Currently, the nursing process is at the core of nursing education and practice, creating a scientific base for nursing care. The nursing process is one of the basic and integral concepts of the modern model of nursing service. This concept was given birth in the United States in the mid-50s and over the years of testing in clinical settings has proved its feasibility. In the health system, the professional group of secondary medical personnel is the most numerous and has a significant impact on ensuring the quality, availability of medical care, and efficiency of the entire system. Over the years, nurses from different countries have sought to gain recognition for their profession. The main goal was to establish the boundaries of their professional activities, the differences between medical and nursing duties, to create a terminological and conceptual apparatus of the profession and to determine the scientific method of providing nursing care to patients (clients). One of the most relevant areas of healthcare reforms in Kazakhstan is the development and expansion of the functions of nursing staff, including the maintenance of nursing documentation, the establishment of a nursing diagnosis, monitoring and management of patients, etc. What is the problem? 1. Lack of a single terminological and conceptual apparatus for all nurses; 2. Workload of general practitioners; 3. Implementation of patient attendance by nurses under the doctor's login; 4. Lack of payment to nurses for services rendered; 5. In appreciation of the role of the average medical worker in the treatment process; 6. Low potential in the nursing service. Policy options Scenario 1. Institutionalization of CCC in the health system of the Republic of Kazakhstan through the gradual introduction into information systems of the international classification of nursing diagnoses and nursing interventions in the practice of secondary medical workers. Scenario 2. Interaction of vertical links in the implementation of the CCC by making appropriate changes to regulatory legal acts. Scenario 3. Financing of nursing services by including nursing services in the medical services tariff. The vision for the implementation of the scenarios/policy options. Each of these policy options can contribute to improving the efficiency of providing medical care to the population, the status of secondary medical personnel, and the development of their critical thinking. However, given the different options in the direction of actions, resources and methods used, these policy options can provide a more significant achievement of the goal in improving the quality and effectiveness of introduction when they are implemented in association.

Objective: To study the clinical effectiveness, safety, and cost-effectiveness of parenteral nutrition medications. Methods. A modelling and a cost-effectiveness assessment were applied concerning the use of the NuTRIflex Lipid group medications. A comparative analysis of the parenteral nutrition medications’ effectiveness was performed, using cost-minimization, missed opportunities and budget impact analyses. The analysis was carried out by modelling in MS Excel Software. Results. The cost-minimization analysis demonstrated that NuTRIflex medications (NuTRIflex Lipid plus, NuTRIflex Lipid Special) were the least expensive options of parenteral nutrition for a minimum level of a daily dose’s cost as well as for a minimum level of costs for side-effects elimination. Based on the results of the missed opportunities analysis, the use of NuTRIflex Lipid peri medication will provide 55.8% (without side effects consideration) and 85.4% (with side effects consideration) more patients with parenteral nutrition, than that of Oliclinomel N4-550 E. From a payer’s perspective in the healthcare system, the budget impact analysis showed that the use of NuTRIflex Lipid peri will save costs equaling to 2.1 billion tenge versus Oliclinomel N4-550 E (on the assumption that side effects take place). Conclusion. It is impossible to make a definite conclusion on the superiority of NuTRIflex Lipid’s clinical effectiveness and safety over Oliclinomel and vice versa, since there are no direct comparative studies, assessing clinical effectiveness and safety in evidence-based medicine databases. More patients will receive parenteral nutrition if the NuTRIflex Lipid medication is used compared with the use of Oliclinomel, and it would be cost-saving from a payer’s perspective in Kazakhstan’s health system. The purpose of the study: analysis and assessment of the quality of life of glaucoma patients in Kazakhstan on the example of Balkhash. Methods. The study was conducted on the basis of the municipal state institution (KSU) "Polyclinic No. 2" of the city of Balkhash, Karaganda region in the period from 2019 to 2020. The study involved 46 men and 74 women. The average age of the respondents was ≥64 years. To determine the quality of life of glaucoma patients, we conducted a questionnaire compiled by ourselves and the NEI VFQ-25 questionnaire. The respondents were conditionally divided into three groups: group 1-patients who receive only conservative treatment; group 2 – patients who underwent laser correction in parallel with conservative treatment; group 3-patients who, in addition to previous types of treatment, were operated on. Results. Among the comparison groups, the values of indicators of dependence on the help of others (23.7) and role difficulties (23.9) and social activity (81.6) were significantly lower in patients receiving only conservative treatment. In this group, along with the physical and mental components, it was found that the gap in visual indicators is up to 4 times. Conclusions. The results of the study show that in glaucoma patients receiving only conservative treatment, the quality of life is low compared to the control groups according to all indicators of the scales. A significant impact on the decrease in the quality of life of patients receiving conservative treatment is caused by the discomfort associated with regular use of drugs prescribed for glaucoma and their side effects. Purpose of the study. To analyze the world experience of the functioning of medical and rescue systems for providing emergency medical care to victims in emergency situations on the highways of republican significance. The study included publications from the MEDLINE, CyberLeninka, eLIBRARY.RU databases, regulatory documentation on the provision of EMF. We analyzed studies published over the past 5 years. All other articles have been deleted.Experience shows that the lives of victims often depend on the kind of assistance they will receive in the first minutes after an accident, which directly depends on the speed of response and the experience of providing medical assistance by the teams of the route-medical rescue center.Considering the importance of preventing and reducing deaths due to an emergency on the highways of republican significance, the article presents an analysis of the literature, revealing the experience of the functioning of medical rescue systems for providing emergency medical care to victims in road traffic accidents.Further improvement of the disaster medicine service for the provision of emergency medical care is one of the most important conditions for ensuring the preservation and strengthening of the health of the population of the Republic of Kazakhstan

