Bu makale profesyonel askeri eğitim modellerinin gelişimini ve Türkiye’nin bu alandaki tecrübesini incelemektedir. Bu amaçla Türkiye dahil sekiz ülkenin profesyonel askeri eğitim modellerinin ana hatları açıklanmıştır. Subaylık mesleğine özgü okullar başlangıçtan günümüze değin dönemin şartlarına ve her ülkenin kendi önceliklerine göre değişmiştir. Buna rağmen profesyonel askeri eğitimin ana ilkeleri üzerindeki tartışmalar devamlılık arz etmektedir. The supply chain can be defined as the network that includes the procurement of raw materials needed in production, the conversion of these materials into the final product, and the distribution of these products to the customers. Supply chain management includes balancing supply and demand, procurement of raw materials and semi-finished products, production and assembly, storage, stock management, order management and distribution of products to customers, etc. Supply chain management is the process of executing all these activities and managing the necessary information systems. Defense procurement, on the other hand, can be defined as the process in which products and systems needed for national defense such as tanks, warplanes, unmanned aerial vehicles, helicopters, airplanes, missiles, electronic systems are procured. In the literature, especially in recent years, the subject of defense procurement is among the remarkable issues. There are many studies on defense procurement in the literature. In this study, bibliometric analysis was carried out for the studies on defense procurement in the literature. In the research, studies on defense procurement in the Web of Science database were examined. By using the publication information of the studies in the Web of Scienc database, bibliometric analyzes of the publications were made using the VOSViewer program. In the last part of the study, the results obtained were interpreted and suggestions were made for future studies.

Many behaviors of human being, who is a social being, in the organization are affected by the social network connections. The aim of this study is to reveal whether the social network connections of the actor in the organization have an effect on individual performance, which can be considered as the antecedent of many behavioral variables in the management and organization research literature. The absence of a holistic study in the literature that deals with positive and negative social network connections together constitutes the originality of the study, and it is considered that both the methodology and the theoretical infrastructure of the study will contribute to the literature. The social network of the study consists of 37 academicians working in a faculty affiliated to the university operating in Ankara Province. Within the scope of the study, first the network mechanism of the actors was revealed with the UCINET program, then the individual performance scores of the actors, which were measured regularly within the framework of the criteria determined by the university, and the network analysis obtained. Correlation and regression analyzes were performed to reveal the relationship between the findings through the SPSS program. As a result of the analyzes, quite remarkable results were obtained. Accordingly, it was determined that the performance scores of the central actor with positive social network connections, in other words, the most liked actor in the network, were low; it was determined that the actor with the most negative social network connections was the actor with the highest individual performance score.

The management of emotions following the requirements of the job and the organization is explained by the concept of Emotional Labor. Choosing the appropriate emotional labor strategy is a critical process, especially for the security force personnel, considering the victims and criminals they serve, and the public power in their hands. Emotional labor has many negative effects on organizational performance and the psychological health of the employee. In this context, it is aimed to examine the effects of emotional labor on security organizations and their personnel. In this context, it is aimed to examine the effects of emotional labor on security organizations and their personnel. For this purpose, 24 studies presenting empirical results from publications in various indexes (Ulakbim, Scopus, Web of Science, and Proquest) were discussed in detail. Suggestions were made to increase the effectiveness and performance of the security forces and to reduce the effects of emotional labor. It is considered that the results of the study will contribute significantly to the emotional labor literature, while raising awareness about the development of the socio-emotional abilities of the security forces, who play an important role in the fine line between chaos and order, and increasing their individual and organizational performances.

