DATA MINING ASSOSIATION RULE UNTUK MENDUKUNG SISTEM PENCAPAIAN TARGET PAJAK PENDAPATAN DAERAH STUDI KASUS DI KABUPATEN DELI SERDANG

Deli Serdang Regency has a complete and unique topography because there are coastal areas, lowlands and mountainous highlands with an area of 2,497.72 Ha consisting of 22 sub-districts, 380 villages and 14 villages. The main potential of the Deli Serdang regency are agriculture, smallholder plantations, large plantations, fisheries, aquaculture, livestock, industry, trade and tourism. Based on this big potential, Deli Serdang District Region has a large potential income tax. Planning and regional income tax management system of Deli Serdang Regency are carried out at the Regional Revenue Department of Deli Serdang Regency. Based on achievement data of tax revenue which is posted on Regional Deliberation Separtment of Deli Serdang Regency website, rate of regional income is still slow. The target line graph and the realization of regional revenues indicate that the targets have to be achieved are still far, because until June 2017 achievement only Rp. 56,950,403,904.02, - while the target to the end of December 2017 is Rp. 484,520,000,000. To achieve the annual target as expected need a strategy. Association analysis is also known as one of the data mining techniques basis of various other mining data techniques. By using the Apriori Algorithm, an analysis of the obstacles in achieving targets can be done to find interesting rules that are useful in supporting the system of achieving local tax targets. The implementation of Association Rule to support the achievement of the tax target is expected to help the process of achieving the target of regional income tax, especially in the Regional Revenue Department of Deli Serdang Regency.Keywords: Data Mining,Assosiation Rule, Apriori

KAJIAN LITERATUR MODEL KONSEPTUAL KEBERHASILAN E-GOVERNMENT

The use of internet technology in the government environment is known as electronic government or e-government. In simple terms, e-government or digital government is an activity carried out by the government by using information technology support in providing services to the community. In line with the spirit of bureaucratic reform in Indonesia, e-government has a role in improving the quality of public services and helping the process of delivering information more effectively to the public. Over time, the application of e-Government has turned out to have mixed results. In developed countries, the application of e-Government systems in the scope of government has produced various benefits ranging from the efficiency of administrative processes and various innovations in the field of public services. But on the contrary in the case of developing countries including Indonesia, the results are more alarming where many government institutions face obstacles and even fail to achieve significant improvements in the quality of public services despite having adequate information and communication technology. The paradigm of bureaucrats who wrongly considers that the success of e-Government is mainly determined by technology. Even though there are many factors outside of technology that are more dominant as causes of failure such as organizational management, ethics and work culture. This study aims to develop a model of success in the application of e-Government from several best practice models in the field of information technology that have been widely used so far using literature studies as research methods. The results of the study show that the conceptual model of the success of the implementation of e-Government developed consists of 17 determinants of success..Keywords: Model, Factor, Success, System, e-Government

Credit is increasingly growing and is increasingly needed by the wider community, people who do not have the capital to establish a business generally prefer to do credit or borrow money to trusted parties such as banks to support the business to be established. This is an advantage for the bank. Increasing credit activities in banks, it is necessary to assess credit as a material consideration for prospective customers before the bank gives a decision to accept or reject a prospective customer request. Therefore it is necessary to build a method that can help and facilitate the bank in giving decisions quickly and accurately. The basis for making decisions is based on the criteria to determine who is prioritized to receive a loan, to assist in determining in determining someone who is eligible to receive a loan, so a decision support system is needed is to use Fuzzy logic and apply the Tsukamoto method. Decision Support Credit Provisioning System is made for the purpose of assisting and facilitating the bank as the decision maker to provide alternatives in the event of a credit application being accepted or not.Keywords: Creditworthiness, Decision Support System, Fuzzy Tsukamoto

ANALISA PEMILIHAN BARISTA DENGAN MENGGUNAKAN METODE TOPSIS (STUDI KASUS: MO COFFEE) 使用TOPSIS方法分析咖啡选择

Along with the mushrooming of food & beverrage business in Pematangsiantar city, especially in this case is a coffee shop making a barista a bone of contention for business people in the world of food & beverrage business. This makes business people still feel confused and need information to decide to employ a barista that suits their wishes. The purpose of the study was to analyze the TOPSIS method in determining the selection of baristas with 4 alternatives, namely (A1) Alfian, (A2) Widharta, (A3) Sylviana, and (A3) Anisah. And has 6 assessment criteria, namely (C1) the ability to mix coffee, (C2) know coffee and its intricacies, (C3) taste ability, (C4) work experience, (C5) master the use of a set of coffee machine tools and accessories, and (C6) skill in making latte art. The data obtained will be processed using the TOPSIS method. The results of the study obtained (A3) Widharta with the preference weights (0,6126) as the first rank, followed by the second and third ranks (A2) Sylviana with preference weights (0,4980) and (A1) Disagree with preference weights (0.4597) . It is hoped that this research can help or provide input to Mo Coffee owner in choosing baristas to be employed.Keywords: Barista, TOPSIS, Decision Support System, Pematangsiantar, Assessment Factor, Mo Coffee

