Though the implementation of port facility security has made great achievements in China over the past decade, management of port facility security still shows a lack of systematic and normative. Port Facility Security Standardization Management is the important means not only in promoting the institutionalization and systematization of port facility security, but also in improving the effectiveness of port facility security. On the basis of the International Ship and Port Facility Security (ISPS) Code and the existing laws and standards in China, taking into account the development over the past decade of the port facility security practices, connotation of standardization management in port facility security, including objectives and considerations, is proposed by the application of standardized management theory. Furthermore, from the point of view of port authority supervision and port operator management, the key elements in standardization management of port facility security and indicators of each key element are analyzed to make standardization management in port facility security more clearly and workable.

This study focuses on touchless positioning sensing devices using infrared (IR) LED and proximity sensor. The signals from a set of proximity sensors are used to determine the position of the hand through the trilateration method. The distances between hand and sensors can be obtained from proximity sensors. The positioning results of hand are verified over mobile devices. The system allows a user intuitively to interact with the mobile device in real time. This design can waive the necessary of touching the touch panel or screen of mobile device. The experimental results show that the system power consumption is less than 30 mW per minute. The standard deviations of the x-axis and y-axis positioning are 0.06cm and 0.024 cm respectively at a fixed reference point. The maximum range of the z-axis is about 4~15cm in typical indoor ambient light.

The variable-pitch system is one of the most active subject in the wind turbine control field. After analyzing the principle of variable-pitch wind turbine, the modeling of variable-pitch wind turbine is established. General control strategy in different wind speed can be decided. Use PID controller to make basic control, capturing maximum wind energy at below rated wind speed. The paper presents a wind speed simulation model based on Kamal's spectrum; Compared with PID control, intelligence control fuzzy self-adaptive control has better control effect.

In the paper a novel Fuzzy Cognitive Map based algorithm was introduced for the calculation of the values of the interrelation levels between the factors in a system for the student grade evaluation. Furthermore using the calculated edge weights between the factors, and differences of the stored and filtered dates for students from the Neptun education IT system, a learning algorithm was presented, with the learning cycles and states related for successive known semesters. Continuing the learning process, we can predict, make the forecast for the factors and states for the forthcoming semesters, with the unknown factor values.

In order to reduce the average dwell time of the railcars at railway marshalling stations, previous studies on stage plan are almost exclusively based on the assumptions of accurate and unchanged input data. However, delays in rail freight transport are common. The occurrences of these unpredictable disturbances are unavoidable to lead to the stage plan should be rescheduled. In this paper, we firstly present a robust model for the stage plan based on minimal perturbation in dynamic cumulative scheduling theory with lexicographic multi-objective, such that robustness is considered as the primary objective and the benefits of railway marshalling stations is the secondary one. Then, a hybrid multi-point constructive search algorithm is designed to solve the model iteratively. Experimental results show that the hybrid algorithm and minimal perturbation in dynamic cumulative scheduling theory approaches could be a promising way to improve the stage plans' robustness.

With the rapid development of Chinese economy in recent years, the consumption of energy increases greatly. Building energy consumption accounts for a large part of the total consumption. Building energy conservation is an essential and urgent measure to build the conservation-oriented society. In order to obtain the dynamic information of the building energy consumption efficiently and accurately, a real-time building energy visualization platform designed in the mixed model of browser-server (B/S) and client-server (C/S) was developed. The realization of data transmission, the development of database, and the design of interactive platform are introduced in detail in this paper. This system is designed for multi-level users which can assign dynamically limits of authority based on roles. The platform could show the real-time relevant data of measurement nodes anytime and anywhere to the authorized users through internet, and the data is shown in the form of tables and charts. In addition, the energy consumption of each unit would be preliminarily analyzed, and then alarm information and energy-saving recommendations would be sent to the managers and users through the web services. For the system managers, nodes configuring and permission assigning can be easily accomplished by desktop client.

With the rapid development of wireless communication technology, the wired automatic meter reading system is gradually replaced by the wireless one. In this paper, a new kind of wireless automatic reading system based on digital image processing technology, ZigBee and 3G network is proposed. This design mainly aims to apply in residential buildings or areas, and it uses digital image processing technology template matching method to get the meter data which is fast and really solves compatibility problems in meter reading system. At the end of the paper, securities of transmitting data to remote monitor center by 3G network are discussed. Virtual private network tunneling technology is used in this design which makes data transmission much more reliable and safer than the current meter reading system.

For a class of linear systems which are subject to both time-varying norm-bounded parameter uncertainty and exogenous disturbance, the design method for reliable tracking controller against actuator faults is presented. A sufficient condition about reliable tracking control is obtained with the goal to track reference inputs and achieve optimal performances. D-stability pole assignment theory, H∞ control theory and robust Fault-Tolerant Control (FTC) theory are applied to guarantee the reliability of system and Linear Matrix Inequality (LMI) technique is used for the design. A simulation example is performed to illustrate the effectiveness of the proposed approach.

In order to effectively control the water level of steam generator (SG), SG water level control objects mathematically are derived in the paper, in the context of cascade PID control system proposed two-order active disturbances rejection control(ADRC), and on this basis to further put forward a variable structure sliding mode control (SMC) strategy to replace the nonlinear state feedback control error rate of ADRC. Performance of SMC-ADRC control system demonstrated is better than ADRC control systems, time and location to reach steady-state may slip regulation, transient and steady-state performance are better, robustness and strong anti-jamming capability.