The aim of the study: The aim of this discussion paper is to identify and provide an overview of the benefits of mentorship for the mentor of nurse students and describe the facilitators and barriers the nurse mentors encounter in their mentorship activities during nurse students' clinical practice. Methods: The databases CINAHL, Medline, Pub Med and Science Direct from 2016-2021 were searched. The studies were screened by title, abstract and full text. 25 studies met the inclusion criteria. Results: Eight key themes emerged from the included studies. These theme areas were as follows; 1) being a role model, 2) recognition of role value and esteem, 3) keeping up to date, 4) student attributes, 5) colleague attributes, 6) time challenges, 7) location challenges and 8) lack of financial remuneration. The findings revealed nurse mentors experiencing knowledge transfer and facilitating students’ learning as major benefits of mentoring. Being a role model was reported in many of the selected articles. The mentoring role promoted the overall clinical quality, patient safety, and additionally made nurse mentors feel valued. Overall “lack of time” was referred several times as a barrier and frustrating element in the mentor’s work. Conclusions: Mentors have an important role and should be acknowledged as one of the cornerstones of quality nursing education. The findings highlight the significant benefits of mentoring from the mentor’s perspective. In the Republic of Kazakhstan, the goal is to develop the mentoring of nurse students and to train more competent mentors in the coming years. It is important to point out that mentoring has multiple benefits for the mentor, the student, the work community, and the health care organization as well as for nursing education. The creation of sustainable health systems that contribute to the improvement, maintenance and restoration of human health, as well as the well-being of present and future generations is an urgent and important task for most low and middle income countries, including Kazakhstan. The COVID-19 pandemic is challenging health systems and requires effective action to effectively respond to existing and emerging public health challenges. The experience of many countries indicates that the success of EIP implementation is largely related to the creation of an effective platform for translation the best evidence to the field of health policy making - the Knowledge Translation Platform (KTP).This review includes an analysis of existing approaches to institutionalizing EIP in the national health system and selection of the optimal model for Kazakhstan.A review of international experience shows that KTP is a nationally functioning structure designed to create and develop links between researchers, policy makers and other users of research results. KTP can be localized in different ways, and the organization of KTP activities can take several different forms. There are a number of positive examples of the establishment of KTP in Lebanon, Brazil, Chile, Zambia, Malawi and other countries.For the Republic of Kazakhstan, a model for the creation of the KTP - Knowledge4Policy - is proposed on the basis of the Salidat Kairbekova National Scientific Center for Healthcare Development. This platform should be formed in close cooperation with medical universities, research institutes, scientific centers and NGOs and is designed to become a leading center for strengthening public policy and practice in the field of health.The functioning of this platform on the basis of close interaction with all key stakeholders is designed to ensure the active transfer of the results of scientific research and development of Kazakhstani and foreign researchers into the field of health policy formation, as well as, in turn, the timely addressing of policy makers' requests to those organizations that conduct research and developments.All this will make it possible to accelerate and improve the efficiency of reforms in the industry, transparency of decisions and the consistency of developed and implemented measures, timely response of the health care system to existing and future challenges to public health, which, ultimately, should ensure a reduction in preventable human losses, material and financial resources at all levels of the national health system and increase the likelihood of long-term public health success.

The material presents results of the strategic partnership between JAMK University of Applied Sciences, Finland, and medical colleges of the Republic of Kazakhstan. The systematic annual process of starting the development of new nursing clinical guidelines and of leading and coordinating the adaptation as well as preparing the trainings of national trainers for each set of guidelines has slowed down or even stopped and needs immediate attention. In addition, the development of corresponding evidence-based Standardized Operational Procedures must be organized. Our recommendation is that the Ministry of Healthcare and the Republican Center of Health Development would strengthen the national coordination and create a systematic roadmap for translating nursing clinical guidelines into nursing practice. In addition, nurses’ knowledge and skills in evidence-based nursing must be increased through capacity building activities. The aim: evaluate the effectiveness of the implemented state programs in the field of healthcare in Kazakhstan. Methods. The paper analyzes 4 state programs for the development of the healthcare system implemented in the years of independence of Kazakhstan and describes preliminary data on the program - "State Program for the Development of Healthcare of the Republic of Kazakhstan for 2020-2025". Results. As a result of the implementation of the state programs "Healthy Nation", the state programs for 2005-2010, "Salamatty Kazakhstan", "Densaulyk", maternal mortality decreased by 3,3 times, infant mortality decreased by 1,7 times, mortality from diseases of the circulatory system almost 3 times, mortality from malignant neoplasms by 1,4 times, mortality from tuberculosis by 8,4 times, as a result, life expectancy increased by 6,96 years and reached 73,18 years. Conclusion. Over the years of implementation of health development programs of the Republic of Kazakhstan, there has been a positive trend in indicators that characterize the health of the population, which in turn contributes to improving the quality and increasing the life expectancy of the country's population. Basic health indicators have been improved and health funding has been increased. However, despite these results, life expectancy and funding remain low compared to other countries. This review is devoted to the analysis of the existing shortcomings in the sectoral qualifications system and the development of suggestions for improving the mechanisms for regulating the professional activities of healthcare professionals in the Republic of Kazakhstan. The main problems in the development of human resources for health care that require a systemic solution include the lack of compliance of training programs and the system of continuous professional development of workers in the industry, a system for assessing professional readiness and admission of health professionals for practical activities to the needs of practical health care, the lack of a clear delineation of the competencies of health professionals by levels qualifications. The above problems are based on the imperfection of the Sectoral Qualifications System due to the absence of the Sectoral Qualifications Framework (covering all professions and professional activities in the health sector) and professional standards (regulating in detail for each qualification level all those labor functions and professional tasks that are necessary for those working in the industry. specialists, as well as the skills, knowledge, and even personal competencies required for this).
