There is no doubt about the relevance of the research of new forms of organization of national labor markets as segments of the global market in the context of the global economic crisis caused by the pandemic. The problem of organizing the national labor market in time of coronavirus crisis plays an important role in Russia’s economy. One of the primary goals of the state is to maintain the necessary conditions for the ability to earn a living for oneself and one’s family. It is necessary to realize the importance of maintaining the number of working population involved in the fundamental segments of the state economy. Improved institutional framework to support the national labor market in time of coronavirus crisis should support the population decently in terms of absolute and relative concepts of income measurement in the long term. The purpose of this article is to explore new forms of organization of national labor markets, as segments of the global market, under conditions of global economic crisis and the foundations of institutional transformation of state economic activity under conditions of pandemic, pursuing the goal of maintaining the number of working population and improving the quality of produced work. During the analysis of new forms of organization of national labor markets as segments of the global market, the authors applied statistical and logical research methods.

The paper presents the development of economic and mathematical tools to improve managerial decision-making for staff placement at the customs post. As an object of research, the authors analyze the performance of customs operations and customs control by customs officials in relation to individuals transporting goods for personal use across the customs border of the Eurasian Economic Union at the airport checkpoint – Samara Airport customs post. According to the logic of the queuing theory, a customs post official is a “service channel”, and the flow of passengers at the customs control zone (arrivals area) is a “request”. The optimal placement of officials required at the arrivals area was determined for each of the periods under consideration (12 months in 2019), as well as the average time spent by passengers in the customs control area was estimated. The justification of these parameters based on the queuing theory contributes to achieving the minimum cost of the staff of officials at Samara Airport customs post involved in dealing with individuals transporting goods for personal use across the EAEU customs border.

The most important factor in information transparency (IT) realization in the implementation of national projects (NP) is to increase the transparency of financial reporting (FR) of organizations. At the same time, our studies have shown the existence of a number of significant problems in this area. This article analyzes these problems and ways to solve them. The purpose of the study is to determine the current state of FR transparency of organizations as a factor in ensuring IT in the implementation of NP and to develop recommendations for solving the most pressing problems in this area. During the research, a mixed methodological approach was used, including an analysis of practice in the above-mentioned area, a critical analysis of regulatory documents in this area and a survey of practitioners. The main results and conclusions that determine the scientific novelty of the research are to identify modern problems and ways to solve them in areas related to general approaches to the structure and composition of financial statements, the features of drawing up reporting forms, approaches to disclosing data on various accounting objects in reporting and their impact on the transparency of reporting as a factor in the IT realization in the implementation of the NP.

The paper addresses the need to revise the importance of academic mobility of the professorial and teaching staff in the conditions of digitalization processes in the educational sphere. Information technologies are placed at the top in the current economic and social conditions. In the age of the digital economy, innovative projects are being developed and implemented providing for the emergence of completely new specialities. Universities are shifting the directions of education towards the development of unique programs. The labor market shows the demand for highly competent specialists. For these reasons, the authors have set the goal of finding out the necessary degree of recombining the format of academic mobility of higher school teachers in the conditions of changed competence requirements for a university graduate. The digital economy strategy offers new approaches to the training; respectively, the qualification requirements for teachers are raising to a new level. The implementation of the academic mobility opens up a prospect for solving this problem. Academic mobility is aimed at conducting research or exchanging experience with scientists and teachers at the sites of other universities within the framework of professional development and obtaining new knowledge. The research method was the analysis of scientific papers and information platforms of universities, as well as the study of statistical data of analytical agencies in the field of education. The purpose of the study is implemented through joint educational projects with foreign colleagues The issue of academic mobility has recently been in the focus as a key aspect of the development of the scientific and professional community. In the course of the study, we found out that the teaching staff faced the problem of a lack of digital competencies in the training process. Many teachers may not have access (or may not be able to afford) to exchange methods and technologies.

The paper presents a comparative analysis of the effectiveness of the use of various learning technologies: digital, traditional, and blended learning in the educational process of a university. The authors show the results of research related to the analysis, development, and refinement of parameters, capabilities and implementation of digital technologies in the educational process. The analysis is carried out based on a set of surveys of students and teachers. A comparison of the impressions of the participants of the educational process and an analysis of its results during the transition from the classic model of the educational process to a blended (classic model with the use of digital educational technologies) anddistance learning is carried out. The results obtained were correlated with objective indicators — compliance with the academic schedule, average academic performance, and the level of residual knowledge. Significant advantages and disadvantages of the introduction of distance learning in the educational process were identified, on the part of both trainees and teachers. In conclusion, the authors summarize that the use of digital technologies makes it possible to create a learning environment around the student that forms professional digital innovative competencies.