The Student Creativity Program is the most awaited activity for every state and private university in Indonesia. In this activity each college tried to send as many research proposals as possible with the aim of winning this PKM activity and the hope to improve the quality of a lecturer and student at the college. This PKM activity is included in a prestigious activity because this activity is organized by the Directorate General of Learning and Student Affairs. Therefore AMIK Tunas Bangsa as a private university also wants to participate in PKM activities, especially in the field of research. In 2017 many Tunas Bangsa AMIK students participated in the research proposal submission. With so many students who want to participate, make the lecturers select first proposals that are considered good or feasible before being uploaded on the PKM page. To facilitate the selection of the proposal, the Decision Support System using the MOORA method (Multi Objective Optimization on the Basic Ratio Analysis) is used in the hope of obtaining proposals that are truly feasible to submit to PKM-P activitiesKeywords: SPK, MOORA, Selection of PKM-Research Proposals   The Student Creativity Program is the most awaited activity for every state and private university in Indonesia. In this activity each college tried to send as many research proposals as possible with the aim of winning this PKM activity and the hope to improve the quality of a lecturer and student at the college. This PKM activity is included in a prestigious activity because this activity is organized by the Directorate General of Learning and Student Affairs. Therefore AMIK Tunas Bangsa as a private university also wants to participate in PKM activities, especially in the field of research. In 2017 many Tunas Bangsa AMIK students participated in the research proposal submission. With so many students who want to participate, make the lecturers select first proposals that are considered good or feasible before being uploaded on the PKM page. Many factors that influence people, especially online shop users on the selection of freight forwarding companies, such as the length of delivery, price, type of fleet, range, to company experience. Then it is necessary to build a system that helps the community in taking a decision. Developed countries in general are the countries that have many entrepreneurs because they can create jobs, reduce unemployment and contribute to state revenue. Technological development has a correlation with lifestyle and behavior. The internet is not only used to access information, but is also used for business facilities and buying and selling transactions. Currently conventional marketing is less than optimal. Therefore, entrepreneurs are directed to utilize information technology or commonly called commercial electronics as a medium of promotion and sale. This has become a huge opportunity for students or alumni of computer science such as STMIK Kaputama students and alumni. Small and Medium Enterprises (SMEs) in many regions are successful in terms of production, but they have problems in terms of marketing and sales. This has the potential to be developed by young, new and creative entrepreneurs by involving students and alumni to synergize with SMEs and entrepreneurs to deal with online marketing and sales issues, so that market and sales are increasing. The solution provided is making entrepreneurship training by providing various life skills and adding insight into entrepreneurship, e-commerce training, graphic design training, mentoring and supervision. Thus, students and alumni are generally interested in entrepreneurship, and are more easily trained to become entrepreneurs because in lectures they already have basic knowledge of entrepreneurship and computer science and help the government to create jobs and reduce unemployment.Keywords: Increasing entrepreneurship, increasing sales of SMEs, online entrepreneurship, e-commerce

PENERAPAN CLUSTERING PADA PENDUDUK YANG MEMPUNYAI KELUHAN KESEHATAN DENGAN DATAMINING K-MEANS 对有健康问题的公民的全面应用

This study aims to utilize Clushtering Algorithm in grouping the number of people who have health complaints with the K-means algorithm in Indonesia. The source of this research data was collected based on the documents of the provincial population which had health complaints produced by the National Statistics Agency. The data used in this study are data from 2013-2017 consisting of 34 provinces. The method used in this research is K-means Algorithm. Data will be processed by clushtering in 3 clushter, namely clusther high health complaints, clusther moderate and low health complaints. Centroid data for high population level clusters 37.48, Centroid data for moderate population level clusters 27.08, and Centroid data for low population level clusters 14.89. So that obtained an assessment based on the population index that has health complaints with 7 provinces of high health complaints, namely Central Java, Yogyakarta, Bali, West Nusa Tenggara, East Nusa Tenggara, South Kalimantan, Gorontalo, 18 provinces of moderate health complaints, and 9 other provinces including low health complaints. This can be an input to the government to give more attention to residents in each region who have high health complaints through improving public health services so that the Indonesian population becomes healthier without health complaints.Keywords: data mining, health complaints, clustering, K-means, Indonesian residents

Every company carries out functions contained in management, the company must have a well-defined plan. The existence of a plan in a company is very influential on the performance process in the period of dependence to obtain good management results, therefore managers in the company must be able to master the whole of the existing management functions.Problems faced by PT. PLN (Persero) The current Medan Area is the absence of a supervisor selection program that uses measurements based on aspects and criteria that are absolutely set by the company. However, with the many criteria needed to become a supervisor, decision makers must be observant in choosing prospective replacement supervisors who will fill supervisor positions in their companies.The Preference Selection Index method generates a ranking of the selection of an object with the success of the best index up to poor. This method is useful when there are conflicts in determining the relative importance between attributes. In the PSI method, the results are obtained with minimal and simple calculations as they are based on statistical concepts without the need for attribute weights. With proper consideration, this method can be one of the tools for specific selection in decision-making systems, especially the selection of the best planning supervisors. Classification of K Nearest Neighbors in this study to determine the grouping in seeing the suitability of the installed household electricity customers. Then the system built can see customers who want to know the amount of power given and want to add new. Conversely, if customers who want to reduce the power that has been given because it is too large with the condition of houses that are not large and not much use, can be seen in this system. The purpose of this study is to facilitate old customer customers in seeing the installed power with a variable amount of air conditioner (AC), number of refrigerators, number of washing machines and other electronic quantities based on the grouping of test data. first adjusted to the new test data. The process of the K-Nearest Neighbor method is to input the customer's name with the value of the amount of air conditioner (AC) with a value of 2, the number of refrigerators with a value of 2, the number of washing machines with a value of 1 and the number of other electronics with a value of 7. Then the data is seen with distance closest is 1.73205 by being trained by seeing neighbors nearby in training training. Furthermore, training of the data was obtained by customers with ID P-05 found in class C2 classifications. The results of this system are in the form of customer grouping which is categorized into 4 ampere, 6 ampere or 12 ampere category classification types, each of which is seen from the amount of power installed.
