Clothing industry is an important exporting and earning foreign exchange of China. There are many clothing production enterprises in China. These enterprises' management level and production technique directly decide the future trend of Chinese clothing exporting. This paper, according to the related theories and practical situations of enterprises, develops a set of production management system for clothing enterprise, puts forward the ideal production base management model, and optimizes the operation link from the aspects of production plan and craft data management, management of producing process, quality management, outsourcing processing management, personnel and wages management, equipment and spare parts management, and cost management, which can effectively promote the rapid growth of the core competitiveness of clothing enterprises.

Along with the rapid development of Internet, e-commerce trade increases sharply. Whether taxes should be imposed and tax policies become the focus of attention. This paper concludes the differences of tax polices in US, EU and India by comparing them, summarizes the development of China’s e-commerce by analyzing the proportions of different modes in e-commerce transaction. From the causal analysis of differences in different countries and summary of China’s e-commerce, this paper proposes tax policies suitable for China E-commerce-Gradual Tax Policies.

Firstly, we give the definition of an $L$-Bifuzzy Scott closed subset and prove its related properties. then, we give the definition of an $L$-Bifuzzy ScottCo-topological space, study its properties and equivalently characterize it which is a generalization of the ScottCo-topological space in the classical topology theory. Finally, we establish the relationships of $L$-Bifuzzy domain, $L$-Bifuzzy lower set and $L$-Bifuzzy Scott Co-topological space. The relationship is that we can use $L$-Bifuzzy domain, $L$-Bifuzzy lower set to construct the $L$-Bifuzzy Scott Co-topological space. All the theories we proposed are new and they present a general framework for the study of the fuzzy data types and fuzzy relations in information systems and database technology.

The Floating-Point multiplication and division ALU supports Floating-Point number according with IEEE-754 standard. This ALU adopts 4-Level pipelining structure: ‘0’ operation number check¿exponent addition and subtraction operation¿fraction multiplication and division operation¿result normalization and round. A new approach to fault diagnosis of gear wear based on Teager-Huang transform is presented. This method is based on Empirical Mode Decomposition (EMD) and Teager Kaiser Energy Operator (TKEO) technique. EMD can adaptively decompose the vibration signal into a series of zero mean Amplitude Modulation-Frequency Modulation (AM-FM)Intrinsic Mode Functions (IMFs). TKEO can track the instantaneous amplitude and instantaneous frequency of the AM-FM component at any instant. The experimental examples are conducted to evaluate the effectiveness of the proposed approach. The experimental results provide strong evidence that the performance of the Teager-Huang transform approach is better to that of the Hilbert-Huang transform approach for gear fault detection. Teager-Huang transform can effectively diagnose the faults of the gear wear.

The key technique for the design of a frequency divider is to find a function between the input and output. In general, the design process and circuit of a frequency divider is complicated, modification and transplantation for it is difficult. A creative design method of CAIFD (Controllable Arbitrary Integer Frequency Divider) is presented in this paper, which uses the VHDL (VHSIC Hardware Description Language ) source code to synthesize a FPGA (Field Programmable Gate Array) or a CPLD (Complex Programmable Logic Device) circuit that produces a 50% duty cycle n (n is a integer and n≫0 ) controllable waveform. In order to validate the design method, CAIFD which has different frequency coefficients is simulated in device of ALTERA Corporation's EP2S15F484C3. Results of the experiment shows that modification and transplantation of CAIFD is easy, moreover the performance is steady and reliable.

Although the image representation methods of the hierarchical data structures have many merits and applications, they put too much emphasis upon the symmetry of segmentation. Therefore, they are not the optimal representation methods. In this paper, we propose a novel gray image representation method by using the direct non-symmetry and anti-packing model with K-lines (DNAMK). Also, we present an algorithm of the DNAMK for gray images and analyze the storage structure and the total data amount of the algorithm. By comparing the representation algorithm of the DNAMK with those of the triangle non-symmetry and anti-packing model (TNAM) and the classic linear quadtree, the experimental results presented in this paper show that the former can greatly reduce the numbers of subpatterns or nodes and simultaneously save the data storage much more effectively than the latter, and therefore it is a better method to represent gray images.
