Diplomacy in the Woods: Nature, Hunting, Masculinity, and Soviet Diplomacy under N.S. Khrushchev 森林中的外交:自然、狩猎、男子气概和赫鲁晓夫领导下的苏联外交

Analyzing several documentary films and other sources through the lens of gender and feminist theory, this article explores the role of hunting and nature in Soviet diplomatic relationships. The article views diplomacy as a masculine space in which diplomatic negotiations relied on successful displays of toughness and the exhibition of prowess and agility. These skills were best demonstrated not in the official corridors of power but in settings imbued with symbolic meanings associated with masculinity, such as nature. The latter often served as a homosocial space where power was displayed and reconstituted through ritualistic performances of heroic masculinity. Such rituals as hunting sought to accomplish several goals. They promoted the male bonding that formed the basis of a preferred personal style of diplomacy and allowed Soviet apparatchiks to display marksmanship skills and a level of physical prowess that would present them to their foreign counterparts as potent leaders and desired allies. More importantly, as with other performative rituals of masculinity, Soviet diplomatic hunts produced and reproduced masculinity – and with it, power – and served strategically to assert or challenge international hierarchies, shape new and reaffirm faltering alliances, and demonstrate the agility and potency of the Soviet system to visiting state leaders.

Diving into Water Diplomacy – Exploring the Emergence of a Concept 潜入水外交-探索一个概念的出现

The term “water diplomacy” has gained currency among policy makers and academics. It reflects an awareness that the use, management, and protection of transboundary water resources is intrinsically political and often embedded in complex political settings. Based on a review of academic and policy documents, we analyze the variety of understandings and common patterns in the definition of water diplomacy. We also analyze tools, tracks, and levels through which and at which water diplomacy is conducted or analyzed. With our own definition of water diplomacy as deliberative political processes and practices of preventing, mitigating, and resolving disputes over transboundary water resources and developing joint water governance arrangements by applying foreign policy means which are embedded in bi- and/or multilateral relations beyond the water sector and taking place at different tracks and scales, we aim to advance the discourse on water diplomacy both in the academic and policy realms.

This article examines gender equality in humanitarian diplomacy. To date, there has been no discussion of gender in relation to humanitarian diplomacy, which stands in contrast to an existing body of literature on gender and diplomacy. Gender is often discussed in relation to the recipients of humanitarian initiatives, but less is known about how gender impacts aid providers. This article argues that alike diplomacy as a masculine field with homosocial tendencies, these characteristics are also found in humanitarian diplomacy. Based on interviews with staff of the United Nations (UN) Office for the Coordination of Humanitarian Affairs (ocha), this exploratory case study of the UN’s gendered humanitarian diplomacy finds the following: In contrast to the UN’s mission of promoting gender equality, the current practices place men as the norm and women as the exception in the organization’s humanitarian diplomacy.

Conducting Spanish Diplomacy in the Digital Age 数字时代的西班牙外交

This article demonstrates how digital diplomacy strategy has been devised, developed, and executed in the Ministry of Foreign Affairs and Cooperation in Spain. Since 1995, digital initiatives have taken place without a joint plan of action, but as a result of individual impulses. Until 2008, public diplomacy is developed without a model, planning, or evaluation. However, the global financial crisis has accelerated interest in this issue. The first steps were taken to face the reputation crisis and the bases of action were established. Since 2012, the digital response has been systematized through the communication of diplomatic missions. The Spanish model has evolved toward consular services and issues of language and culture, showing a case study of digital transformation in the field of public administration.

This article examines the state-private network binding cultural diplomatic institutions, East Coast establishment elites and US psychological operations against Soviet Russia in early Cold War (1945–60) Syria. It outlines the role of the State Department, the United States Information Agency (usia), and the short-lived Psychological Strategy Board (psb)’s efforts to coordinate a coherent US psychological strategy to influence Syria’s elites and to make connected constituents of them via the “long-established instruments” of the state-private network. Among these instruments were the Near East Foundation (nef), the Franklin Books Program, and the Committee of Correspondence (CoC). A key argument of this article is that the “Eisenhower escalation” of the Cold War, which culminated in the 1957 attempted coup in Syria, was not a radical departure that ruined the previous “century of friendship” between Syria and the US. Instead, it was a risky and frustrated gamble seeking to reverse the pre-existing loss of US influence.
