An analytical solution of the problem of synthesis of quasiadaptive automatic control system with a reference model for multivariable plant with state and input time-delays on the basis of system embedding technology is proposed. The compensation scheme is applied to compensate input delay. Design of the corresponding control law is carried out for cases of synthesis with respect to free component, to forced component, to free and forced components of mismatch of the closed-loop dynamic system. Coefficients, which determine a set of solutions of the problem of synthesis and conditions of the existence of these solutions, are calculated.

The paper deals with the modification of the Hamming neural network designed for solving the problems of pattern recognition. It is proposed to divide the memory of a neural network in the short term and long term parts. To the Hamming network the additional layers and modulators are added, which provide the property of plasticity-stability of memory, like the networks in the adaptive resonance theory. An algorithm for the short-term memory consolidation is proposed that is based on the frequency of encountering the components of stored images.

The problem of finding the closest points between an ellipsoid and an intersection of a linear manifold and an ellipsoid is considered. In particular, this problem includes a problem of finding the minimum distance between the ellipsoid and the ellipse. The original constrained optimization problem is reduced to the unconstrained one by means of the theory of exact penalty functions. Constructed exact penalty function is nonsmooth and belongs to the class of hypodifferentiable. Hypodifferential calculus is implied for its study and steepest hypodifferential descent is used to find its stationary points.

The paper describes a process of clustering of article abstracts, taken from the largest bibliographic life sciences and biomedical information MEDLINE database into categories that correspond to types of medical interventions - types of patient treatments. Experiments were carried out to evaluate the quality of clustering for the following algorithms: K-means; K-means++; Hierarchical clustering, SIB (Sequential information bottleneck) together with the LSA (Latent Semantic Analysis) methods and MI (Mutual Information) which allow selecting feature vectors. Best results of clustering were achieved by K-means++ together with LSA then 210-dimensional space was chosen: Purity = 0.5719, Entropy = 1.3841, Normalized Entropy = 0.6299.

The article proposes a method for estimation of “correct” number of clusters. The stability methodology is used and quantative stability level assessment is introduced. This problem is important and common in cluster analysis and do not have unique criterion for all dataset types. The suggested approach solves one more problem. Often in socio-economics information analysis there are situations when initial numerical data contains various kinds of inaccuracies (measurement errors, intentional misrepresentations, errors of calculation, errors of mathematical model and other possible sources of errors). In this regard, it is important to choose those classifications of study objects which have the stability property with respect to random noise. The work is aimed to get a reliable and accurate clustering which is stable with respect to random perturbations and solves “ill posed” problems in clustering analysis, i.e. to find suggested number of clusters. In current paper the probabilistic approach to problem resolving is being offered. The variability frequency based on random perturbation is introduced and examined as a main metric for assessing clustering results. This estimation can be used for different clustering algorithms and their stability indices can be compared without additional procedures. The experiment on artificial data using the k-mean clustering approach is carried out.

The budget system of any local authorities and government provides the means to decide how much money to spend or how many resources to allocate to government institutions or agencies for the purposes of regional social-economic development. In the paper the Rolling Support Planning Algorithm (RSP Algorithm) is represented, which can be used for budget allocation for a given time horizon based on Key Performance Indicators (KPIs) which are formed by the budget framework policy context. This algorithm allows to solve the budget allocation problem in the case when achievement of target values of KPIs are planned in different future periods.

The bending of the vertical beams caused by the SD-effect under a concentrated load at the end of the beam is considered. For the solution of the problem, the Ilyushin model of perfect plasticity is used. The problem is solved analytically and numerically. As an example of the material with the SD-effect A40X-steel is considered. The solutions for the beams made of an isotropic material and of a material with the SD-effect are compared.
