CONDUCTING BUDGET DECENTRALIZATION OF TERRITORIAL UNITED COMMUNITIES AS A WAY OF FINANCIAL SUPPORT OF SUSTAINABLE DEVELOPMENT IN UKRAINE 对领土统一社区进行预算下放,作为财政支持乌克兰可持续发展的一种方式

The article considers the prospects of achieving sustainable development goals, which are a necessary tool for the development of European national economies and increase competitiveness in the world market, they are followed by all members of the European Union and its future members, including Ukraine. It is emphasized that the funding process implemented through the deepening of budget decentralization in the country provides a foundation for the implementation of sustainable development(SD) programs and goals. The economic processes in the country during the decentralization reforms at the stage of voluntary unification of territorial communities (OTG), strengthening their budgetary independence have been studied. Observations of the financial distribution of basic and reverse subsidies to local governments budgets during 2019 were conducted. To enable the measurement of economic sustainability in Ukraine, it was decided to synthesize the economic and social components of sustainable development. Obtaining statistical characteristics of indicators for selected components was provided by using indices. The dynamics of sustainable development goals implementation in the period from 2015 to 2020 is analyzed. The study is aimed at finding the interdependence of deepening budget decentralization, ensuring the financial system of self-government in cities with the implementation of economic and social components of sustainable development. In order to be able to characterize the level of sustainable development, its components in Ukraine will use the main global indices of the Slovak Republic: the Global Competitiveness Index and the Human Development Index. In order to explore the uniformity of the distribution of financial income among the united communities of Ukraine, we propose to use the Gini index. The Gini index measures the degree to which the distribution of income or consumption expenditure of individuals or households in an economy differs from absolute equality in distribution. In order to find a link between the level of economic sustainability and the deepening of budget decentralization in Ukraine, we propose to conduct a correlation analysis between the SR indices and the Ginny index. The analysis was performed on two types of correlation: Pearson in the case of linearity, similarity of indicators; and Spearman's correlation, on the other hand, in the case of nonlinearity, converting index indices into ranks, providing greater reliability. After the analysis, it will be possible to identify the presence of a connection between these indicators or to make sure that they are absent.

WAYS OF FORMATION OF CORPORATE REPUTATION IN THE CONTEXT OF THE OBJECTIVES OF REPUTATION MANAGEMENT 在企业声誉管理目标的背景下,企业声誉的形成途径

The key drivers of sustainable development in today's business environment are the recognition of the company and its positive perception among stakeholders, which is ultimately accompanied by profitability and strengthening of competitive positions in the relevant market. An important role in this context is played by the company's reputation, the importance of which is growing in the information economy and publicity of business processes. Of course, such circumstances require management to constantly review existing methods of managing the company's activities, including the management of reputational assets. A well-founded, clearly set goal of reputation management and a developed sequence of tasks for managing the company's reputation assets will provide an effective mechanism for constructing and maintaining a positive reputation. The peculiarity of the proposed sequence of tasks of reputation management is to take into account the opinions and expectations of the business environment, on the basis of which, as is known, the «halo» of the company's reputation is formed. In other words, the company's reputation management process is based on a behavioral-oriented approach, which provides an opportunity to coordinate the company's behavior in accordance with the expectations of the business environment. It is proposed that one of the tasks to determine the reputation characteristics of the enterprise and compare them with the priorities and expectations of key stakeholders, which will ultimately determine the effective ways to communicate with them. It has been established that the company's positive reputation among key stakeholders is formed in various ways and means of disseminating information. It is known that in practice there are different ways of disseminating information to build the desired reputation, each of which has its own characteristics. Of course, the rationale for choosing the most effective ways to disseminate information should be consistent with the goal and outlined tasks of reputation management, based on available resources and existing communication channels. The scientific value of the study lies in supplementing the theoretical and methodological basis of reputation management, in particular in terms of defining clear tasks of reputation assets management and choosing the most effective ways to disseminate information to construct the desired reputation.

