BSTRACTThe Covid-19 pandemic has implications for the welfare level of the people of Salatiga City. This study aimsto analyze the implementation of Pro-Poor Budgeting in the Salatiga City Government during the Covid-19Pandemic. The research is limited to the application of Pro-Poor Budgeting for the City of Salatiga in 2020.The method used is descriptive qualitative with interviews and field studies to the Bappeda of Salatiga City.The results of the research on the implementation of budgeting for poverty reduction programs have taken intoaccount the principles in Pro Poor Budgeting, namely the target is the poor, focuses on the root causes ofpoverty, maximizes benefits for the poor and involves the participation of the poor. In conclusion, in theimplementation of Pro Poor Budgeting, there are three strategic issues that are the focus of attention, namelysynchronization of data on poor families with data from communities affected by Covid-19 from fosteredpartners owned by Regional Apparatuses, Standard Operating Procedures (SOP) for program implementation,especially those related to communities affected by Covid-19 and innovative activity programs that have thepower to improve the community's economy. In addition, the success of the implementation of Pro PoorBudgeting and the handling of strategic issues is influenced by four aspects, namely bureaucratic structure,resources, disposition, and communication. BSTRACTThe 2019 election is the first simultaneous election in Indonesia. In addition to electing the presidentand vice president, the 2019 election also elects members of the DPR RI, DPD, Provincial DPR, andCity Regency DPRD. The 2019 simultaneous elections were implemented after previously there was alawsuit against Law No. 42 of 2008. One of the most important things in a democratic climate is publicparticipation in the policy-making process and political process. One form of public participation inthe policy-making process and political process is the involvement of citizens in the election process.This study aims to determine the extent of the participation of the Buleleng people in the 2019simultaneous elections. To obtain the results to be achieved as mentioned above, this study uses aqualitative method by collecting data from interviews to document studies. The results of this studyindicate that the number of users of the right to vote in Buleleng Regency is 439,787 people. Inpercentage terms, public participation in simultaneous elections in Buleleng Regency is 73.91%. In the2019 simultaneous elections, there were 596,589 voters in Buleleng. Meanwhile, the number of votingrights users reached 439,787 people who were divided into 2,146 polling stations. The highparticipation rate is due to the success of KPU socialization, massive information in the media. Of allthe regencies in Bali, Buleleng was recorded as one of the districts with a fairly high invalid vote rateof 37,449 while the number of valid votes was 401,818. The high number of invalid votes is due totechnical difficulties, especially for the elderly. In Buleleng Regency itself, the elderly voter rate is thehighest compared to other districts and cities with a total of 92,101 with the number of male voters is42,170 and the number of female voters is 49,931. The coronavirus has caused social, economic, and phsychological effects all over the world. Thisvirus is easy to spread and can pose a risk of death. Indonesia is one of the countries most affected bythis virus. At the beginning of its appearance, the information about those overflowed in the massmedia. The media inform about Covid-19 and government policies in handling the virus. This textbased qualitative research was conducted by framing analysis. Robert Entmant's framing scheme isused to describe the reality of reporting on government policies related to handling of Covid-19 inonline media. The data collection techniques is through observation, documentation, and literaturestudy. The research process is carried out by interpreting the stage of defining the problem,estimating problems, making moral decisions and emphasizing the solution. As a result, the newsframing of the handling of Covid-19 was built in line with the policies conveyed by the government inthe mass media. Public communication carried out by the government can determine the direction ofthe news narrative in