core element of a just and civilised society are proposed.

Democracy Versus Democracy: The Populist Challenge to Liberal Democracy 民主与民主:民粹主义对自由民主的挑战

The current populist challenges in western liberal democracies should not be seen as evidence of their decline, but as a constituent part. The history of democracy shows us that such challenges enable democracy’s growth and evolution. As these modern conflicts and crises see populists seek to capitalise on the discontent of the people, it is evident that much of the conflict comes from tensions between the rule of law and majority rule. Elites seeking to preserve the liberal democratic system need to make their arguments in defence of the rule of law and democratic values, rather than assuming them to be self-evident. We should only become concerned over the fate of liberal democracy when the conflict moves from dialogue into physical violence, or as in Hungary, where the executive has dismantled counter-majoritarian checks. It is only then that the departure from democracy truly begins.

Populism and Identity Politics 民粹主义与身份政治

Over one-third of humanity lives under populist regimes—and many of those regimes are turning increasingly authoritarian. It is a worldwide challenge to liberal democracy. The conventional wisdom is that bad economics is to blame: the losers from globalization are angry and voting populists into office is their revenge. The policy implication is a kind of technocratic fantasy: fix the economy and populism will fade away. That view has weak empirical foundations, since many emerging countries that are clear winners from globalization have recently elected populists. In this essay I argue that we cannot understand the surge in populism without understanding the rise of identity politics around the world. Identity is the intermediate stopover in the two-way feedback between economics and politics. A focus on identity politics has important practical implications. One of them is that, to succeed in the fight against populism, democratic politicians have to learn to practice identity politics, but of the right kind. The challenge is to build national identities based not on nativism or xenophobia, but on liberal democratic values.
