Smartphones are a primary need for all upper class and lower class people. As these needs are many smartphone vendors that offer different prices, features, systems and technologies at competitive prices. Many people want specifications that are capable but limited in financial terms. This causes smartphone users not to be able to make the right choice according to their needs because the frequent selection of smartphones is based on prestige and consumer consumptive behavior. The TOPSIS method is a multicriteria method used to identify solutions from alternative sets based on simultaneous minimization of the ideal point distance and maximizing the distance from the lowest point. The health office is in charge of instructing and registering diarrhea sufferers in each region, then the area will be evaluated which areas are most affected by diarrhea. And checking directly into the field revealed that the most basic cause was about the unclean environment such as trenches that were too much garbage, causing floods during the rainy season. The health office also encourages the community to always maintain environmental cleanliness and familiarize people to always wash their hands with soap before eating and after cleaning with simple things like this is expected to help reduce diarrhea sufferers in the city of Medan. K-Medoids Clustering is clustering algorithm which is similar to K-Means. Decision Support System (SPK) is a computer-based system that combines models and data in an effort to solve unstructured problems with user involvement through an easy-to-use user interface. This system is used to help decision making in semitructured situations and unstructured situations, where no one knows for sure how decisions should be made. Simple Additive Weighting method is one of the settlement methods for Multi attribute decision making (MADM) problems. This method evaluates several alternatives to a set of attributes or criteria, where each attribute does not depend on each other. Hope from the results of the study, the use of Simple Additive Weighting as a model of the Eligible Decision Support System for Rastra Assistance using the weighted product method in Karang Bangun Village, Siantar Subdistrict, Simalungun Regency can help the village in calculating the feasibility of rice recipients and to determine the eligibility of recipients of rice faster and more accurate. because this application is easier than the old system and the data storage is more accurate.Keywords: Decision Support Systems, Simple Additive Weighting, Rastra, Poor

PMI (Indonesian Red Cross) is a national association organization in Indonesia engaged in the field of social humanity. In carrying out its duties PMI does not make a difference but rather prioritizes victims who most need immediate help for the safety of their souls. The Indonesian Red Cross Office (PMI) Medan provides a reward or award with the aim of improving the performance of the blood distribution process in charge, and to determine the priority of blood distribution, alternatives and criteria are needed to become a reference in the selection process. Decision Support System is one way that can be used in the priority process of blood distribution. In this study, the authors used the Extended Promethee II (Exprome II) method to find the weight value of the criteria, and to find the final value or to find the priority value of blood distribution. The North Sumatra Language Center also organizes an Indonesian language program for foreign speakers (BIPA) is an Indonesian language learning skills program (speaking, writing, reading, and listening) for foreign speakers. That so far the Balai Bahasa office has had difficulty classifying the graduation of Indonesian Foreign Speakers (BIPA) participants who are eligible to pass and who have not passed. So that complaints occur from participants.To overcome the above problems, it is necessary to classify graduation based on previous BIPA participant data. K-Nearest Neigbor Euclidean Distance model which is a method for classifying / grouping an object based on certain criteria. By running compression, large files will shrink in size so that it can save storage space. Optimizing the security of confidential text messages is very important to protect the contents of messages from those who want to use or damage the message. The use of cryptographic techniques in securing data can still raise suspicion of the message that has been secured. This study explores how to use steganography techniques to coat encrypted message security based on steganography techniques. The spritz algorithm is a cryptographic algorithm that is used to obtain the cipher from the original message, while the spread spectrum method is a method used to hide the original data password into an image. In modern times, barbershop aka men's shaving places is the main choice of modern men to style their hair. The results showed that the popularity of Barbershop itself is due to the trend of the haircut, the classic hairdo. Classic hairstyle trends are also supported by the media which has a positive impact on popularity, hair fashion as a priority, knowledge about fashion is getting better, pomade trends. In general, customers want to get the best quality of services provided.Changes in customer haircuts or Barbershop customers are usually caused by changing trends or because they want to find new models that are more age-appropriate. The large amount of data that has been stored in memory or hard disk will result in increasing the amount of usage capacity on the storage media. Large file sizes can also affect the time of sending or transferring data between storage media. Therefore humans conduct a study in order to have alternative ways to overcome these problems, one of them is by means of compression techniques. In this research, an image file compression application program was built using the interpolative coding method. In building applications using Visual Basic.Net software. The construction of this application is expected to reduce storage media capacity usage. Desa Lama Health Center is a community health service center for first aid for local communities who want to seek treatment or consult about their health, which serves all public health problems in the fields of childbirth, treatment, outpatient care, hospitalization, baby posyandu and so forth. On this occasion the authors propose to make decisions for the selection of candidates for the head of the puskesmas using Microsoft Visual Studio 2008.