the media. The policies taken by the government always have a political,economic, and health narrative. These three things become a narrative that can not be separated inthe news. The media often criticize government policies which are often inappropriate anduncoordinated so they are fed up with those informations sooner. ABSTRACTTVRI is a public broadcasting institution that in its broadcasting process uses public frequencies and itsoperations use public funds through budget allocations from the government. As a public broadcastinginstitution, TVRI has an obligation to provide education and information to the public. This obligation, oneof which can be done through broadcasts that are carried out in the form of public service advertisements(PSA). This study aims to determine the level of fulfillment of the spread of disaster mitigation through PSAcarried out by TVRI Bali, so that future plans can be made to maximize the spread of disaster mitigationthrough PSA. The research was conducted by taking data from the TVRI Bali program during October toDecember 2018. The results showed that TVRI Bali had not fulfilled information related to disastermitigation, as evidenced by the absence of public service advertisements produced and broadcast related todisaster mitigation. In general, TVRI Bali has not met the minimum percentage of PSA broadcastingcompliance in accordance with the Broadcasting Law, Broadcasting Behavior Guidelines (BBG) andBroadcast Program Standards (BPS). ABSTRAKPenelitian ini bertujuan untuk mengetahui budaya informasi pada siswa berkebutuhan khusus. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian kuantitatif deskriptif. Penelitian ini berusaha mengungkapkan dan menjelaskan secara deskriptif mengenai budaya informasi pada siswa berkebutuhan khusus. Khususnya pada siswa pendidikan luar biasa di provinsi Bali. Teknik pengambilan sampel dilakukan dengan stratified random sampling. Jumlah sampel yang diteliti berasal dari sekolah penyelenggara pendidikan luar di provinsi Bali, yakni SLB Negeri 1 Denpasar, SLB Negeri 1 Singaraja dan SLB Negeri 1 Tabanan. Berdasarkan hasil perhitungan ditentukan sebanyak 152 responden. Penelitian ini memberikan gambaran mengenai budaya informasi yang dimulai dengan cara mendapatkan informasi, mengolah informasi hingga memanfaatkan informasi untuk pengambilan keputusan pada siswa berkebutuhan khusus.Kata kunci: budaya informasi, siswa berkebutuhan khusus, sekolah luar biasaABSTRACTThis study aims to determine the information culture for students with special needs. ABSTRAK IMISSU merupakan sebuah sistem terintegrasi milik Universitas Udayana yang bertujuan untuk mewujudkan self service technology pada organisasi. Dosen sebagai salah satu pengguna IMISSU diharapkan mampu mendokumentasikan kegiatannya dengan memanfaatkan IMISSU. Namun, sebelum seorang individu memutuskan untuk menerima atau menolak sebuah teknologi, kesiapan mereka untuk menerima teknologi menjadi satu hal yang penting. Penelitian ini bertujuan untuk menjelaskan kesiapan dosen di Universitas Udayana untuk mengadopsi IMISSU sebagai sebuah inovasi. IMISSU merupakan sistem terintegrasi milik Universitas Udayana unutk mempermudah civitas akademika dalam melakukan pekerjaan. Sebanyak 157 dosen yang memiliki akun dan menggunakan IMISSU secara reguler menjadi sampel dalam penelitian ini. Kesiapan dosen dalam mengadopsi IMISSU diukur dengan menggunakan Indeks Kesiapan Teknologi yang meliputi empat dimensi, yaitu optimism, keinovatifan, ketidaknyamanan, dan ketidakamanan. Penelitian ini menggunakan metode survey dan data dianalisis secara deskriptif kuantitatif. Hasil penelitian ini menemukan bahwa rata-rata skor untuk keempat dimensi adalah tinggi. Hal ini berarti bahwa dosen di Universitas Udayana memiliki pandangan positif terhadap IMISSU sebagai sebuah inovasi. Namun, perasaan ketidaknyamanan masih ada karena kompleksitas fitur IMISSU. The aim of this study is to describe the readiness of lecturers in Udayana University to adopt IMISSU as an innovation. IMISSU is an integrated system in Udayana University to help organization’s member work easier. The subject of this study was 157 lecturers who had account in IMISSU and used IMISSU regularly. The readiness of lecturers to adopt IMISSU was measured by Technology Readiness Index, which is included four dimensions, optimism, innovativeness, discomfort, and