The Department of Healthcare Quality promotes service excellence in alignment with the hospital’s philosophy, which encompasses robust quality and safety management, talent cultivation, competition activities, and the development of innovative features. In promoting health-care quality, the hospital emphasizes patient safety, encourages a culture of reporting abnormal events, conducts benchmarking tests, and fosters talent development. In addition, Shuang Ho Hospital actively participates in various competitions, encourages hospital-wide participation in quality improvement, and provides comprehensive rewards. Regarding innovative feature development, the hospital promotes intelligent health care, shared decision-making, and Choosing Wisely initiatives to enhance the effectiveness of health-care services. Therefore, we conducted a study to investigate whether the complete implementation of RRT can decrease in-hospital mortality rates and the incidence of unexpected cardiac arrests in the hospital. Materials and Methods: This before-and-after study collected data from a single hospital between January 2014 and December 2019. We evaluated the differences in in-hospital mortality rates and the incidence of unexpected cardiac arrest before and after the complete implementation of an RRT in the hospital. Results: The in-hospital mortality rate [excluding patients with do-not-resuscitate (DNR) orders] decreased from 0.47% to 0.2% after complete implementation of the RRT, achieving a statistically signifi diff Furthermore, the incidence of unexpected cardiac arrests decreased from 0.07% to 0.03% after the complete implementation of the RRT. However, the overall in-hospital mortality rate (including DNR patients) exhibited no statistically signifi diff after RRT implementation. Conclusion: The complete implementation of an RRT did not decrease the overall in-hospital mortality rate but did decrease the in-hospital mortality rate (excluding DNR patients) and the incidence of unexpected cardiac arrests in the hospital.

They help health-care institutions bridge the gap between "work as imagined" and "work as done," reinforcing staff’s awareness of patient safety, reducing operational instability, adhering to best evidence-based practices, and enhancing the hospital’s internal self-assessment and continuous improvement efforts. Implementing clinical audits involves establishing a clinical audit team, training auditors, developing assessment criteria based on health-care standards, creating audit-related forms, setting audit themes and schedules, conducting audits, reviewing results for improvement opportunities, and tracking progress. These steps ensure that clinical practice follows standard processes and implements the patient-centered health care emphasized in medical center accreditation.

由性別醫學所帶動、在醫學研究中增加性別分析的趨勢,在國際上與臺灣都受到極大的重視。使用性別分析來進行研究,即是在研究的每一個階段中,以生理性別(sex)、社會性別(gender)和交織性(intersectionality)分析來進行檢視研究設計中的性別盲點,亦即以「性別化創新」的概念來進行醫學研究。運用性別分析可以幫助我們檢討過去被視為理所當然的「預設值」。從性別的視角出發,讓我們可以看見更多其他的受壓迫主體和身體經驗,修正過去以預設值為醫學研究的基礎,增進各個性別主體的福祉。 The trend of incorporating gender analysis in medical research, driven by gender medicine, has garnered considerable attention both internationally and in Taiwan. Conducting research with gender analysis involves examining each phase of the research through the lenses of biological sex, gender, and intersectionality, to identify blind spots in research designs. This approach, referred to as gendered innovation, utilizes gender analysis to reassess what have traditionally been considered default assumptions. Adopting a gender perspective, we can acknowledge more of the oppressed individuals and bodily experiences, rectify past assumptions used as the foundation for medical research, and enhance the well-being of individuals across all genders.

本院是公立醫院肩負著提升醫療品質的責任與使命,透過設計良好的品質策略及維持改善能力之品質系統,以達病人為中心的核心價值。本次醫中評鑑任務首次將「卓越之醫療品質與病人安全」納入評比,評鑑委員以客觀評價醫院提供醫療服務是否達到水準。本院準備過程透過日常化的品質推動策略,包含:系統驅動品質改善(病安通報、標準化、指標監測、專案改善)、辦理各項品質活動、完善的獎勵制度、邀請醫師參加各項品質活動、人才培育與單位輔導等。人員素質提升後,運用品管工具找到問題的真因並進行策略調整,改善成效良好鼓勵對外發表,透過同儕交流學習對同仁品質改善視野更寬闊,對於品質促進我們將持續努力,以創造卓越的品質文化並持續深耕。 Taoyuan General Hospital, Ministry of Health and Welfare, a public institution, bears the responsibility and mission of enhancing medical quality. By designing effective quality strategies and maintaining a robust quality system to improve capabilities, we aim to fulfill our core value of patient-centered care. The current Medical Center Hospital Evaluation incorporated the "Medical Quality and Patient Safety Excellence" category for the first time. The reviewers conducted an objective assessment to determine if the healthcare services provided met the required standards. During the preparation phase, Taoyuan General Hospital, Ministry of Health and Welfare implemented daily quality promotion strategies, including system-driven quality improvements (patient safety incident reporting, standardization, indicator monitoring, and project-based enhancements), organizing various quality- related activities, a comprehensive reward system, and inviting physicians to participate in quality events, talent cultivation, and departmental coaching. As personnel literacy enhanced, quality control tools were utilized to identify the root causes of problems and adjust strategies accordingly. The effective improvement in achievement should be presented externally. Through peer interactions, our staff’s perspectives on quality improvement broadened. We remain committed to promoting quality and will continue to strive to foster a culture of excellence and deepen our engagement in quality cultivation.

Additionally, the cultivation of a quality culture through a bottom- up management model involves healthcare quality dialogues and deep-rooted internal audits that encourage staff to actively address issues related to patient safety and the working environment, thereby further embedding the principles of patient safety. Additionally, digital transformation, which is a major trend in the 21st century, has led to a major transition from business intelligence to artificial intelligence. 本文分享財團法人醫院評鑑暨醫療品質策進會推動「環境安全諮詢計畫」,由兩位國內專家輔導委員及一位國外ACHSI輔導委員以緊急應變計畫、建築與設備、管理機制三大方面進入輔導過程,本文大致分享以國內醫療機構面臨機構建築設備老舊維護困難,在既有建築物空間規劃設計上,防災及疏散因應措施相較薄弱,如何以合宜的因應措施及編列合理改善預算,提升環境安全及災害應變能力,保障人員安全與健康,維持醫療正常營運及財產損害控管。 This manuscript shares the experience of participating in the “Environmental Safety Consultation Program” promoted by the Joint Commission of Taiwan. The program was guided by two domestic expert advisors and one international advisor from the Australian Council on Healthcare Standards International, focusing on three major aspects: emergency response plans, architecture and facilities, and management mechanisms. This manuscript broadly discusses how healthcare institutions in Taiwan, facing challenges with the maintenance of outdated buildings and facilities, and weak disaster prevention and evacuation measures due to existing architectural and spatial planning, can implement suitable response measures and allocate reasonable budgets for improvements. The goals are to enhance environmental safety and disaster response capabilities, ensure the safety and health of personnel, maintain normal medical operations, and manage property damage.
