Optimized selection of landfill sites in Houston area using geographical information system 利用地理信息系统对休斯顿地区垃圾填埋场进行优化选择

With the fast economic and population growth in Houston-Galveston area, more and more municipal solid wastes are generated in the region. It is expected that more landfill sites need to be built in the future within the next ten or twenty years in Houston-Galveston area. The objective of this study is to identify the best locations for the future landfill sites in Houston-Galveston area using geographical information system (GIS). Landfill site selection is a very important step before building the landfills. An optimized site selection will maximize the cost saving for waste transportation while minimize the adverse social and environmental impacts. In this study, GIS data of different geographical features in Harris County and Galveston County were collected, including constrains of flood plain, streams, hurricane areas, schools, museums, water bodies, hospitals, parks, natural refugee areas and airports that are prescribed by federal and state regulations on landfill sitting. We customized the GIS and generated a grid system composed of grids with 50 acres size. GIS spatial selection method was used to identify the grids that are out of the impact on various environmental sensitive areas. These selected grids have been evaluated in Google Earth using the KML technology. Preliminary results have identified several best sites for future landfills in the region, mainly in the Northeast and Northwest Harris County.

Spatial distribution, evolution and driving force of floating population of Chongqing Municipality in 2000–2010 2000-2010年重庆市流动人口空间分布、演变与驱动力

This paper studies the spatial distribution, evolution and driving force behind the floating population in Chongqing Municipality from 2000 to 2010. The research is based on the data of the fifth and sixth population censuses and the temporary resident censuses for those same years. The paper will first introduce characteristics of Chongqing's decline and rise in population from 1996 to 2010. Chongqing had continually been in the mode of population outflow but this trend stopped in 2007. Second, the author analyzes the spatial divergence evolution of floating population (FP) among Chongqing's districts and counties from 2000 to 2010. The performance in population absorption of four planning policy areas was studied and the outcome shows that many peripheral districts and counties transferred from population inflow to outflow, especially those with preferential policies. Both the population and economy proportions of the One Hour Circle area and the regional centers shrunk from 2000 to 2010. Third, the correlation between FP distribution and economic and income factors confirmed, with some notable exceptions, the rule that people tend to migrate towards these areas with a booming economy, preferential policies and higher income. In short, after having been designated as a municipality directly under the Central Government and having 13 years of strong economic development, Chongqing municipality is still losing its labor force rather than absorbing it. The factors determining the floating population's location are not institutional, but economic, such as industrial development and transportation conditions. Differing from other developed cities in east China, the inflow population of Chongqing is mainly concentrated in the city proper. The effect of the spatial policies in Chongqing is not very evident, not that there is something wrong with the spatial policies, but highlighting the need for more cooperation between spatial and non-spatial policies.

Evolving mechanism of urbanization dynamics in central China and its further discussions—The case of Hubei Province 中部地区城市化动力演化机制及其进一步探讨——以湖北省为例

In the context of national labor shortage, Central China, as the major food supply area and labor-exporting area of national importance, will play an important role in China's urbanization in the future. This paper takes Hubei Province, a typical province in Central China, as an example, to analyze its evolving mechanism of urbanization dynamics by observing Hubei's urbanization development both from the government and market sectors respectively. In terms of government sector, the urban development in China is promoted both by national strategy and local action. As for market sector, the interpretation of urbanization impetus and impediments are achieved in the context of Chinese featured rural-urban dual economy system. On the basis of Hubei's universality and particularity, as well as the new trends of national population development and migration, this paper further discusses the challenges and opportunities in Central China's urbanization in transition.

A proposal for enhancing the role of tourist industry in residents conversation in heritage city 提升旅游产业在遗产城市居民对话中的作用的建议

