The article is intended to study social innovations as a tool of state sustainability strategy promoting development of human potential and improved quality of life. To achieve this goal, the methods of scientific cognition were used: dialectic, analysis and synthesis, generalization, comparisons. The research is based on studying relevant scientific and periodic economic literature. The research found out that the primary forms of social innovations are social enterprise, social entrepreneurship, social cooperation, social partnership, social contract. However, the process of replicating and scaling social innovations in Russia is slow due to negative objective and subjective factors. Most important of them include no single regulatory framework, irregular development of certain areas of the country, insufficient resources, deficient budgets of many Russian Federation constituents, etc. Therefore, the determinant of diffusion of social innovations must be efficient socio-innovative state policy that will use alternative means, methods and practices to reduce social tension in the society, increase real income of the population, which must finally result in expanded reproduction of all results and factors of economic growth as well as sustainable regional development. The novelty of the paper is justification of social innovation forms that act as an efficient tool of the state sustainable development strategy.

The article presents the original algorithmic model for identification of growth zones of the national innovation system that maximize the effect of government support. The model is based on numerical comparison of values of indicators of gross domestic product, the human development index and the integral value of the global innovation index, and also its subindicators characterizing government support of national innovation system in each of the countries under consideration. The model compares these indicators for about 180 countries aggregated from 2013 to 2019 and identifies sectors of the national innovation system, stimulation of which gives the highest contribution to growth of the integral indicator of the global innovation index. For the Russian Federation with the use of the model the spheres of potential economic growth in the national innovation system were determined and ranked according to the dynamics. The growth zones of the national innovation system of Russia identified by the model are generally consistent, on the one hand, with the internal policy pursued by the government, and on the other hand, with the peculiarities of the country’s historical path.

The study attempts to analyze the university brand management as a positioning strategy component in the international scientific and educational space, examines the relationship between the marketing and brand strategy of Rostov State Economic University (RINH). The purpose of the study is to determine the place of branding in the university innovative development strategy; to analyze the way branding affects the university attractiveness for foreign applicants and to present, using the example of RSUE practical experience, the influence of branding on the applicants motivation to study at a particular university. Considering scientific and theoretical approaches, we can note a multidimensional understanding such category as “branding”. At the same time, both foreign and Russian colleagues refer to common features: the opinion about the consumer brand, popularity and demand in the relevant market. Despite the pandemic and its negative consequences for educational migration, in 2021 RSUE confirmed and strengthened its position in the world and national rankings. Rostov State Economic University entered the top 401-600 best universities in the world in the Times Higher Education University Impact Rankings 2021, took first place among universities in the South of Russia and entered the Top 20 universities in Russia. It seems that the formation of a general strategy of brand management and marketing of the university can be considered as an innovative practice of management of educational organizations and determines the policy of choosing the strategy of educational services as a specific product of the educational institution.

The article substantiates the need to form corporate digital ecosystems at the level of small and medium-sized businesses in the construction industry. The concept of a corporate ecosystem in the context of digitalization of the construction industry and the digital economy as a whole is revealed. The trends in developing innovative activities in the construction engineering market are highlighted. The results of a study of the relationship between the integration of Russian enterprises and innovation processes, the level of digital maturity of companies in the construction industry, and the impact of digitalization processes on solving real problems of the construction engineering market are presented. The analysis of the domestic and foreign markets of software solutions and information systems for construction engineering has the technical potential to be the basis for the proposed in the article a unified digital platform for construction engineering management. Based on the analysis of the activities of a domestic company operating in the segment of construction engineering and technologies of the Industry 4.0 stack, strategic and technical development measures in the context of digital transformation have been developed. The inevitability of the digitalization processes of the construction industry in search of internal sources of efficiency of companies and the leading role in this process of the organization’s human capital has been proved. Recommendations for implementing a digital transformation project in the studied company are given.

The article presents the materials of the study of organizational behavior, which the authors conducted from the mid-90s of the XX century to 2019. The authors of the article believe that the professional behavior of the personnel of commercial enterprises is largely determined by the organizational culture that has developed there and, above all, the value orientations of employees. The article presents the author’s view of Russian and foreign literature. The history of the development of views on organizational culture is touched upon. In addition to fairly well-known authors, Edgar Schein, Gerd Hofstede, the authors cite ideas of less well-known in Russia, Trompenaars F., Hampden-Turner C. Singer M.R, Hall E.T., M. Polanyi, revealing the internal contradictions of the paradigm that has developed in foreign historiography. Contradictions in the Russian historiography of organizational culture are revealed based on the analysis of supporters of classical foreign views, Blagov Yu.E., Katkalo V.S., Savchenko L.S., those who rely on traditional Russian concepts, Yadov, V.A., Avdoshina, N. V., Vaskina, Y. V. Gostev A. A. Huseynov A.A., Kagan M.S., and those who try to combine all the diversity of approaches and concepts in their research, Marshev V.I., Shklyaeva N.A., Salikhova E.R., Zakharova L.N. Based on this, the authors propose their own version of the model of organizational culture and methods for studying its dynamics, substantiate the advantages of using their model and methodology in the analysis of organizational processes in commercial enterprises. Based on the processing of some research results, certain assessments are proposed that relate to changes in value orientations in organizations of various types. The authors draw conclusions about the causes and nature of the changes that have occurred. Measures to improve public policy are proposed.

