e-Consultation: Automatic system for online consultations 电子咨询:在线咨询的自动系统

Global ICT services give the opportunity to construct communication platform for online consultations where ordinary citizens, different civic and business associations and executive bodies could contribute by exchanging information using communication network. Initiated by governing institutions or government bodies and non-state actors online consultations differ in goals, approaches, range of target groups, scope of topics and in the use of technical tools. The benefits are clearly recognized, for example online consultations promote the central regulatory objectives by providing the regulator with valuable input from industry members and other stakeholders and help to maintain a transparent regulatory environment. Public consultations therefore help regulators to make knowledgeable decisions. However, current online consultation practice in global area falls short of the potential. Coordination of the online consultation service by common, general purpose tools causes excessive wait times for answers, inefficient communication between experts, limited visibility of document sections and related information, which cause decreased access to public consultations, insufficient number of responses and in general weak participation level. We propose the model of automatic platform for online consultations. Proposed model cover all stages and relevant elements of public consultation procedures. The model is realized as network service and covers complete public consultation life cycle, i.e. starting the discussion, entering associated documents, amendments and comments, section analysis, decision-making and archiving. Novelty of the model presents core implementation in the form three-dimensional state matrix that covers consultation life cycle, time constraints, groupings, section segmentation, amendments association, etc. Commercial version of this model is deployed in Croatian regulatory authority for network industries.

An adaptive large neighbourhood search for designing transparent optical core network 透明光核心网设计中的自适应大邻域搜索

In this paper, we focus on designing a core optical network. Given a set of Metro-Core (MC) nodes, the problem is to select a set of links such that the maximum distance between any pair of nodes is bounded. The primary objective is to minimise the total length of the links followed by a secondary objective which is to minimise the total length of the paths between the pairs of MC nodes. We present a mixed integer programming (MIP) model for this problem. As the size of the instances of this problem increases, the MIP model does not scale in terms of memory and time. We therefore present an adaptive large neighbourhood search (LNS) algorithm where the idea is to find an initial solution and repeatedly improve it by solving relatively small subproblems. We propose two different ways of selecting subproblems. The experiments are performed using 3 real-world network topologies: Ireland, UK and Italy. Our results demonstrate that the developed approach is suitable for solving large networks and it can compute very high quality solutions which are very close to optimal values.

Link budget optimization of free space optical systems in relation to the beam diverging angle 自由空间光学系统与光束发散角相关的链路预算优化

The performance of a Free Space Optical (FSO) communication system is highly dependent on the precise selection and adjustment of its operation parameters. The appropriate determination of the angle of divergence can noticeably compensate the negative impact of deviations of the optical beam from its main direction caused by a variety of deteriorative influences. Mathematical equations for calculating the optimum diverging angle are derived within this work. Regarding the obtained results, the link budget and the link margin of FSO systems are calculated. In addition, the dependence of the optimum divergence on the power and the wavelength of the optical source is investigated. In relation to this, enough figures showing evidently the better reliability of a FSO system in condition of beam wandering as well as other degradative impacts are attached.

OOCWC: The robocar world championship initiative OOCWC:机器人赛车世界锦标赛的倡议

Robocar World Championship or briefly OOCWC is a new initiative to create a community of people who share their interest in investigating the relationship between smart cities and robot cars with particular attention to the spread of robot cars in the near future. At the heart of this initiative is the Robocar City Emulator. It is intended to offer a common research platform for the investigation of the smart city simulations. In this paper, we review the recent advances of OOCWC.

Transport layer fairness revisited 重新审视传输层的公平性

Fairness amongst the competing flows at the transport layer has always been an important topic, however, the current definition based on the TCP-compatible view is not always suitable. With the increasing deployment of multipath transport protocols such as Multipath TCP (MPTCP) and the Concurrent Multipath Transfer extension of SCTP (CMT-SCTP), the term “fair” can have various interpretations. In this paper, inconsistencies are avoided by classifying fairness definitions according to the resource - bottleneck or network - and the participants - subflow, flow, tariff, etc. that share the resource. With example network scenarios the current (TCP-compatible) fairness view from both the single and multipath perspective is presented and their shortcomings discussed. Alternative definitions are introduced and their benefits are illustrated based on a theoretical analysis. The realization aspects of the discussed fairness definitions are also presented. The evaluations of available coupled congestion control variants for multipath transport are shown to highlight the proximity of the simulated results to the theoretical target values. Due to the complexity of the realization of network-based approaches, bottleneck is chosen as the preferred resource. Tariff is a promising participant as it couples applications and incorporates economic entities for fair resource sharing at the transport layer1.

Standardisation and regulatory context of machine-to-machine communication 机器对机器通信的标准化和监管环境

The paper deals with the standardisation and regulatory context of Machine-to-Machine communications and the changes they cause in an electronic communications ecosystem. Research, innovation and market positioning of Machine-to-Machine communications in addressing global societal challenges is presented. Standardisation and adoption of interoperable standards are elaborated from the view of competition, investment and market development. Numbering and addressing, roaming, privacy and data security, and spectrum are discussed in terms of activities to be undertaken by the national regulatory authority. A case study on Machine-to-Machine communications in Croatia is given.

Personalized multimedia content retrieval through relevance feedback techniques for enhanced user experience 通过相关反馈技术实现个性化多媒体内容检索,增强用户体验

Emerging multimedia interactive services inherently call for user-centered design approaches, where the involved high degree of interactivity requires the implementation of efficient and effective information retrieval approaches. In this paper, a multimodal content retrieval framework is introduced that employs personalization along with relevance feedback techniques in order to enhance provided QoE, by retrieving and offering multimedia content tailored to individual users' characteristics and/or preferences. The developed Relevance Feedback mechanism engages the user into assessing the relevance of the initially retrieved results list of the original query, and through one or more iterations to present him with the most relevant result list based on his feedback. Our proposed framework implements a similarity learning scheme to improve multimedia content retrieval, towards increasing user experience. A model for implicit relevance feedback is formulated and a confidence level parameter is introduced to classify the results, based on the Jaccard similarities of the results that did not receive explicit feedback with those that did. This relevance feedback mechanism acts complementary to the personalized search by reranking the initial retrieved set in iterative rounds. The performance and effectiveness of the proposed framework was evaluated and demonstrated through an extensive experimental study, utilizing an interactive multimodal multimedia web-based system, with media files consisting of a set of 3D movies containing audio-visual content with high and low level semantic annotations.

Our proposed framework implements a similarity learning scheme to improve multimedia content retrieval, towards increasing user experience. A model for implicit relevance feedback is formulated and a confidence level parameter is introduced to classify the results, based on the Jaccard similarities of the results that did not receive explicit feedback with those that did. This relevance feedback mechanism acts complementary to the personalized search by reranking the initial retrieved set in iterative rounds.
