The COVID-19 health crisis has brought back the name "Vietnam". Vietnam is cited by global institutions as an example of public management of the pandemic, yet it is located at the gateway to China, the "eye of the storm", and only had limited resources. This paper proposes an analysis of the Vietnamese state's management of the Covid-19 crisis by taking a cultural approach. The aim is to understand to what extent socio-historical-cultural elements are perceived in Vietnam as explanatory factors for the successful implementation of public actions

This article discusses the concept of effort willingness which is central to the acceptability of the measures decided by all governments to fight the pandemic. The experimental study conducted at the end of the first lockdown compares the degree of effort willingness during the crisis with that outside the crisis context. The results confirm that, in both contexts, the effort willingness is all the stronger when respondents perceive that the requirements are driven by a care management approach.

This article concerns the management and reception of returnees from Wuhan to Ensosp (France) at the beginning of the Covid-19 pandemic in China. It contributes to shed light on the improvisation processes in times of uncertainty in order to draw lessons that may be useful to managers. We have thus been able to identify that in extreme situations, the response to the unexpected can give rise to experiential learning cycles (Kolb, 2014). We propose to consider them as rapid cycles of microlearning taking place in a constrained environment (resource constraints, short reaction time). These microlearnings take place in interactions between individuals within organizations.
