HARMONIZATION PROBLEMS IN THE FIELD OF STANDARDIZATION AND TECHNICAL REGULATION 标准化和技术法规领域的协调问题

Technical regulation and standardization play major role in the development of both global economy and single countries. According to the researches including the research of the World Trade Organization, standardization and standards harmonization is important for economic development. Harmonization of standards and conformity assessment systems on international, regional and industry levels help to decrease foreign trade barriers, and supports development of trade, creation of global chains. In this article we will review some standardization and conformity assessment aspects that play important role for enterprises and economy in general as the instrument for establishing the requirements for products and services, it’s manufacturers and suppliers and clarify the influence on the development of trade relations.

MODELING OF THE COOL CREEPIN THE FRAMEWORK OF THE HARDENING THEORIES ON THE STEPWISE LOADING 在阶梯加载硬化理论框架下的冷蠕变建模

In the framework of the hardening hypothesis, the creep behavior of a titanium alloy at room temperature is modeled at stepwise stress change both increasing and decreasing load. Methods for the identification of material constants and functions included in constitutive equations of the hardening theories are considered in detail. The prospects for the computational-experimental method proposed by Rybakina for determination of material constants in some versions of the hardening theory are noted. The results of the creep modeling of titanium alloy confirm the existing theoretical possibilities and limitations of the hardening hypothesis fully.

The paper considers the dynamic-stochastic approach to the construction and use of predictive models, which is based on the stochastic nature of model parameter estimates. A mathematical apparatus for generating perturbations of model parameters in accordance with their probability distribution is proposed.

This work describes the experimental model of integrated photoelectrical thermal (PVT) air collector with informative system for controlling and ruling based on microcomputer. A method of determining efficiency both electrical and thermal part of installation by the data of continuous monitoring parameters: output voltage, the charge current, the temperature of air on input and output of collector is proposed. The efficiency of electrical part (8%) and thermal part (50%) of PVT installation were determined for mart 2019.

INVESTIGATION OF REFRACTIVE INDICES OF ZNSE SINGLE CRYSTALS IN THE RANGE OF 1,3–25 MICRONS znse单晶在1,3 ~ 25微米范围内折射率的研究

Experimental studies have been carried out to evaluate the refractive indices of zinc selenide single crystals of the same type ZnSe CVD from different batches in the spectrum range of 1.3-25 μm. A technique for determining refractive indices based on the spectrophotometric method using the reflection and transmission spectra of the plates and the reflection spectra from the sample surface is presented. The results of the study showed not only the correctness of the proposed methodology, but also the fact that the obtained performance indicators for different samples of zinc selenide from different batches in the investigated part of the infrared range differ more from each other than indicated in reference books, which should be taken into account when developing products of transmission optics.