STATE REGULATION OF PROCESSES OF FOOD SUPPORT OF THE POPULATION OF REGIONS OF THE COUNTRY 国家对全国各地区人口粮食支持过程的监管

The current state of the economy of Ukraine and the world has necessitated the thorough provision of food security, which should be based on the principles of stability and sufficiency. Given the significant socio-economic and political risks that Ukraine may face given the geopolitical circumstances, it is important to identify the principles of food security and its components as a priority in the implementation of public policy. The purpose of this article is to study the state regulation of food security of the population of Ukraine in the regional dimension. The main directions of food security of Ukraine are identified, which are: promoting the development of farming; promoting the export activities of agri-food enterprises; providing financial support to agri-food producers; improvement of land relations; improving food safety and quality; development of innovations in agricultural production. The directions of improvement of state regulation of food supply processes of the region's population are offered, which consist in creation of conditions for interregional cooperation, establishment of stable regional food production and sales chains, use of agro-industrial potential of the region, increase of purchasing power. , creation of regional procurement and supply cooperatives, financing the construction of irrigation facilities, increasing the level of intra-regional cooperation, coordinated activities of regional structures, cooperation with regional research institutions, rational use of land resources, rapid implementation of innovations, rural development territories, creation of a sufficient number of jobs, creation of new and modernization of existing agro industrial enterprises, improving measures for the import of agricultural raw materials and food exports, increasing the level of food import substitution.

MARKETING SERVICES MIX FOR HEALTHY TERRITORIES: EUROPE – UKRAINE FEATURES 针对健康地区的营销服务组合:欧洲-乌克兰特色

The peculiarity of healthy territories is that this concept is complex and multifaceted. It includes implementing a healthy economy in some territory and security of public health in a particular territory. Therefore, from the standpoint of the territories' marketing as a component of the country's economy, it should be considered comprehensively. Usually, it is customary to use the 4P complex for territory marketing, but when we research a healthy territory, this concept is continually changing over time and shaping its image. In this case, for the implementation of healthy territories marketing and its image, it is advisable to use additional elements of the marketing mix, which can describe the processes and the human factor and the conditions of the territory marketing.

ECONOMIC IMPACT OF THE IMPLEMENTATION OF THE AUTOMATIC TRAIN GUIDANCE SYSTEM ON THE LABOR RESOURCES OF THE METRO ENTERPRISE (ON THE EXAMPLE OF THE MUNICIPAL ENTERPRISE KHARKIV METRO) 列车自动引导系统实施对地铁企业劳动力资源的经济影响(以市政企业哈尔科夫地铁为例)

The article discusses the economic aspects of the introduction of the automatic train guidance system (ATGS) of the metro in the light of the forthcoming changes in the personnel of the enterprise (quantitative and qualitative). A detailed analysis of the main indicators of staffing of the enterprise in question is made. Based on the analysis of the problems of the functioning and development of the enterprise, the authors came to the conclusion that the problems at the enterprise arise from the predominantly extensive path of development based on the long-term use of available resources. There are many obstacles to the further sustainable development of urban public transport enterprises. The main obstacle is the limitedness of one's own financial resources. Municipal Enterprise Kharkiv Metro sees a way out of the crisis situation in the introduction of the automatic train guidance system. This is an innovative system for our country. The analysis of the economic indicators of the ATGS proved that its implementation will significantly increase the main indicators of the functioning of metro enterprises – it will reduce energy consumption, increase the throughput of stations, increase the resource (service life) of rolling stock and rail facilities, and also increase the safety of passengers inside the trains. This article focuses on how exactly the ATGS will affect the staff of the enterprise (quantitative and qualitative). For example, some of the drivers will be freed, they will be offered to undergo retraining. The article also provides recommendations for increasing labor productivity at metro enterprises. The article presents a methodology for calculating the economic effect from the layoff and retraining of a part of the company's employees. The research results will be used to improve the efficiency of the Municipal Enterprise Kharkiv Metro. After all, the most important task of metro enterprises is to reduce losses from the process of their functioning. And today, the costs of urban electric transport enterprises are several times higher than the income from their main activity – passenger transportation. The international experience of the functioning of such systems demonstrates a significant positive economic effect for metro enterprises.