This paper focuses on how tourist industry, in the context of rapid urban development in China, can support the planning effort of keeping the unique feature of urban history, culture, and revealing urban glamour and characters based on local residents. In many of the historic preservation cases in China, commercial and tourism development are the driving force in preserving historical buildings or blocks for attracting tourists and shoppers. Meanwhile, local residents are not included in this exteriorized urban conversation pattern, some are even moved out to a different part of the city in the name of historic preservation. In other word, this kind of historic preservation district, which should serve the local residents, are turned to commercial transaction aiming at attracting tourist. Therefrom, the sense of identity and sense of belonging of the residents are weakened and the vigor of historical blocks is reduced. As Zhang Song stated in his book ‘For whom, we protect the city’, the purpose of historic preservation is that citizens can walk in and touch the old buildings. Admittedly, tourism is the key role in urban development. Further, to guide tourism serve for local citizens is the urgent issue. That is, local people appreciate the heritage of the city and want to stay and nurture the local character. Meanwhile, tourists who have briefly experienced the history and culture of the place during their visit want to come back or even relocate there. After discussing the connection between heritage preservation, local residents and tourism development using some international cities, for instance, Venice, Shanghai, Lijiang, we propose that healthy heritage preservation integrated with tourism development should aim at developing a livable place for local people. The paper concludes by presenting implementation strategies focusing on continuing the urban heritage and building urban characters in the context of urbanization in China.

The research on the development of urbanization transformation under regional interaction and function ascension 区域互动与功能提升下的城市化转型发展研究

The paper based on the recognition towards current situation of the domestic urbanization development effect, taking “interaction” & “ascension” as PointCut, towards ecological protection and development, industrial development and guidance, the continuation of regional culture and facilities construction, puts forward the idea of development direction during the transformation of the urbanization, and points out that the value of the healthy urbanization is not only on the environment right analysis, the evaluation of rational planning each index performance, but also pay more attention from the regional integration development to the regional qualitative change; from the city space response to the exploration of the city connotation. This paper, combining with DaCheng County planning practice in Hebei province, from Beijing, Tianjin and Hebei strategic interact and DaCheng County function innovation, analyzes and puts forward the overall development of the urbanization strategy.
本文在对国内城镇化发展效果现状认识的基础上,以“互动”与“提升”为切入点,从生态保护与发展、产业发展与引导、地域文化延续、设施建设等方面,提出了城镇化转型过程中的发展方向思路。并指出健康城镇化的价值不仅在于对环境权的分析、对合理规划各项指标绩效的评价,更应关注从区域一体化发展到区域质变;从城市空间响应到城市内涵的探索。本文结合河北省大城县规划实践,从京津冀战略互动和大城县功能创新两方面,分析并提出了统筹发展的城镇化战略。

Visual resources protection and reserve in the process of China's fast-paced urbanization 中国快速城市化进程中的视觉资源保护与保护

The progress of China's fast-paced urbanization is a land development process. Driven by “land bonus”, many lands with high quality visual resources have been used to develop estate in an unsustainable way. In the basis of drawing the relevant theory and research approach both at home and abroad, the paper attempts to present some strategies of visual resources protection and reserve basing on the reality of China. To illustrate necessity for the adoption of these strategies, an example, Taihu Lake selected from Jiangsu Province P. R. of China is presented.

Performance evaluation of bike sharing system in Wuchang area of Wuhan, China 武汉市武昌地区共享单车系统性能评价

During the last few years, bike sharing systems in many cities around the world, have received increasingly attention. The initiatives are to increase bike usage, improve the last mile connection to other transports, and lessen the impacts on environment. In recent years, Europe has experienced a real boom of public bicycle schemes, which make the public bicycle accessible as a part of other public transport systems. The number of cities that already implemented or plan to do so has increased strongly. Bike sharing system has also been appearing in China since 2005; and till now, there are more than 10 cities show their interests in building bike sharing systems. Wuhan launched bike sharing system in 2009, which is the first free system in China, but there are some problems shown in the operation of this bike sharing system. This paper seeks to evaluate the performance of bike sharing system in Wuchang area of Wuhan in China, based on problems which were presented in the operation of bike sharing system. Method on the combination of GIS and Multi-Criteria Evaluation (MCE) is adopted in this research, by building a series of indicators which are assumed that would influence the performance of this bike sharing system. In this research, the efficient performance of bike sharing system is defined as operational efficiency and spatial effectiveness of bike sharing system. The operational efficiency of bike sharing system aims at understanding the characteristics of public bike users, and evaluating the conditions of bike lanes from the perspective of public bike users. Through the questionnaire survey on public bike users and investigation on bike lanes, a series of the characteristics of public bike users and conditions of bike lanes are understood. Meanwhile, the spatial effectiveness of bike sharing system aims at analyzing the characteristics of bike stations, and accessibility between bike stations and other facilities. The evaluation results can be used to improve the public bicycle program.