In the transition to a digital economy, contributing to the further qualitative development of the country and its competitiveness, the determining and most important factor is human capital. The task of developing human capital should be formulated as the key state task of modernizing a number of modern sectors such as education, culture, health, and science, which should be viewed primarily as sectors of capitalization of the human potential of independent Kyrgyzstan. In the republic, based on the current legislation concerning education and the social sphere, it is difficult to conclude that there is a scientifically sound program for the development of human capital as a necessary element in the transition to the information society. Employment policy and migration policy, as factors determining the demand for human capital, do not take into account issues related to the dynamics of the level of human capital. There are no methods to determine the effectiveness of investment in the development of human capital in the country. As a result of the study, the mechanism of effective investment in human capital in the Kyrgyz Republic was developed, taking into account other sources of investment other than the state budget, which will allow to develop specific programs for the development of segments of the social sector in the Kyrgyz Republic on the basis of ongoing assessments. This, in turn, will solve the problem of uneven distribution of investment across them. Besides, the priority areas of investment in human capital, providing for the accelerated development of human capital in the country, highlighting the role of state, regional and municipal authorities in the effective management policy to attract and promote not only public but also private investment have been identified. Taking into account the necessary amount of investment per person to form an innovative personality in Kyrgyzstan, meeting the modern requirements of a competitive economy and proficient in new digital technologies, will further contribute to reducing the level of labor migration in the country.

The article is dedicated to identification and study of mental grounds for innovative development of Chuvashia in modern conditions. Its novelty is defined by constantly emerging scientific literature studying the effects of sociocultural environment on economy development and various factors on the attitude to innovations, but also the need for a more complex study of the effect of Russian peoples’ mentality on innovative development of areas since the latter almost always remains beyond the scope of research interests. The article is based on theoretical and evidential information found in the treatises of Russian and foreign researchers. It uses the methods of abstraction, analysis and synthesis, deduction and induction, modeling, generalization, comparison, and a cross-disciplinary approach. Innovation is considered as a modern feature of civilization development. Factors affecting the country’s innovative development are identified. The mentality is considered as a sociocultural factor of innovative activity. Primary approaches to defining the notion of innovative mentality and its primary features are generalized. An abstract model of innovative mentality is proposed. Primary features of Chuvash mentality are considered. Comparative analysis of abstract models of innovative mentality and Chuvash mentality is carried out. A conclusion about the mentality effect on the innovative development of Chuvashia is justified.

The analysis of scientific research has shown that the topic related to human capital remains relevant and insufficiently researched in current conditions due to the lack of a clear methodology for its assessment and monitoring. It is known that the basic aspects of measuring human capital are due to its ability to influence the value of companies’ assets, the development of the socio-economic sphere, and economic growth in general. Human capital is one of the most important types of assets of any organization, which can also be calculated, evaluated using both qualitative and quantitative indicators, and predicted, provided there is a dynamic series of changes. The purpose of this study was to analyze and compare various methods of assessing and monitoring human capital used by progressive organizations, as well as the selection and justification of the best methodological approach and its testing at one of the largest enterprises with a branch in the Nizhny Novgorod region.

Currently, assessing the effectiveness of financing government program is a topical issue in theory and practice, since the level of health care development is directly related to the level of socio-economic development of the region. The goal of the research is development of methodological tools for efficiency assessment of the implementation of government program in the health sector, focused on quality improvement of life of the population. The methodological basis of the research is general scientific methods of comparison, analysis, synthesis, tabular representation of data. The methodological toolkit has been tested using official data from the Federal State Statistics Service of the Russian Federation, the Ministry of Finance of the Russian Federation for 2018-2019. The result of the work is development of distribution matrix of Russia’s regions for certain segments. The aim of the distribution is ranking regions and makes it possible to identify subjects with a high, medium and low level of effectiveness of program implementation.

The article is devoted to implementing the national project “Labor productivity increase” as a factor ensuring the balance of regional labor markets. For the research, the authors have reviewed the most significant publications on the topic of the research, analyzed the existing theoretical approaches to evaluating the effectiveness of state programs to stimulate labor productivity and employment support, and the best regional practices in the implementation of this program. It was substantiated that achieving a balance of regional labor markets to improve the quality of human capital requires the effective implementation of the “Labor productivity increase” national project. Based on the calculations made by the authors of the study, it is proved that the implementation of the national project through the organization of a system of training and retraining of employees contributes to the growth of investment in human capital. It was substantiated that the national project’s effectiveness can be evaluated using indicators of satisfaction with the quality of services provided by employment services. The study results allow to identify and analyze the program’s key economic and social effects. The conclusion is that the point nature of the program ensures the achievement of multiplier effects, which appear initially at the micro-level, and then projected to the regional level, contributing to the balance of the regional labor market by reducing the shortage of highly qualified specialists.