In the literature, especially in recent years, the subject of defense procurement is among the remarkable issues. In this study, bibliometric analysis was carried out for the studies on defense procurement in the literature. With the bibliometric analysis, it is aimed to be a guide for researchers on topics such as which keywords researchers can search for, which publications can be taken as the main source, in which journals the studies on this subject are concentrated, and which titles will gain importance for future studies. In the research, studies on defense procurement in the Web of Science database were examined. Web of Science database was used to perform the bibliometric analysis of the studies. There were many reactions from European actors to Turkey’s Operation Peace Spring (OPS), which was launched on October 9, 2019, in order to create a safe zone by cleansing the north of Syria from terrorist elements, facilitate the return of refugees, prevent DAESH activities in the region, and restrict the PKK/YPG’s movements. These reactions mostly include claims that Turkey’s operation violates international law, that the YPG will be weakened in the fight against DAESH, that the return of Foreign Terrorist Fighters to their countries of origin will cause political, legal and social problems in Europe, and that it will also lead to a new wave of migration to Europe. In this article, Operation Peace Spring is evaluated within the scope of international law and the principle of “self-defense” of Article 51 of the UN Charter. Furthermore, the policies of the EU and the leading actors of the EU, i.e., Germany, France and England towards Operation Peace Spring are examined.

Underground, tunnels and caves are places that are frequently used by terrorists, organized crime organizations and smugglers in cities, rural areas and borders of countries. Especially in recent years, law enforcement's use of reconnaissance and surveillance technologies such as unmanned aerial and land vehicles has increased the desire of organizations to use underground, tunnels and cave environments as an asymmetric advantage. Underground, tunnels and caves are cavities that are either spontaneously formed in nature or built with human resources, which are used for the purpose of maintaining security or life. The homogeneity of the physical environments of these places makes it meaningful to mention underground, tunnels and caves together. Securitization of these environments in order to prevent crime and terrorist activities has become a priority internal security approach for law enforcement. Within the scope of the study, firstly, the importance of underground, tunnels and caves in terms of internal security was investigated. Subsequently, the conditions affecting the underground, tunnel and cave operations were determined. Finally, answers were sought to the questions of how underground, tunnel and cave operations were carried out and managed. The purpose of this study is to define the management method in underground, tunnel and cave operations in terms of internal security in Turkey today. The study was carried out on a theoretical basis by making a literature review. As a result of the study, it was emphasized that a separate technology should be used for each of the exploration and surveillance, cover and protection, firepower and communication needs in underground, tunnel and cave operations. Subsequently, the conditions affecting the underground, tunnel and cave operations were determined. Finally, answers were sought to the questions of how underground, tunnel and cave operations were carried out and managed. The purpose of this study is to define the management method in underground, tunnel and cave operations in terms of internal security in Turkey today. The study was carried out on a theoretical basis by making a literature review. As a result of the study, it was emphasized that a separate technology should be used for each of the exploration and surveillance, cover and protection, firepower and communication needs in underground, tunnel and cave operations. As it is known, the Crimean War was the first war in which the European great powers countered Slavic expansion in the alliance and used modern technologies for warfare. Ottoman State was not equipped enough to conduct this war in terms of its economic and military qualifications. However, the overseas policies and foreign threat perceptions of states, such as England and France obliged them to give economic and military support to the Turks in the Ottoman-Russian conflict. As a result, the Allies assigned their key officers to the Turkish Army to boost the Ottoman Armies’ ability to fight the Russians. Actually, the Ottoman-Russian War of 1853-56 went down in history as the Crimean War since the Allies had intense clashes in Crimea. In the same years, the Ottoman Armies campaigned serious struggles against the Russians in the east. The Eastern front, where geography and climatic conditions had a significant impact on the situation of the war compared to Crimea, remained in the shadow of the popularity of the Crimea Front. However, the same opinion was not the case during the war years, and the United Kingdom sent William Fenwick Williams, one of its successful officers, to the Anatolian Forces stationed in Erzurum on behalf of the Allies. The reports that Williams wrote to the British embassy in Istanbul are important in terms of understanding the army of the Ottoman Empire in the period of dissolution. The directives that Williams had sent to the Ottoman headquarters could be effective in changing the structure of the Turkish army. Therefore, this study will focus on the military reports that were sent by Williams during the Ottoman-Russian War of 1853-56 and try to analyze them.