This study examines the relationship between the motivation system and the business strategy of micro, small and medium enterprises (MSMEs) in the context of the COVID-19 pandemic and post-pandemic, the purpose of the study is to analyze how the requirements and expectations of employees and business owners are changing in a pandemic, to identify a mechanism for embedding a motivation system in a business strategy and to present, on the example of practical experience, the impact of employee motivation on the achievement of strategic goals. A survey of the owners of MSMEs revealed that about 85% during the pandemic faced manipulation by key professional employees – the threat of dismissal. Labor intensity and intensification began to play a key role in employee motivation. During a pandemic, the main business strategy of MSMEs becomes a survival strategy. The implementation of this strategy is possible only due to the sustainability of MSMEs as a business unit, which implies a high level of loyalty and commitment on the part of the team, providing opportunities for additional work and maintaining a high level of social responsibility of business owners.

The article considers the problems of assessing the program of additional vocational education, considering the new realities, the management environment, the widespread introduction of the digital economy, which place new demands on workers and their professional competencies or even changes in their work activities. A methodology is proposed for calculating the integrated index of the educational program effectiveness, including vocational education, considering important economic, social, organizational, and educational components, which involves considering their quantitative and qualitative characteristics. The main conceptual elements of the evaluation system of additional programs are reflected, and the scale and evaluation standards are proposed. The economic effect of the program is determined in cost terms based on the expected revenues and expenses for the program. The article shows an example of calculating private indicators of the effectiveness of educational programs for additional vocational training, and their translation into the relative effect is carried out with the help of the profitability indicator. This allows choosing the educational product necessary for specific consumers to attract additional extra-budgetary funds for the development of science in educational institutions. In addition, the issue of training the necessary personnel in demand for business is being addressed. According to societal needs, personnel with specified professional competencies appear on the labor market. All this creates conditions for realizing the interests of employees, employers, and the state.

The processes of development of the system for managing the personnel potential of the region are studied in the article. Theoretical approaches to the formation of labor potential and organization of activities in the conditions of different countries are considered. It is shown that for effective management of personnel potential, it is necessary to pre-calculate indicators for assessing the elements of this potential. The specificity of the strategy for optimizing the methods and factors for choosing these indicators for the purpose of making economic decisions is revealed. Statistical data on the costs of using digital technologies in the management of human resources are systematized. A model of innovative human potential has been developed. The article presents the advantages of using a digital approach in determining the directions for improving the quality of the resource potential, reveals the reasons, difficulties and laboriousness of other approaches used in the formation of labor potential. The transparency and coherence of extreme labor resource management programs are substantiated, and a mechanism for a digital approach is proposed that can ensure not only the implementation of long-term project priorities, but also guarantee the highly effective implementation of large-scale targeted development programs of countries. Among the main problems, the low efficiency of human resources in the implementation of digital technologies has been identified. The necessity of forming uniform requirements for managers is substantiated.

The article presents the advantages of using a digital approach in determining the directions for improving the quality of the resource potential, reveals the reasons, difficulties and laboriousness of other approaches used in the formation of labor potential. The transparency and coherence of extreme labor resource management programs are substantiated, and a mechanism for a digital approach is proposed that can ensure not only the implementation of long-term project priorities, but also guarantee the highly effective implementation of large-scale targeted development programs of countries. Among the main problems, the low efficiency of human resources in the implementation of digital technologies has been identified. The article is devoted to the problems of human resource management in the modern environment in the context of sustainable development of the region. The authors of the study suggest the need for a socio-economic policy in the North Ossetia-Alania and the Russian Federation, which will help to reduce the adverse effects of various environmental factors on human resources, demographics and health of the region. In conducting the study, the authors found that anthropogenic impacts lead to environmental problems of various kinds. The consequence of this is an increase in morbidity and natural loss of population characteristic of several regions of the country. The authors had taken account of the provisions that a decent quality of life, a healthy population, and thus a high level of human development can be ensured only if the natural environment is preserved and maintained at an appropriate quality. The main provisions of the article and the results presented are interesting for further theoretical substantiation, research and practical recommendations in the field of human resource management strategy development, their development and use. Allow to develop strategic decisions on the problems of formation and consistent implementation of a unified state and regional policy in the field of preservation of human resources, to implement the most ambitious programs aimed at improving public health and the environmental situation.
