PERBAIKAN CITRA RGB DENGAN METODE HOMOMORPHIC FILTERING MENGGUNAKAN BUTTERWORTH FILTER 使用黄油过滤器进行同质过滤法对RGB图像进行改进

The photo is made into a visual recording that has historical value or a memento. However, many memorable photos no longer look good and have noise due to the effectiveness of nature such as the evaporation of liquid that is around the image, it can also be dust or water on the surface of the image, besides that the noise can also be caused by plastic and paper materials that contained in the place where the image is stored as a photo album. For noise caused when taking digital images from camera devices can be in the form of a smoke or light coil that causes the image display is not clear. When the process of capturing RGB images often encountered noise such as black spots. Noise can be improved with several image enhancement techniques such as smoothing, leveling, and convolution. One of the improvements in noise in digital images can be done with Homomorphic filtering Method. Image improvement using the Homomorphic filtering method followed by Butterworth Filtering is part of the discrete fourier transform algorithm which confirms a concept that is rarely used to improve RGB images. However, this can be proven in the form of testing to eliminate noise in improving the quality of RGB images..Keywords: image, homomorphic, butterworth, filtering, RGB, noise

All hopes parents want a healthy toddler, but not all parents, especially mothers, understand about toddler health, how to care for toddlers, nutritional intake or nutritional quantities for toddlers, not all parents, especially mothers, understand that, so this causes toddlers to not get good health and an adequate dose of nutrition from mothers.To overcome the above problems, the Old Village Health Center made a selection program for healthy toddlers from Sei Lepan sub-district in order to help mothers understand more about toddler health, about the nutrition intake of toddlers and also so that the Old Village Health Center knows how many healthy toddlers there are in the District Sei Lepan, but the selection is still manual which requires a very long time.In order to avoid the above problems, it is necessary to build an application for a Healthy Toddler Selection Decision Support System in Sei Lepan District by using the Multi Attribute Utility Theory (MAUT) method, so that it can help the Old Village Health Center in the assessment process to make it more accurate and the decisions made are satisfactory.Keywords: Decision Support System, Healthy Toddler Selection, MAUT Method.

The study, entitled "Supporting System for the Decision of the Head of Distribution Section at PDAM Tirtauli Pematangsiantar Using the SAW Method" aims to produce a Supportive System that is objective and systematic in determining the distribution heads who have the best qualifications. The research data is sourced from the relevant agencies in 2018. The data that is used as a reference for the requirements of the system requirements that are built is obtained from interviews with relevant agencies. From the interview, it was found that the problem of lack of objectivity and transparency of information in the process of determining the section head in any sector including the determination of the head of the distribution section is the absence of a standard or system used in determining the section head and only using manual selection method so that the determination of the section head is determined subjectively. In addition, the Candidates / alternatives recommended by PDAM Tirtauli themselves consist of 5 employees from a total employee population of 362 with the highest criteria and 5 criteria as the requirements for the assessment of the candidates for the head of the distribution department itself covering the criteria of responsibility (C1), achievement motivation (C2) , discipline (C3), communicative (C4), and working period (C5). This study uses the Simple Additive Weighting (SAW) method. The Smart Indonesia Card (KIP) is an educational cash assistance until graduating from high school with the age of 6-21 years of school age coming from poor families (underprivileged) or who are registered as participants in the Family Hope Program (PKH) or Family Welfare Card (KKS ) The Indonesia Smart Card (KIP) is a refinement part of the Poor Student Assistance Program (BSM) since the end of 2014. The author took a case study on 124395 Public Elementary School. 124395 Public Elementary School is one of the Public Elementary Schools in Pematangsiantar which received the Smart Indonesia Program for students / i poor and have difficult economic constraints. This research is in the background of the problem of KIP provision where the process of delivering assistance sometimes does not meet the target or target. Invalid data causes errors in the distribution of KIP that should be given to recipients who are entitled to receive it. To overcome these problems, a Decision Support System (SPK) is needed which is expected to solve problems in the provision of KIP with the Moora method. Commodity types of food crops are one of the sectors that are very important for food security, and this is very influential in maintaining food security in Indonesia. Food crops commodities in northern Aceh that have commodities include rice, soybeans, corn, peanuts, green beans and so on. The problem now is the difficulty of finding information which is an obstacle to analyzing the stock model of the types of food crops. This commodity plays an important role in people's lives in the next few years. There is a forecasting information system to be able to see all the information on the stock inventory report of food crop commodities in the future. The Double Exponential Smoothing model is very appropriate because the behavior of the commodity type data is seasonal (per month) and trend (increase). With annual data reaching 47716.14 tons for rice plants, for soybeans reached 6141.81 tons. Estimated forecast for January-December. On average every January 32600, February 32300, March, 31200, April 29500, May 38000, November 29500, December 35800 for the following year experienced an increase. Ikonos imagery is a satellite image that has high spatial resolution with an accuracy of one meter pixels for panchromatic and four meters to multispektral. Ikonos imagery is often used to map the process, view, measure and memoniotring areas of work/activities on the Earth. Ikonos image of Government also often use it for things like national security evaluation against the occurrence of the disaster, city planning, mineral exploration and mine planning monitoring of agriculture, and others. Image digital imaging results over long distances using satellite is often there are disturbances in the form of light distortion, noise or other distractions that cause the object on the image less obvious or obscure. This discussion on the research being done is knowing the process of detection on image by calculating the difference between two dots are bertetanggan, and is in the process of smoothing and thresholding on image ikonos. The methods used in this research is a method of Marr-Hilderth. In addition, a process that is done on this research is conducting a testing method against Marr-Hilderth, which can be implemented to fix the blurry objects on images ikonos. The results of this research is to generate image ikonos with display clear object with the menerapakan method of the Marr-Hilderth and tested using the matlab application version 7.8 (r2009a).Keywords: Ikonos image, image processing, method of Marr-Hilderth, Matlab 7.8

