Purpose: This study is to identify the factors affecting the quality of work-life and to evaluate their importance from the perspective of different personality types in government organizations. Methodology: The research was mixed in terms of the applied purpose and data nature. In the qualitative section, the statistical population included academic and organizational experts in the field of public administration, and the relevant data were obtained through a review of theoretical foundations and through Delphi technique teamed by a group of these experts. In the quantitative part, the statistical population included managers, deputies and employees of government organizations, and the data were collected by applying a questionnaire. In order to identify the factors, exploratory factor analysis and confirmatory factor analysis were used so that the validity of the relations among factors and indexes could be assessed. Findings: Six social, cultural, psychological, economic, structural and managerial dimensions are identified and prioritized based on personality types. In the personality type of high openness, the cultural dimension and the component of work ethics fall into the first rank but in the personality types of high neuroticism, extroverted, responsible (conscientious), high temperament, social dimension and the component of work-life relationship fall into the first rank.

Purpose: Urban entrepreneurship can deal with urbanization challenges by identifying, assessing and utilizing urban opportunities. This study aims to develop a model for urban entrepreneurship in Iran by identifying the effective factors, considering the contextual effects and role of the mediating variables. Methodology: Regarding the nature of the data, it was a mixed research. In the qualitative section, the statistical population was comprised of 50 mega and big cities with a population of over 200,000 each. Data were collected through theoretical foundations and a focus group made up of experts with whom qualitative interviews were administered. In the quantitative section, the statistical population included managers, deputies, and employees of the selected government, private and non-governmental organizations. The approach of the research was deductive and the time span of data gathering was cross-sectional from 2017 to 2018. Data were collected through questionnaires and Fuzzy conclusion system was employed to design the quantitative model. Findings: Creative city, entrepreneurial eco-system and entrepreneurial production/services conditions affect urban entrepreneurship. Moreover, the negative moderating role of urban population density variable and that of the positive environmental complexity variable in the relation between independent variables and urban entrepreneurship is explained. It is worth mentioning that the variables of urban competition and urban entrepreneurial reactionism do not play any mediating role in the environmental conditions of the Iranian mega and big cities.

Jo ur na l o f Abstract Purpose: Optimal implementation of government’s social functions, which can lead to the development of the country, is the most important pillar of governance. With regard to this fact, the purpose of the present research is to design an optimal model for social duties of the Iranian Government. Methodology: The research was performed based on mixed method in terms of the data gathering. In the qualitative section, the statistical population included academic and organizational experts in the field of public administration. Data were collected by studying theoretical foundations and interviews were administered through focus groups. In the quantitative section, the statistical population included managers, deputies and employees of public, private and non-governmental organizations. Data were collected by questionnaires. To design the qualitative research model, fuzzy inference system was used. Findings: Results show that promoting social functions at individual, organizational and social levels can lead to the optimization of social goals of the Iranian Government. It is also concluded that social affairs at individual level has a greater impact on the optimal implementation of government social functions than the other two levels. Individuals play a pivotal role in the civil society. Originality/ value: Taking the type of social functions into consideration and focusing on appropriate planning are necessary to mobilize social functions. Recommendations: Finally, it is suggested that given the basic role of civil society in the social functions, it should get more emphasis.

Jo ur na l o f Abstract Purpose: The aim of this study is first to identify the issues and problems of tax policy making at institutional levels and second, to specify an institutional model based on the role and capacity of the key players, contextual factors, interactive models and determining rules by using a defined framework and formulating strategies effective in this area. Methodology: The research applied inductive, qualitative method as well as systems implications through theme analysis procedure. The outcome of a comparative study into the policy making systems of the selected countries together with a statistical sample of 14 interviews with highranking authorities of tax policy making and academicians. Findings: Every one of the formal and informal authorities plays their effective role in the tax policy making institution and the contextual factors control in this area. There are shortcomings at different levels of the institution. To deal with them, while correcting the action of the players, one can utilize such strategies as formal participation among government authorities in order to strengthen accountability and to improve information movement on the one hand, and also the public participation of nongovernmental authorities in order to create trust and support, on the other. Originality/ Value: This research presents a specified model for identifying various levels of the country’s tax policy making, which can render effective strategies and realize economic and social goals of the country’s tax system as used by players such as The State Tax Affairs and The Ministry of Economics and Finance.

