The rights of citizens to petition their governments has had a long history and is currently experiencing an interesting revival through the use of contemporary digital platforms that many countries are adopting to encourage e-participation. In this panel, speakers discuss national petitioning systems in four countries from historical and contemporary perspectives, specifically: China, Great Britain, South Korea, and the United States.

The Values of Public Library in Promoting an Open Government Environment 公共图书馆在促进开放政府环境中的价值

Public participation has been less than ideal in many government-implemented ICT initiatives. Extant studies highlight the importance of public libraries as an intermediary between citizens and government. This study evaluates the role of public libraries as mediating the relationship between citizens and government in support of an open government environment. Using data from a national survey of "Library and Technology Use" conducted by PEW Internet in 2015, we test whether a citizen's perception of public values provided by public libraries influence the likelihood of the citizen's engagement within open-government environment contexts. The results signify a significant relationship between certain public values provided by public libraries with the propensity of citizens engaging government in an online environment. Our findings further indicate that varying public values generate different results in regard to the way citizens are stimulated to use public libraries to engage with government online. These findings imply that programs designed and developed to take into account a variety of values are more likely to effectively induce citizen engagement in an open government environment through the mediation of public libraries.

Tax Knowledge Adventure: Ontologies that Analyze Corporate Tax Transactions 税务知识冒险:分析企业税务交易的本体

Software about U.S. Income Tax has been concentrated on numerical analysis, calculating tax effects where the legal results of transactions are known. In this paper, utilizing ontologies which represent computerized knowledge, tax software can be extended to explain its computation and also educate the user about the domain, corporate tax. Ontologies can be equally useful as a tool for analyzing transactions to determine what the legal implications are. This paper includes 1) designing Corporate Tax ontology that reflects the structure and form of the U.S. Internal Revenue Code (IRC), 2) its application that supports user interactive form filling functionality. Finally, 3) it demonstrates how the end user can learn about the corporate tax consequences. The newly developed software prototype, referred to as Tax Knowledge Adventure or TKA in short, is useful not only for Tax payers but also for government officers to respond to inquiries or appeals with smart reasoning.

Constructing Investment Open Data of Chinese Listed Companies Based on Linked Data 基于关联数据的中国上市公司投资开放数据构建

Linked Data can provide the data according to user's demand, promote the availability of half structured and unstructured data on the network, improve the interoperability of open data. With the development of Linked Data, Linked Enterprise Data becomes a research hotspot. This article draw lessons from foreign investment Linked Data research of listed companies, selected the listed company information and XBRL reports from Shanghai stock exchange and Shenzhen stock exchange, industry information from the China securities regulatory commission and daily stock price from Flush as data source, built investment open data of Chinese listed companies based on Linked Data. This work could promote the internationalization of the Chinese data and the commercial use of open government data, lay the foundation for the global data ecological system, at the same time prepare for the challenge of Shanghai-Hong Kong Stock Connect and Shenzhen-Hong Kong Stock Connect even the challenge of international investment.

Citizens' perception in Developing Local E-Governments: A Structural Equation Modeling Approach 发展地方电子政务的公民感知:结构方程模型方法

Citizens' perception is important for all in governments around the world. Technology boost evolution of governments in terms of transparency, efficiency, corruption and other different issues. Furthermore, governmental agencies use more technology to interact with citizens and transform traditional services. So, governments provide services and citizens must use them. For this reason, the purpose of this article is to examine citizens' perception based on the Use of Technology in Local Governments. A survey applied to 269 citizens evaluates citizens' perception. We use a Structural Equation Model to analyze data. Findings reveal that Transparency is the most important factor to improve citizens' perception of Local Governments, use of technology is the second one.

Good Wine Needs Bush: A Multilevel Analysis of National E-Government Performance and Citizen Use across European Countries 好酒需要布什:欧洲国家国家电子政务绩效和公民使用的多层次分析

Does national e-government performance boost e-service users? This straightforward correlation is usually taken for granted but has not yet been empirically tested. In this paper we examine the effect of national e-government performance on citizen use, using a sampling survey of about 28,000 citizens across 32 European countries. Theoretically better designed and maintained government websites should be used more by the citizens, however, the multilevel model estimate suggests that the supply-demand link is not well supported. We even find that the performance and citizen use of e-information and e-service are negatively correlated, while that of e-participation is insignificant. We discuss the implications of the findings and suggest policy recommendations for increasing the uptake of e-government.

Construction and Application of Maritime Linked Open Data in China 中国海上互联开放数据的构建与应用

The maritime data as one of the most important government data assets has increasingly attracted much of stakeholders' attention, with transparency and data reuse as two of the major aims. Using the methods and technologies within semantic web community, a number of maritime data has been putted on the web as linked open data. However, the construction of existing maritime dataset is done without considering the step of domain modeling, which naturally lies in the linked data itself. The paper makes attempts to introduce domain modeling to assist publishing the maritime data on the web as linked data. Basing of which, we showcase a knowledge discovery of linked maritime data. The work here has a meaning research value and can be seen as a reference by other digital government cases.

Technologies for popular participation: a research agenda 大众参与的技术:一个研究议程

The development of environments that promote electronic participation (e-Participation) by citizens in government issues is a challenge that requires robust and wide-ranging architectures and methodologies as well as the construction of an effective infrastructure that stimulates and supports citizen's participation. Also, the incentive for an education that leads citizens to participate in public life, with transparent information and technologically mediated engagement is a challenge. Faced with these issues, we propose a discussion and further research and practice in relation to this topic as part of the Great Challenges of the Brazilian Computing Society.
