Notice of RetractionProblems and Countermeasures of Public Sector Human Resource Management In China 中国公共部门人力资源管理的问题与对策

At present, there is some problem, For example, human resources management concept is out in Chinese public sector, evaluation and incentive mechanism is not perfect, human resource management strategic planning. We should promote the public sector human resource management development under four main heads: focusing on modernizing human resources management concepts, creating human resource management excitation mechanism, establishing and improve integration with the international market-oriented personnel system, establishing public human resources development, education system, establishing a sound legal system.

The development trend “Facing application, Stressing ability training” of worldwide IT education is revealed, the development status, position and function of China’s IT service outsourcing industry are analyzed, the importance of reforming IT education based on IT service outsourcing is defined, and the combination of China’s IT service outsourcing talent chain and industrial chain and the problems existing in IT education are discussed with some concrete suggestions for accelerating the innovation in IT service outsourcing talent training mechanism presented.

Real Time Optical Network Monitoring and Surveillance System 实时光网络监控系统

Optical diagnosis, performance monitoring, and characterization are essential for achieving high performance and ensuring high quality of services (QoS) of any efficient and reliable optical access network. In this paper, we proposed a practical in-service transmission surveillance scheme for passive optical network (PON). The proposed scheme is designed and simulated by using the OptiSystem CAD program with the system sensitivity - 35 dBm. A real time optical network monitoring software tool named Smart Access Network _ Testing, Analyzing and Database (SANTAD) is introduced for providing remote controlling, centralized monitoring, system analyzing, and fault detection features in large scale network infrastructure management and fault diagnostic. 1625 nm light source is assigned to carry the troubleshooting signal for line status monitoring purposes in the live network system. Three acquisition parameters of optical pulse: distance range, pulse width, and acquisition time, is contributed to obtain the high accuracy in determining the exact failure location. The lab prototype of SANTAD was implemented in the proposed scheme for analyzing the network performance. The experimental results showed SANTAD is able to detect any occurrence of fault and address the failure location within 30 seconds. The main advantages of this work are to manage network efficiently, reduce hands on workload, minimize network downtime and rapidly restore failed services when problems are detected and diagnosed.

Using Neural Network for Predicting Induction-heating Paths in Shipyard 基于神经网络的船厂感应加热路径预测

This paper presents the development of an artificial neural network model for the prediction of heating-line positions in induction heating process. This model helps shipyard manufacturers determine the positions of induction heating lines and their heating parameters to form a desired shape of plate. The vertical displacements of plate have been considered as the input parameters and the selected induction heating lines as output parameters to develop the model. The training patterns of neural network are obtained using an analytical solution that predicts plate deformations in induction heating process. The developed neural network model is tested to show its feasibility to determine the heating positions on the surface of a flat steel plate in the line heating process for forming a desired shape.

Development of Sarawak Malay Local Dialect Online Translation Tool 沙捞越马来方言在线翻译工具的开发

This paper reports the design and development of the Sarawak Malay Dialect (SMD) Online Translation Tool. This web based tool provides a translation process for Sarawak Malay Dialect words to Bahasa Malaysia words or vice-versa. The site is implemented using the combination of Hypertext Preprocessor (PHP), Java Script, and Hyper Text Markup Language (HTML). The database is created and managed using an integrated server package of Apache, mySQL, PHP and Perl (XAMPP). In this paper we also report a usability study of the tool. We believe this is the first attempt to building up a comprehensive documentation of the Sarawak Malay Dialect.

The present paper is based upon a case study from Karondi Milli-Watershed Project under Rajiv Gandhi Watershed Mission in the state of Madhya Pradesh in India. The paper tries to explain the meaning of Sustainable Development and it tries to explore the extent of sustainability in this project which was undertaken in the mid-1990s. It tries to study the sustainability of the project on the parameters of Ecological Sustainability, Economic Sustainability, Social Sustainability and Institutional Sustainability. The paper attempts to highlight the success and concern in the area of sustainable development. This project adopted a holistic approach towards development. The paper explores the status of watershed several years after the completion of the project. It tries to gauge the element of community participation and ownership towards the regular upkeep and the maintenance of the watershed structures and the social and institutional intervention of the people of the community in the form of the Community Based Organisations like the Self Help Groups, Watershed Committees, etc.