Based on the analysis of the problems of the functioning and development of the enterprise, the authors came to the conclusion that the problems at the enterprise arise from the predominantly extensive path of development based on the long-term use of available resources. There are many obstacles to the further sustainable development of urban public transport enterprises. The main obstacle is the limitedness of one's own financial resources. Municipal Enterprise Kharkiv Metro sees a way out of the crisis situation in the introduction of the automatic train guidance system. This is an innovative system for our country. The analysis of the economic indicators of the ATGS proved that its implementation will significantly increase the main indicators of the functioning of metro enterprises – it will reduce energy consumption, increase the throughput of stations, increase the resource (service life) of rolling stock and rail facilities, and also increase the safety of passengers inside the trains. This article focuses on how exactly the ATGS will affect the staff of the enterprise (quantitative and qualitative). For example, some of the drivers will be freed, they will be offered to undergo retraining. The article also provides recommendations for increasing labor productivity at metro enterprises. The article presents a methodology for calculating the economic effect from the layoff and retraining of a part of the company's employees. The research results will be used to improve the efficiency of the Municipal Enterprise Kharkiv Metro. After all, the most important task of metro enterprises is to reduce losses from the process of their functioning. And today, the costs of urban electric transport enterprises are several times higher than the income from their main activity – passenger transportation. The local budgets are an instrument of financial-economic regulation of the development of regions and the State as a whole. Both the efficient formation and administration of local budgets should be based on a combination of financial-economic relationships in the area of revenue generation, implementation of budget expenditures, the inter-budgetary relations and the development together with implementation of the balanced socio-economic policies directed towards ensuring the socio-economic growth of regions. The reform of budget decentralization has provided local governments with broader rights and new sources of financial resources, which has collectively increased the financial viability and autonomy of the regions. In this article article considers the peculiarities of the formation and implementation of local budgets (on the example of the budget of the city of Irpin). The sources of formation are described city budget revenues and directions of their use. In a section of revenue breakdown components of tax revenues on the main taxes and non-tax receipts of the local budget are analyzed. Specific weight of the intergovernmental transfers in the course of formation of income of local budgets is investigated. Analyses directions of use of budgetary resources by local governments. The main problems existing when forming revenues of local budgets are defined. Having analyzed the structure and dynamics of revenues and expenditures of the local budget. The revenues of the local budget of the city of Irpin have shown a growing dynamics, and expenditures tend to increase. The analysis shows that there are tendencies to increase their volume, which is certainly a positive aspect of the activities of local governments and decentralization reform. However, transfers make up an important part of the budget, which is negative, as the city budget is not fully independent. Of course, it is impossible to achieve full financial independence of the region in modern conditions, but it would be expedient to direct the vector of development to achieve financial independence. Analysis of the structure of expenditures by functional classification shows that during 2016-2019 most of the expenditures of local budgets were directed to the socio-cultural sphere. According to the analysis, the city of Irpin has a strong enough financial base to meet the needs of its residents. In addition, the analysis of the use of the city budget shows the diversity of expenditures and the presence of positive experience of community development.

SPECIFIC OF MEDIUM-TERM BUDGET PLANNING IN UKRAINE IN THE CONDITIONS OF THE COVID-19 PANDEMIC 在COVID-19大流行的情况下,乌克兰中期预算规划的具体情况

The article is devoted to revealing the peculiarities of medium-term budget planning in Ukraine in the conditions of the coronavirus pandemic and the development of proposals for its improvement. Based on the study of the dynamics of forecast budget indicators on the three-year time horizon, it was proved that medium-term budget planning should be considered as a kind of precaution to avoid unreasonable future government spending, which can adversely affect the pace of economic development and the level of well-being of the population of the country. At the same time, the indicators of revenues and expenditures of the budget for the next years are only a forecast that is periodically clarified in the Budget Declaration by the government in accordance with the trends in the economy and taking into account the emerging various factors of influence. With the spread of COVID-19, adjustments were made to the process of formation and implementation of Ukraine’s budget policy. It is proved that the absence of a legislatively approved strategic plan for the development of the country, including in the sphere of public finances, is one of the reasons for moderate progress in achieving the defined goals. At the present stage of Ukraine’s development, there are long-term financial challenges in the budget sphere that cannot be solved within one budget year, which forces the government to move to medium-term budgetary domination for effective management of budget resources. As a result of the study, the internal and external challenges faced by Ukraine in connection with the need to overcome the consequences of the spread of COVID-19 were identified, the need to focus on ensuring strict compliance with the already established deadlines, criteria and procedures in the formation of the state budget and defining urgent goals of medium-term budget planning. The prospect of further research in this direction is to prove the need to introduce long-term budget planning in Ukraine or to extend the time horizon of medium-term budget planning to a five-year period, which should be based on the relevant legal provision of the Basic Law of the State or the Budget Code of Ukraine.

