Artikel ini bertujuan untuk mengeksplorasi program tanggung jawab sosial oleh Pertamina Sungai Pakning dalam penanggulangan pandemi COVID-19 di Kelurahan Sungai Pakning. Dengan menggunakan metode studi kasus melalui penyajian secara deskriptif, artikel ini berhasil menemukan bahwa kegiatan tanggung jawab sosial perusahaan dalam menanggulangi pandemi yang menggunakan tiga strategi, yaitu donasi, peningkatan kapasitas dan pemberdayaan masyarakat. Ketiga strategi ini mampu menjawab kebutuhan masyarakat dan mendorong terbangunnya sinergisitas antara perusahaan dengan instansi pemerintah dalam upaya penanggulangan pandemi.Kata Kunci: tanggung jawab sosial; COVID-19; upaya penanggulangan pandemi This article aims to explore Pertamina Sungai Pakning’s Social Responsibility Program in tackling the COVID-19outbreak in Sungai Pakning. Alliance of Civil Society Organization (ACSO) Bojonegoro is striving to solve the problem by advocating the CSR issue which have more fair and sustainable through public policy (local regulation) about CSR. The main research question is how the advocacy by ACSO in obtaining the access of CSR management using the local regulation? This research uses qualitative approach and utilize various primary data from interviews and observations, also secondary data from news and documentation. This article shows that the CSR advocacy through local regulation in Bojonegoro district was not successful. The relation between ACSO and DPRD was not harmonious. The DPRD chose to ratify the draft of CSR management that has been formulated by the DPRD members. The political parties inside DPRD were stronger to force and formulate public policy of CSR.

This article aims to develop an understanding the innovative institutional capacity by taking example from the empirical case pointing out of how the Panglima Laot institution plays its role as a distributor of insurance programs for fishermen. Through a series of qualitative research, this article succed to find that the Panglima Laot's institutional capacity can be categorized in quadrant II since Panglima Laot had already solid formations and functions. Nevetheless in the case of channeling, the function has not perform well. The argument is proven by the fact proving that there are still many fishermen in Lampulo village who are not yet registered as members of the insurance recipient, as well as the number of regularly fishermen who do not yet have a fisherman membership card. It can be concluded that the work of self-service organizations in this case still requires motivation from those who are in institutional externalities.

This article explores how the Bawan Nagari community access their customary land after the Indonesian political reform in 1998, leading to grant social rights' all citizens. To gain further understanding of this topic, the case study method is employed to grasp further complex and detailed issues comprehensively. This study found that community access to customary land faces several challenges stemming from internal and external factors. Internal factors stem from the indegenious tradition system adopted at Nagari Bawan, where the greater dominance to customary leaders in decision making has led to abuse of power. While external factors concerning the formal regulatory framework is suffering from in-contextualized with the current conditions and has not able in accommodating the implementation of customary law that relevant to the current situation; especially the establishment of legal instrument that closely related to the legal protection of customary rights holders.

The divergent of actors within communicaton forum influence the changing of institution’s characters and escalate the interest contestation. The objective of this study is elucidating the dynamic relations and interaction among actors under the authoritative organization in Tuban district. This article employed qualitative method which uses literatures, documentations, observations, and in-dept interviews. The latest method relies on eleven central informants that represent company, country, and society who have relation with CSR Communication Forum in Tuban. Th result shows that the main actor who initiate the emergence of CSR Communication Forum is country, thus affect the nature of institution which more instructive (top-down) and state-centric. The local government is dominating the forum and other actors use the local regulation to produce dependency of company to country. In addition, shifting of power from regulation based to interest based create institution dilemma, institution disorientation and competition of resources among actors. Although using CSR governance, the political dynamics and institution development have not achieved its optimum result.