Jo ur na l o f Abstract Purpose: Effective and efficient human resource management is critical to the success of any organization. Meanwhile, improving employee performance is one of the main concerns of organizations in the public sector. Methodology: The aim of this study is to design a high commitment human resource management (HC-HRM) model among the employees of the 14 regions of Education Department in Qazvin Province. The statistical sample consisted of 260 employees who were selected according to the Morgan table. The present study was of a survey type. Data analysis was performed by applying structural equation modeling and Smart PLS2 software. Findings: Research results show that perceived high commitment human resource management directly and positively affects individual performance. In addition, research findings indicate that the variables of work engagement, professional commitment, and perceived organizational support play a role in the relationship between high commitment human resource management and individual performance as mediators. Originality/ Value: No doubt, the findings of this study enhance the knowledge of high commitment human resource management; besides, by modeling perceived high commitment human resource management at individual level, it helps create a new knowledge domain in the related literature.

Influenced by modern urbanism system, today’s cities have lost their former identity function and consequently have an environment with no defined identity all caused by place. Accordingly, this study mainly intends to reach an optimal model of place identity in new cities. Methodology: It was a basic, descriptive-exploratory research and applied theme analysis method. Data were collected through investigation into theoretical literature, experts’ ideas and deep interviews with ten urban affairs managers. To identify the related themes, MAXQDA software was used. Findings: All in all, 46 preliminary codes and four main themes were identified and the relations among these themes are presented in the framework of a model. Based on the model, recommendations as to the solution of place identity problems of Parand New City are presented.

Methodology: Statistical population consisted of Karaj Branch of the Iranian Insurance Corporation custumers. Applying cluster random sampling technique, 253 questionnairs were distributed. In order to analyze the data, structural equation modeling was used. Findings: Results of hypotheses testing show that the customer’s personality traits has positive and significant effect on the relationship between customer and seller. Communicative selling behavior and the quality of the relationship affects customer loyalty positively and significantly. Besides, the mediating role of customer relationship quality has positive and significant effect on the relation between salespeople’s personality traits and customer loyalty. Originality/ Value: Compared to other relevant studies, the present research has focused on the variables affecting relationship quality and customer loyalty at the same time. Moreover, the two variables of percieved price and customer’s willingness for relationship are emphasized as mediators in the interaction between salespeople’s personality traits and communicative selling behavior and the quality of relationship with customers, which are significant. Purpose: The aim of this study is to present a model for investigating the antecedents of good urban governance in Iranian mega cities as well as the relations among effective factors of such governance. Methodology: The statistical sample consisted of fourty mega cities, for which the city councils completed the questionnaires. Findings: Findings show that the information and communication technology development, social capital, globalization and local authorities’ inclination variables positively and significantly affect good urban governance, but participation culture does not. Implications: A new model for good urban governance has been introduced. It can ultimately serve as an appropriate context to secure the dynamism of indexes of good urban governance and can provide the cohesion necessary for the implementation and improvement of government performance in the society. Recommendations: Based on the presented model, the expansion of information and communication technology, as well as the improvement of social capital, have been suggested.

Methodology: The statistical sample consisted of fourty mega cities, for which the city councils completed the questionnaires. Findings: Findings show that the information and communication technology development, social capital, globalization and local authorities’ inclination variables positively and significantly affect good urban governance, but participation culture does not. Implications: A new model for good urban governance has been introduced. It can ultimately serve as an appropriate context to secure the dynamism of indexes of good urban governance and can provide the cohesion necessary for the implementation and improvement of government performance in the society.