This article is about the implementation of investment controlling as a system of the anti-crisis policy of the enterprise. The article indicates the impact and place of investment for the successful operation of the entity. Enterprises of countries that have lost the opportunity to obtain financial resources from centralized sources have entered the vast expanses of a market economy, not knowing how to live in these conditions. The only rule that all managers have learned at once is the need for money. When you have money, you can invest in fixed assets or working capital. But if the products have a sufficient market, you can have a decent standard of living, even in an unstable economy. But where to find the money? By definition, investors have money, but most of it is abroad, where financiers play by their own rules. They are ready to invest only in those projects that will bring them the most benefit. Investment policy research has always been the focus of economic thought. It is because investments affect the deepest foundations of economic activity, determine the process of economic growth as a whole. Nowadays, they are the most important means of providing conditions for overcoming the economic crisis, structural changes in the national economy, the growth of technical progress, improving the quality of economic activity at the micro and macro levels. Activation of the investment process is one of the most reliable mechanisms of socio-economic transformation. The introduction of a concept as «controlling» in the system of enterprises, namely investment controlling, will lead to the launch of the investment process at the enterprise. Investment controlling includes a system of monitoring, evaluation, and control of investment projects to develop management decisions that best achieve the goals. The main task of investment control is to achieve the objectives of the enterprise in the field of investment activities. The introduction of an investment controlling system at the enterprise allows us to significantly increase the efficiency of the entire process of managing the investment activities of the business entity as a whole and in full.

The article provides economic indicators of the EU and Ukraine, in particular the share of agriculture and indicators of food exports and imports. The changes that took place have been analyzed in the land market and in general in the market of agricultural products of Ukraine, and it was found that during 2015-2019 there was a negative trend of decreasing economic efficiency of agricultural production. It is concluded that the level of profitability of production of horticultural, grain and legume crops tends to decrease. It was found that the structure of exports of Ukrainian products is dominated by crop products, and the share of livestock products is insignificant. Noted that the increase in the value of exports of agricultural goods over the past three years is positive and the most profitable now will be the export of truffles from Ukraine to EU countries. According to FAOSTAT (Food and Agriculture Organization of the United Nations), namely the indicators of profitability and production of truffles, a conclusion was made on the competitiveness of Ukrainian truffles in the EU market. It has been determined that the agricultural sector activity has positive and negative moments in the territories of Ukraine. It has been concluded that the Ukrainian government has to focus on a policy aimed at balancing the tax burden, introducing certification for the European market.

It is revealed that at the present stage of development of the international economy the strategic goal is the proclamation of sustainable development. Therefore, it can be argued that one of the most important issues for Ukraine is the problem of poverty, namely the study of the causes, assessment of living conditions, the study of factors influencing the income of the population and the level of poverty. In the course of the research it was found that most socio-economic indicators are formed under the influence of not one but many factors, so a model of multifactor correlation-regression analysis was built. For the correlation-regression analysis, a dependent feature was chosen – household income of Ukraine. The following independent factors were also selected: poverty rate; population; subsistence level. Correlation-regression analysis provided a powerful tool for studying the impact of poverty, population and subsistence level on household income. It is established that the main purpose of using this method – to thoroughly assess the current state of economic life of households, respectively, the purpose of the study – to learn to establish the degree of influence of factors – was achieved. As a result of the research, directions for solving the problem of poverty in Ukraine by reforming almost all spheres of human activity were developed. It was found that the best solution to poverty is a combination of active social policies aimed at restoring and increasing employment and creating conditions for decent work, with the effective support of the most vulnerable. The following measures to overcome the problems of poverty in Ukraine are highlighted: stabilization of Ukraine’s economy, which leads to a gradual abandonment of external borrowing; attracting foreign investment, small and medium business development; financial support of the scientific sphere of Ukraine and introduction of innovations and export activity of enterprises; creating affordable credit conditions for individuals and businesses; financial support of domestic agriculture; development of regional policy in the country.
