Anthropological research on memory and memorial practices has proliferated in the discipline in recent years. This unprecedented ‘memory boom’ has not been without its critics, however. David Berliner (2005), for example, has argued that the study of memory in its multiple discursive forms and settings (social, national, material, cultural...) has resulted in categorical and terminological confusion. On the other hand, as the papers in this collection so aptly demonstrate, the ethnographic study of memory remains a fertile terrain for examining the high stakes involved in struggles to attain voice, presence and representation in history (Litzinger 2000: 69). For studies of memory, Michel-Rolph Trouillot once argued, must firstly attend to competing claims to history, truth, power and subjectivity. ‘What matters most,’ he wrote, ‘are the process and conditions of the production of [historical] narratives (...) Transitional justice refers to a set of judicial initiatives that have been used in so-called post-conflict societies in transition from war to peace or from authoritarian rule to democracy. By the turn of the millennium, transitional justice had become a dominant global model and the list of countries that have undertaken some form of transitional justice is large and constantly growing. Truth commissions are a popular form of transitional justice. They are defined as investigative bodies that have been mandated by their sponsor governments to clarify controversial historical events and contribute to criminal justice efforts, reparations for victims, development of stable public institutions, and national reconciliation (Freeman 2006: 40–87). What is known to the general publicas a paradigmatic case of the truth commission is, of course, the Truth and Reconciliation Commission of South Africa set up in 1995. It was only after the South African experience that the idea of a truth commission holding public, victim-centred hearings became the norm (ibid.: 24–25).

George H. Kerr (1911–1992) is an American historian who authored Ryukyu: Kingdom and Province before 1945 (Kerr 1953a), the sole general history of theislands in English; he was also a Taiwan specialist in the military and government whose book won him the reputation as the ‘father of Taiwanese independence’ (Lu 2006). He rearranged fragmented memory and recorded it in such a way as to justify a separate people, the Ryukyuans or the Taiwanese, from the nation-state to which they may belong—Japan or China—so that the United States could strategically exploit their home islands. While mainly focusing on Kerr in the Ryukyus and unveiling the process of his writing, this paper offers a bridge to Kerr in Taiwan and addresses the question of a common interpretive framework underneath his historical narratives. The article examines the incorporation of international scholars into the Latvian higher education and research system from the perspective of labour. Whilst recent research policies in the country are aimed at increasing international cooperation to situate Latvia within the global regimes of knowledge production, the number of international researchers in Latvia remains low. Based on ethnographic research, I suggest that this is at least partially because of the largely invisible work that both international researchers in the country and their local counterparts have to perform to bridge the gap between policy dreams and structural realities. In conversation with scholarship on academic precarity and through the lens of interpretive and infrastructural labour, this article shows how the task of ‘internationalising’ knowledge production in Latvia is entrusted to individual local researchers, whilst international scholars face a multitude of uncertainties regarding their work lives and their presence in the country in general.

This article deals with everyday life in sparsely populated parts of northern Sweden. It investigates the relationship between local practice and political discourses. The discussion is based on fieldwork carried out in two northern municipalities. Empirical themes include everyday life mobilities and means of transport. The theoretical concepts of everyday life, community, place, and policy shape the analysis of processes pertaining to space and movement. In particular, the article discusses sustainable development as policy and argues for alternative understandings of social sustainability in relation torural settings. Sleight of hand economic nationalist strategies by recent administrations of the US and UK emphasizing the “freedom” of those selectively imagined as belonging to the nation while quietly but pivotally discouraging human mobility and encouraging elite capital mobility, are discussed in this article. The US and UK’s distinct but connected recent policies – Donald Trump’s “Make America Great Again” (MAGA) and Boris Johnson’s Brexit strategies -- are not viewed as exceptional, or unique to those specific administrations of each country, but as embedded within long-term, interconnected transnational racial capitalist projects. The sleights of hand promoting selective publics’ freedom are not only hypocritical but complex to see, especially with white-impaired lenses. Two interrelated technologies of power on which these economic nationalist strategies have relied, bordering and free zones, are examined ethnographically in this article, contributing to research on the complex, varied, and experience-inflected responses US and UK residents have to these policies.
