Ro�ert Louis, Cecil Pilgrim
Professor R.L.C. (Bob) Pilgrim died suddenly at home of a heart attack, after spending the evening working on his monograph of the flea larvae of the world. Bob was a holistic scientist, a natural historian of the old school, with an extensive knowledge of biology in its broadest meaning and demonstrated in his many publications spanning the disciplines of morphology, physiology and parasitology as well as entomology. Above all he was a teacher who took great pride in the work of his students during the almost 40 years he was a lecturer at the University of Canterbury.

Institutions and Gis In Singapore 新加坡的机构和地理位置

This paper traces the development of geographic information systems (GIS) in Singapore from its initial conception to facilitate land use planning towards an integrated system using GIS as a strategic tool to enhance competitive advantage. The study is guided by the hypothesis that institutions (particularly the State), rather than technology, play the key role in the transformation process. The main elements of the guiding framework include bureaucratic competence, a shared development ideology and insulation of key State agencies from interest groups. The end result is a set of institutions that facilitate the direction and required co-ordination in conceiving GIS as part of a vision towards an intelligent island.

Understanding Online Geo-Spatial Systems 了解在线地理空间系统

The acquisition and delivery of geo-spatial data are going through rapid changes. Data providers and spatial data practitioners are anticipating that the connectivity of the Internet and the popularity of the World Wide Web will accelerate and popularise the use of geo-spatial data across a wider audience. To demonstrate this change, this paper presents a general overview of twelve online geo-spatial systems from Australia, Europe, and America, which have impacted on the delivery of land parcel or cadastral data in their respective jurisdictions. Online cadastral systems represent the amalgamation of current technology and network applications that are significantly impacting across the geo-spatial industry. The increasing range of data available and the layout of the underlying databases are examples of the major differences that are discussed in the paper. This paper provides a “snap shot” of rapidly developing online systems with the objective to better understand the rapid developments and changes that are occurring in online government spatial systems worldwide.

Plan lodgement is an essential part of the land registration system in all Australian jurisdictions. This paper proposes that in the future, all cadastral data will be lodged in a digital format. It concentrates on issues associated with digital lodgement, and suggests several options for introducing digital lodgement.

A survey network approach to locating HMAS Sydney 定位HMAS悉尼的测量网方法

The loss of the cruiser HMAS Sydney to the German raider HSK Kormoran is Australia’s worst naval disaster. Since her loss on the 19th of November 1941 the location of Sydney’s wreck has been a mystery. Many researchers have defined possible locations for Sydney and Kormoran. However, none have used the available evidence in a rigorous mathematical manner that considered precision for each of the items of evidence used to obtain the position. Few of them have considered all of the available evidence objectively and without discarding some evidence that contradicts their hypothesis. This project uses a least squares based approach to solve for the probable location of both ships. The search area is defined using the associated area of confidence for each of the solutions. The adjustments have been performed several times to accommodate different sets of data where various options exist in the use of the available information. The method is shown to be sound, however additional information could provide a more definitive solution.

The Reform of Statutory Regulations Relating to The Surveying Profession 有关测量专业的法定规例的改革

This paper examines the opportunities for reform of the current statutory based systems that regulate the management and operation of the surveying profession in Australia. An exploration of the evolution of the current regulatory system is undertaken to explore the rationale behind the tenets of the system. Current reform proposals have been driven by government policy changes linked to the implementation of National Competition Policy principles and rapid advances in technology that have changed the face of the spatial information industry and role of the cadastre. The Victorian experience in the reform process of the Surveyors Act 1978 is discussed. Ten key points relating to the regulatory reform are presented. Of primary importance is the need for future frameworks to distinguish between the regulation of the professional aspects of the surveying profession and regulation required to achieve the State’s objectives in protecting the integrity of the cadastre. The authors believe only the latter should be the focus of formal regulation with limited exceptions where regulation is directly related to protecting this integrity.

This paper describes various engineering surveying operations in the construction and maintenance of railway tracks through the functional modules of a specifically designed computer software. This software designs for the main functions of alignment. setting-out. as-built and right-of-way surveys. The software introduced is the RTS (Rail Transit Survey) ®. which has been used in railway projects by many international civil engineering contractors and railway corporations around the world.

The Victorian geodetic network is being augmented with dual frequency Global Positioning System base stations, in cooperation with industry, as a part of a state geodetic strategy which anticipates reducing reliance on ground marks. The base station infrastructure development reflects worldwide trends and is in response to changing user needs.
