Many cities across the globe have begun to implement smart city initiatives in order to create a more interconnected, efficient, responsive, and cost-effective set of operations and services. This panel seeks to present lessons from both research and practice on building and sustaining smarter cities, offering perspectives and insights on the different approaches towards building smarter cities in both the US and Asia.

E-petition Information Diffusion in Online Social Networks 在线社交网络中的电子信访信息扩散

Electronic petitions are a ubiquitous form of online political action directed at governments. Using a wide range of electronic petitioning platforms, individuals can request specific actions of their own government or governments of other countries, and gather support for their requests through the accumulation of signatures from supporters. While the vast majority of electronic petitions fail to attract much support, some petitions become extremely popular. In this study we examine a popular electronic petition (e-petition) to better understand why it was so successful and how e-petition information is diffused into online social networks. We measure success in terms of the number of signatures a given e-petition garners. We chose an e-petition that was created on Change.org that was the 3rd highest in signature accumulation to date. Created on May 1, 2014 by a young Nigerian girl in response to the kidnapping of over 200 school girls in Chibok, Nigera by the Islamic terrorist group, Boko Haram,_the e-petition gained international attention through traditional and social media channels. Using signature data from Change.org and Twitter data we use social network analysis techniques and time series analysis to explore the anatomy of a successful e-petition.

An Empirical Analysis of Local Government Social Media Communication: Models of E-government Interactivity and Public Relations 地方政府社会化媒体传播的实证分析:电子政务互动与公共关系模型

In this study we analyze the communication of local government departments on a social media platform. We analyze Facebook messages according to three models of e-government interactivity, namely: one-way push, two-way pull, and networking, which we integrate with the Excellence theory of public relations by adding the fourth model we term impression management. We conduct a content analysis on 1,472 posts of 52 distinct municipal-level departments of 16 cities across the U.S. We find that most content examined refers to one-way push communication, or the provision of information about policy or department related matters. We also find that much of the content is used for impression management or favorable publicity, which includes an attention to positive imagery and acknowledgements of appreciation toward others. Collaborative or networking type of activity is adopted less than ten percent of the time. We also explore the differences in social media communication strategies across different types of organizations and provide measures of page and content popularity. We find significant differences in strategies and suggest explanations based on a socio-technical view of technology adoption and the particularities of the organizations' missions and purposes. We end this paper with a discussion on the benefits and perils of social media government communication. We suggest that future research may fruitfully examine the factors that contribute to the different levels of interactivity that are observed in the use of these platforms by governments.

Situating Cyberinfrastructure in the Public Realm: The TeraGrid and XSEDE Projects 在公共领域定位网络基础设施:TeraGrid和XSEDE项目

We examine the evolution of one NSF-funded cyberinfrastructure organization, the TeraGrid, into its successor organization, the Extreme Science and Engineering Discovery Environment (XSEDE) via a case study methodology with two different frames of reference: virtual organization literature and public management networks theory. Our aim in examining these two projects is to situate the study of cyberinfrastructure in support of basic science in both the virtual organization and public management networks literature. We find that our cases confirm the utility of hierarchy when dealing with complexity and that expert use of ICT for governance tasks improves network capacity, especially when time-tested technologies are available in the environment. These ICT resources can be used for monitoring of both service delivery functions as well as network health. We also note that the establishment of common inter-organizational standards facilitates interoperability between organizations, allowing sustainability and modularity of network members.

The proposed "Beyond Bureaucracy" workshop aims to outline and discuss challenges along the boundaries of society, technology, and governance, which reach beyond established e-governance research paths and priorities. Where well-established e-government / e-governance research ambitions focus on providing technology that supports the work and mission of government agencies and governmental agents, the "Beyond Bureaucracy" initiative addresses the question how technology can empower citizens and the conceptual sovereign-body to actively control (rather than passively observe) government agencies and governmental agents. This workshop outlines the pending technological (design science) challenges, promotes the economic potentials of new technological ecosystems, and serves as a platform for pro/con deliberations on Beyond Bureaucracy thought and knowledge.

Towards an ambidextrous government: Strategies for balancing exploration and exploitation in open government 走向双灵巧政府:开放政府中探索与开发的平衡策略

Governments are often putting their efforts in the operation and execution of existing services without having the means to innovate. Ambidexterity is the ability to operate existing services and to innovate at the same time Ambidexterity is a concept originating from organizational studies in the private sector and is hardly used in the public sector. The goal of this paper is to identify strategies used by governments to combine exploitation and exploration. Factors influencing ambidexterity were derived from the literature and categorized in political, organizational, technological and economical categories. These factors were used to analyze two case studies. The cases revealed strategies used by government to move from exploitation to exploration. Strategies include providing incentives, like awards and prizes, to involve resources that are external to the government. The strategies can be classified as contextual ambidexterity.

Use of Social Media and Blogs by Federal Authorities in Russia: Regulation and Policy 俄罗斯联邦当局对社交媒体和博客的使用:法规和政策

Extreme popularity of social media and blogs makes public authorities and officers become their actives users. Recently adopted legal and policy documents in Russia recommend using social networks and other based on web 2.0 technology services to promote open government initiatives, increase citizen's participation and trust in government. The more detailed analysis of the existing regulation of the use of social media and blogs reveals the need for its further improvement in case when they are used for public purposes. The authors seek to illustrate the current tendencies in the use of social media and blogs by federal authorities in Russia and to suggest several legal issues. The main obstacle is the lack of clear legal provisions concerning the objectives for public use of social media.