Creation Ontology with Completeness for Identification of 3D Architectural Objects 面向三维建筑对象识别的完备性创建本体

after an investigation on existing ontology for three dimensional (3D) reconstructions of architectural objects from a cloud points achieved through 3D scanning, importance and imperativeness of completeness related issues is highlighted with the absence of logic connective “negation”. An EID-SCE based solution is proposed to fully model both humans side and machine side semantics to achieve completeness in the sense of integration and bridging of Closed world assumption (CWA) and Open world assumption (OWA). By consciously and explicitly modeling what is modeled previously implicitly and possibly unconsciously, decidability processes of object semantics are revealed with coherent traces of transformations from subjective Yes/No to objective True/False. Techniques of expressing behavioral/dynamic information and logic connective “and” without the need of extra constraints, with structural/static expressions, are also provided. Elementary implementation is shown with the creating an ontology for identification of 3D architectural objects.

Haptic Vibration for Emotional Expression of Avatar to Enhance the Realism of Virtual Reality 基于触觉振动的虚拟人物情感表达增强虚拟现实的真实感

This paper intends to show the importance of haptic vibration to support emotional expression of avatar in virtual reality systems. As we know emotional avatar plays a vital role to improve the degree of realism in virtual reality. Current practice in virtual reality still lack of interactivity and immersiveness. In this research, we aim to create a realistic avatar based on haptic tactile frequency. The created avatar will be equipped with some intelligence and emotional features in order to support the interactive communication in virtual reality. Using several level of emotion strengths, the created avatar are ask to communicate their emotion through tactile frequency and operated synchronously with the avatar facial expression, acoustic representation and action-reaction between avatars. Several experiments have been conducted based on particular frequencies of haptic tactile to show the visibility of haptic emotional avatar expression. The results proved that the use of several levels of emotion strengths is able to create very realistic avatar expression

Notice of RetractionAPEX University: Is it the Malaysian Way Forward? apex大学撤回通知:这是马来西亚的前进之路吗?

Malaysia is on the road for a new education revolution. The aspiration is to put the Malaysian education on the global map by transforming the tertiary education into a center of academic excellence. Timeframe: 2010. It's vision: regional center for higher education learning that focuses on finance and banking, biotechnology, information and communication technology (ICT) multimedia content development, advanced manufacturing and industrial design. End result: human capital with first class mentality. First introduced by Mahathir Mohamad in 1991, Vision 2020 is developed further by Abdullah Ahmad Badawi with the notion of Malaysian Nobel Laureates and Malaysia as the education hub for international scholars by 2057. With that in mind, the National Higher Education Action Plan (NHEAP) was launched in 2007 with five critical agendas accompanied by five pillars to strengthen all Higher Education Institutions (HEIs). Prior to that, four research universities (RU) were established in 2006 in a move to highlight the importance of research in Malaysian Academia. An APEX (Accelerated Programme for Excellence) University was further created in 2008, hoped to be Malaysian's first world class university. With this Malaysia hopes to bump its universities up to the Top 100 in THE-QS world university ranking (THE-QS) by 2010. Due to rapid changes in the Malaysian education landscape, not to mention the high expectation posed on the academia, issues and complications may arise as Malaysia is venturing forward into shifting the mindset of not only Malaysians but also the world that Malaysia too has an equal footing in the global education arena. The challenges faced should be anticipated prior to APEX implementation and strategies should be put in place in line with problem identification. The impact this education revolution should be carefully weighed and studied especially the foreseeable gap of education quality and funding allocation in APEX, research and other local HEIs. The success of this new aspiration requires commitment, effort, collaboration and cooperation from all, not only HEIs and the Ministry of Higher Education (MOHE) but also encompassing the government and corporate sectors.

Error correcting coding is used to protect against errors introduced by transmission media. Error Correcting Code enables the communication systems to have a reliable transmission over noisy channels. Cognitive Radio is a creative technology proposed to increase spectrum usage by allowing cognitive users to use the unused spectrum in changing environments. During the spectrum allocation for Primary user and cognitive user, lot of information may be lost due to burst errors and power issues. In this paper, we will describe the performance of LDPC codes for cognitive Radio.