Electricity subsidy is provided for all 450 VA power household customers and 900 VA power household customers who are poor and disadvantaged. However, there are many facts that household customers with 450 VA power are capable and 900 VA power household customers consist of capable households, boarding houses or luxury rented. Households are able to use more electricity than poor households. This paper describe to the identification of household customers' electrical power in the Lhokseumawe city to facilitate PLN in classifying customer power by using the Naive Bayes method. Naive bayes value variables used in this study are: monthly income, highest diploma, last job, house area, subscription fee and government registered household. The classification of household customer power is grouped into three categories, namely low (450 VA down), medium (900 VA) and high (above 1300 VA).. Based on household customer data that is used as training data, the Naive Bayes method is able to classify the customer data tested. So the Naive Bayes method successfully predicts the magnitude of the probability of household electrical power with an accuracy percentage of 80%.Keywords: Electricity, Naive Bayes,  CBS, low birth weight, subsidy

Jalan raya merupakan jalur darat yang berperan sebagai ruang lalu lintas area aktivitas kehidupan sehari-hari. Ruang lalu lintas diatur oleh Personel Satuan Lalu Lintas (Satlantas) yang bertugas menertibkan dan menciptakan kenyamaan dan ketertiban kendaraan dalam berlalu lintas. Oleh karena itu, diperlukan pemberian apresiasi kepada Personel Satlantas terbaik guna memberikan motivasi sekaligus memotivasi personel Satlantas lain dalam meningkatkan kinerjanya. Ada kemungkinan dalam proses pemilihan personel Satlantas terbaik masih terdapat unsur subjektif atau like and dislike sehingga tidak berdasarkan kriteria personel Satlantas terbaik yang telah ditetapkan. Sistem Pendukung Keputusan (SPK) dapat memudahkan dalam pemilihan personel Satlantas dengan menggunakan metode SPK. Metode PROMETHEE II merupakan metode SPK yang melakukan  outrangking yang dapat mengurutkan dan memberi peringkat dalam pemilihan personel Satlantas terbaik. Translator is a tool to assist in translating a language from another language. Translator is very useful for tourists when traveling to other countries or other regions that do not understand the language of the country or area visited. Translator is also very useful for a student or student to learn and add knowledge about foreign languages that are not understood. The availability of translators in a university to improve services for students or those who need them. Students don't all understand foreign languages. String matching is a search technique in a text that is often called string search. String matching is often used in text search, location search, dictionary and so on. String matching has several algorithms, including brute force, boyer moore, knuth morris pratt and many more algorithms contained in string mathing. The Indonesian to English translator application uses the string mathing brute force algorithm. Digital images that are personal and confidential are very vulnerable to wiretapping by irresponsible parties. Especially if distributed via the internet network such as on Facebook, WhatsApp and e-mail chat based applications. Images that are sent sometimes are often confidential images and must be maintained. In order to maintain the security of digital images can be done by utilizing cryptographic techniques. Cryptographic techniques can secure digital images by changing pixel values from digital images so as to produce different pixel values from the original image to be secured. This research will use AES 128 bit and Triple DES methods for encryption and decryption of digital images on client-server based applications. The results of the encryption AES algorithm will be re-encrypted with the Triple DES Algorithm so as to produce pixel values that are far different from the original pixel values.
