Digital imagery is a two-dimensional image process through a digital computer that is used to manipulate and modify images in various ways. Photos are examples of two-dimensional images that can be processed easily. Each photo in the form of a digital image can be processed through a specific software. In the water environment, the light factor greatly influences the results of the quality of the image obtained. With the deepening of underwater shooting, the results obtained will be the darker the quality of the underwater image. . uneven lighting and bluish tones. One of the factors that influence the recognition results in pattern recognition is the quality of the image that is inputted. The image acquired from the source does not always have good quality. The process of repairing digital images that experience interference in lighting. The lighting repair process uses homomorphic filtering and uses contrast striching and will compare the quality of both methods and test to prove the results of image quality between homomorphic filtering and contrast streching. Universities or institutions that operate in North Sumatra are very many, therefore, of course, competition in accepting new students is very tight, universities or institutions do certain ways or steps to be able to compete with other campuses in gaining interest from community or high school students who will continue their studies to a higher level. STMIK BUDI DARMA Medan (College of Information and Computer Management), is the first computer high school in Medan which was established on March 1, 1996 and received approval from the government through the Minister of Education and Culture, on July 23, 1996 with operating license number 48 / D / O / 1996, in promoting the campus, the team usually formed a promotion team to various regions in the North Sumatra Region to provide information to the community. Students who have learned in this campus are quite a lot who come from various regions in North Sumatra, from this point the need to process data from students who are active in college to be processed using data mining to achieve a target, one method that can be used in data mining, namely the ¬K-Modes clustering (grouping) algorithm. The teacher is a major milestone in the world of education, the ability and achievement of students cannot be separated from the role of a teacher in teaching and guiding students. Based on the Law of the Republic of Indonesia No. 14 of 2005 concerning Teachers and Lecturers, in Article 1 explained that teachers are professional educators with the main task of educating, teaching, guiding, directing, training, evaluating, and evaluating students in early childhood education through formal education, basic education and education medium. Whereas in Article 4 of the Act, it is explained that the position of teachers as professionals serves to enhance the dignity and role of teachers as learning agents to function to improve the quality of national education.Decision making is an election process, among various alternatives that aim to meet one or several targets. The decision-making system has 4 phases, namely intelligence, design, choice and implementation. These phases are the basis for decision making, which ends with a recommendation.The Preferences Selection Index (PSI) method is a rarely used decision support system method. This method is a method developed by stevanie and Bhatt (2010) to solve the Multi Criteria Decision Making (MCDM). With the right consideration, this method can be one of the tools to determine policies in decision-making systems, especially the selection of outstanding teachers. Determination of policies taken as a basis for decision making, must use criteria that can be defined clearly and objectively.Keywords: Decision Support System, PSI, Selection of Achieving Teachers

Cryptography comes from the word crypto which means secret and graphy which means writing. So cryptography can be interpreted as a secret writing. The term can be defined as the study of mathematical techniques related to information security. To send information quickly with a large enough file size, it will certainly take a long time. This delivery speed depends on the size of the information sent. One solution to overcome this problem is by placing (compression) data before sending using a compression algorithm with the principle to reduce the size of the file, so that when the delivery process can be done quickly. The purpose of this study was to combine Government Standard (Gost) encryption algorithms and Dynamic Markov Compression (DMC) compression algorithms.Keywords: Cryptography, Government Standard (Gost), Dynamic Markov Compression (DMC).

Vocational schools that have been licensed from BNSP to LSP P1 (first party professional certification institute) are schools that have been able to carry out their own competency certification exams for their students and later a competency assessor who will test and declare the eligibility of the students, competency assessors are productive teachers who have participated in and been given training by the government, in that training the schools choose from the number of productive teachers from each department to become competency assessor trainees in accordance with predetermined criteria so a decision support system is needed so there is no gap in the selection of productive teacher assessor training participants, a vocational school that has become a P1 LSP must have a competency assessor and is a requirement to be a P1 LSP. one of the solutions to the problem is the right one by using the Decision Support System (SPK). Decision Support System (DSS) can help the school in making the decision to choose the productive teacher of the appropriate assessor training and improve the efficiency of the decision. The reception of journalists at the Waspada Daily Medan always went through several rigorous selections before being determined to be accepted as journalists at the Waspada Medan Daily. There are several criteria that must be possessed by each participant as a condition for becoming a journalist in the Daily Alert Medan. To get the best participants, the Waspada Medan Daily needed a decision support system. Decision Support Systems (SPK) are part of computer-based information systems (including knowledge-based systems (knowledge management)) that are used to support decision making within an organization or company. Decision support systems provide a semitructured decision, where no one knows exactly how the decision should be made. In this study the authors applied the VlseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR) as the method to be applied in the decision support system application. The VIKOR method is part of the Multi-Attibut Decision Making (MADM) Concept, which requires normalization in its calculations. The diagnosis process is the first step to knowing a type of disease. This type of disease caused by mosquitoes is one of the major viruses (MAVY), dengue hemorrhagic fever (DHF) and malaria. Sometimes not everyone can find the virus that is carried by this mosquito, usually children who are susceptible to this virus because the immune system that has not been built perfectly is perfect. To know for sure which virus is infected by mosquitoes, it can diagnose by seeing symptoms perceived symptoms. Expert systems are one of the most used artificial intelligence techniques today because expert systems can act as consultations. In this case the authors make a system to start a diagnosis process with variable centered intelligent rule system (VCIRS) methods through perceived symptoms. With the facilities provided for users and administrators, allowing both users and administrators to use this system according to their individual needs. SUMUT Bank is one of the Banks in Indonesia with the name of the company PT. Regional Development Bank of North Sumatra. The North Sumatra Bank has branches in each region in North Sumatra both in the district and in the sub-district, and each of these branches is led by a branch leader or branch head. The head of this branch is responsible for the reversal of the Bank being led. The best and most accomplished branch heads deserve more and more awards. The selection of the best branch heads is selected transparently and structured in the hope that it can be a motivation for all branch heads to be able to further improve the quality and service of the Bank they lead. Making the best branch head selection done manually will take a long time and tends to be less transparent and structured. One solution so that the implementation of the selection can be carried out easily and quickly, it requires a Decision Support System that can provide consistency of assessment. In this study the method used is the VIKOR method (Visekriterijumsko Kompromisno Rangiranje). This method makes cracking on alternatives based on criteria that have been determined with an ideal compromise solution or the best solution, so that this system can later be beneficial for the SUMUT Bank to get the title in determining the best branch head.Keywords: Decision Support System, North Sumatra Bank, Branch Head, Vikor

At present the use of computer device technology has grown rapidly among the people. Most people use it not  only for commercial purposes, but also to get information on disease detection quickly and efficiently with computer-based applications that can help the general public to find out the causes and symptoms of the disease. For this reason, a system is designed to be able to imitate the expertise of an expert in answering questions and solving a problem in accordance with the knowledge of an expert who is incorporated into a computer system. The development of artificial intelligence technology that has happened has enabled the expert system to be applied to its use in detecting diseases by using programming languages. One of them is in providing information about various problems, especially hepatitis. The expert system method used is a Variable Centered Intelligent Rule System (VCIRS) used to handle uncertainty in diagnosing hepatitis. With the facilities provided to the user, it allows the user to use this system according to their individual needs. Users are given easy information about the symptoms of hepatitis, and their prevention.
