Model of modernization of enterprises of telecommunications industry in Russia 俄罗斯电信企业现代化的模式

This article examines the regression model of modernization of enterprises of the telecommunications industry of Russia, which is part of a system of three models: modernization of enterprises, innovation transformations and markets. The regression model is built on five parameters. The values of the parameters are taken from the State Program of the Russian Federation “Development of the Electronic and Telecommunications Industry for 2013–2025”. Descriptive statistics of the model are presented, the correlations between the model parameters are calculated, the results of the summary statistics of the model and regression analysis are shown with step-by-step exclusion of the model parameters, the adequacy of the model is checked. The regression equation and the equation of influence of factor variables are calculated. Conclusions are made about the greatest impact of the indicator “Labor productivity growth” on the indicator “The volume of export products” compared to other indicators, which indicates that the main direction in the State modernization program should be the increase of labor productivity in the telecommunications sector for the most effective budget investments.

Mathematical model of incident management in the composite applications 复合应用程序中事件管理的数学模型

Currently, the tasks of ensuring the quality and stability of the provided IT services are extremely topical. In the operation of the composite applications, the problem of increasing the effectiveness of incident management is a complex technical problem, the solution of which requires the use of the simulation methods. In the work, the integration platform Ensemble of InterSystems Company was considered as a basis for designing integration solutions. Given the architectural features of the integration platforms, a mathematical model of the incident management process in the Ensemble integration platform is proposed. This mathematical model was used to develop algorithms for identifying and classifying incidents. The results of the work can be used in the design and development of incident management information systems, as well as in organizing the work of technical support services for IT companies.

A mechatronic system optimal control of the pipes cold rolling mill 管材冷轧机机电系统优化控制

The article describes the search for optimal motion path of the positional electric drive under conditions of an indefinite (statistical) characteristics of the load. It is shown that the triangle is the optimum shape of the speed curve, and the ratio of its sides depends on the type of the load diagram, in particular on the influence of the main drive of the pilgering mill, and is independent on elasticity in systems. This thesis is proved analytically and confirms the results obtained by the mathematical model that considers the influence of the main drive of the drive feed systems. By statistical analysis of the oscillograms obtained on the real object allowed us to give recommendations for the optimal control of the electric drive of the cold pilgering mill 450. It is proved that the load point is related to the moment of pipe feeding, which occurs in the interval (0.6 … 0.75) tc. The recommended ratio of the start time and the decelerating time is 2:1. Due to the optimal motion path, it is shown that the equivalent resistance moment is 25% lower, and this has allowed increasing productivity of the mill. Experimental analysis of large prime numbers generation in residue number system 余数系统中大素数生成的实验分析

The paper specifies the value of evaluation of accuracy necessary for correct operation of number conversion algorithm from residue number system in weighted number system with use of the approximate method. On the basis of the approximate method the method of computation of residue number system bases extension is offered. Simulation shows that when checking large prime numbers the check algorithm functioning in RNS allows to get advantages on average for 20%.

Formalization of stochastic restrictions in risk assessment models of investment projects 投资项目风险评估模型中随机约束的形式化

Generally, investment decision is an evaluation of the proposed alternatives for the investor using a set of indicators. Evident, that to the start of the investment, the project should be finished and valid, however, search of investment resources and other difficulties can delay significantly start of the investment stage, which would increase risks. Therefore, it is important in addition to evaluating the traditional financial indicators of the project to identify and assess substantial risk of delayed investment project implementation, which is due to the variability of investment climate. The proposed method allows solving the task of investment projects selection under uncertainty and market competition and provides investors with information in probability sense about preferable projects because of the possibility of their timely implementation.

Intelligent system of knowledge control with the natural language user interface 具有自然语言用户界面的智能知识控制系统

This electronic document is a “live” template and already defines the components of your paper [title, text, heads, etc.] in its style sheet. The paper considers the possibility and necessity of using in modern control and training systems with a natural language interface methods and mechanisms, characteristic for knowledge processing systems. This symbiosis assumes the introduction of specialized inference machines into the testing systems. For the effective operation of such an intelligent interpreter, it is necessary to “translate” the user's answers into one of the known forms of the knowledge representation, for example, into the expressions (rules) of the first-order predicate calculus. A lexical processor, performing morphological, syntactic and semantic analysis, solves this task. To simplify further work with the rules, the Skolem-transformation is used, which allows to get rid of quantifiers and to present semantic structures in the form of sequents (clauses, disjuncts). The basic principles of operation of the inference machine are described, which is the main component of the developed intellectual subsystem. To improve the performance of the machine, one of the fastest methods was chosen — a parallel method of deductive inference based on the division of clauses. The parallelism inherent in the method, and the use of the dataflow architecture, allow parallel computations in the output machine to be implemented without additional effort on the part of the programmer. All this makes it possible to reduce the time for comparing the sequences stored in the knowledge base by several times as compared to traditional inference mechanisms that implement various versions of the principle of resolutions. Formulas and features of the technique of numerical estimation of the user's answers are given. In general, the development of the human-computer dialogue capabilities in test systems, through the development of a specialized module for processing knowledge, will increase the intelligence of such systems and allow us to directly consider the semantics of sentences, more accurately determine the relevance of the user's response to standard knowledge and, ultimately, get rid of the skeptical attitude of many managers to machine testing systems.

The paper considers the possibility and necessity of using in modern control and training systems with a natural language interface methods and mechanisms, characteristic for knowledge processing systems. This symbiosis assumes the introduction of specialized inference machines into the testing systems. For the effective operation of such an intelligent interpreter, it is necessary to “translate” the user's answers into one of the known forms of the knowledge representation, for example, into the expressions (rules) of the first-order predicate calculus. A lexical processor, performing morphological, syntactic and semantic analysis, solves this task. To simplify further work with the rules, the Skolem-transformation is used, which allows to get rid of quantifiers and to present semantic structures in the form of sequents (clauses, disjuncts). The basic principles of operation of the inference machine are described, which is the main component of the developed intellectual subsystem. To improve the performance of the machine, one of the fastest methods was chosen — a parallel method of deductive inference based on the division of clauses. The parallelism inherent in the method, and the use of the dataflow architecture, allow parallel computations in the output machine to be implemented without additional effort on the part of the programmer. All this makes it possible to reduce the time for comparing the sequences stored in the knowledge base by several times as compared to traditional inference mechanisms that implement various versions of the principle of resolutions. Formulas and features of the technique of numerical estimation of the user's answers are given. Innovation management characteristics of industrial enterprises 工业企业的创新管理特征

Innovation risks are a complex multifaceted concept. In order to work successfully in a risky environment, organizations' employees need deep and comprehensive economic knowledge. Innovation risk assessing and determining their impact degree on the economic situation of enterprises is a complex multifunctional process. Existing risk minimization matrices do not provide an opportunity to identify the most dangerous risks in order to make quick effective management decisions. There is no integrated algorithm for the process of identification and risk management, which helps to minimize and neutralize the innovation risks of enterprises. Innovation management characteristics of enterprise are shown in the article. An algorithm of risk assessing during the innovation project work is presented. The innovation management ways, taking into account risks, are analyzed.