insecurity. Survey technique was used and the data were analyzed by descriptive quanitative. This study found that the average scores for all dimensions were high. It means the lecturers were accepted IMISSU as an innovation positively. In other side, they still felt uncomfortable with the features of IMISSU because of its complexity. ABSTRAK Bermula dari sebuah pemikiran untuk menyelesaikan krisis keuangan global, dan diperlukannya sebuah penguatan internasional yang berasal dari komitmen negara-negara yang mempunyai skala ekonomi terbesar, eksistensi G20 menjadi sebuah harapan baru bagi pertumbuhan ekonomi dunia. Klub ekonomi eksklusif ini hadir untuk memberikan sebuah kerangka global, yang kemudian diinfiltrasikan ke berbagai institusi internasional ataupun mekanisme kerjasama ekonomi. Banyak negara yang memberikan pengharapan pada komunitas ekonomi eksklusif ini melalui keterwakilan anggota aktif dalam kelompok ini. Tidak terlepas pula mandate yang melekat pada Indonesia sejak ditetapkannya sebagai anggota tetap G20. Indonesia menjadi vital point bagi negara-negara berkembang untuk menyuarakan kepentingan mereka, terutama terkait dengan perimbangan kekuasaan pada konteks perdagangan internasional. Jika Indonesia dapat memainkan perannya secara baik dalam G20, maka capaian kepentingan nasional negara dapat terakses dengan baik tanpa mengesampingkan tuntutan moral secara regional ataupun global. Kritik muncul ketika peran Indonesia dinilai hanya sebagai bandwagoning terhadap negara-negara besar, tanpa mempertimbangkan sebuah kalkulasi rasional yang mumpuni bagi kepentingan nasionalnya. This exclusive economy club emerge to create global framework then infiltrating vary recommendations into various international economy institution, also cooperation mechanism, both in regional and international scale. The states rely their hope on this club through the active member states representative in G20. Thus, Indonesia has a mandate to voice the interest of developing countries since inaugurated as the permanent member of G20. Indonesia become a vital point of the interest from the developing countries, in the context to balance the power in international trade system. If Indonesia able to play as the important actor in G20, then its national interest will achieve smoothly, without neglecting the moral demand in regional or global scale. The critics arise when people start to see the role of Indonesia is only as bandwagon state of the developed countries rather than being rational to calculate the achievement of the national interest in G20. ABSTRAK Penduduk di Indonesia saat ini mengalami pertumbuhan yang cepat, terlebih lagi dewasa ini Indonesia mengalami fenomena peningkatan jumlah lansia yang begitu besar atau yang dapat kita kenal dengan ledakan penduduk usia lanjut, Angka pertumbuhan lansia terus meningkat setiap tahun. Menurut data Bappenas yang dikelola oleh Chandra menyatakan bahwa pada tahun 1980, penduduk lanjut usia baru berjumlah 7,7 juta jiwa atau 5,2% dari total jumlah penduduk. Inovasi yang dilakukan oleh Dinas Kesehatan Kota Yogyakarta sedikit memberikan angin segar bagi efektivitas pelayanan kesehatan khususnya para lansia di kota Yogyakarta. Mengingat bahwa kota Yogyakarta merupakan kota dengan jumlah penduduk lansia terbanyak di Indonesia. Pemerintah kota Yogyakarta dan Dinas Kesehatan telah melakukan kerjasama yang baik dengan berbagai pihak sehingga berdirilah rumah sehat lansia yang beralamatkan di jalan Pakel Baru, Sorosutan Umbulharjo-Yogyakarta, didirikan pada tahun 2013 dan sudah beroperasi hingga sekarang. Bahkan inovasi Rumah Sehat Lansia ini telah masuk dalam 33 inovasi pelayanan terbaik oleh Kementerian Pendayagunaan Aparatur Negara (Kemenpan). Pemerintah kota Yogyakarta hendaknya memperhatikan fasilitas-fasilitas kesehatan mislanya peralatan medis, kamar dan tempat tidur pasien sehingga rumah sehat lansia dapat menampung pasien untuk menjalani rawat inap demi pelayanan kesehatan yang berkualitas. Memperhatikan jumlah tenaga medis dokter dan perawat yang menangani para lansia. Mengingat selama ini kunjungan dokter efektifnya hanya 2 kali dalam seminggu yakni hari rabu dan sabtu. Sehingga dengan jumlah dokter yang memadai maka jumlah kunjungan dokter dapat diperbanyak lagi bahkan diharapkan dapat melayani setiap hari mengingat jumlah pasien yang tidak sedikit.
