The article defines the essence and purpose of the product promotion process on the market, the specified stages of its promotion. The organization features of this process taking into account product specifics are considered. The algorithm of technologies improvement, organization of production processes and management of the enterprise during the innovative products promotion on the market is offered. New forms of stimulation, organizational structures and methods for developing managerial decisions are all innovative products. In order to accelerate and improve the quality of the product promotion process on the market, business entities are encouraged to share their knowledge of potential customers with partners. The modern tendency of organizing the product promotion process on the market is the search for enterprises of vertical and horizontal international links with each other due to the shortage of own funds, rising cost of borrowed resources, the complication of attracting investments, reducing the life cycle of innovative products, the need for the integrated use of various methods of promotion and other factors. In addition, the attention was paid to the study of the promotion policy specifics in the confectionery industry. The theoretical, methodological principles of formation and implementation of the promotion policy at the confectionery industry enterprises are considered. The factors that need to be taken into account while developing new markets are described in the article. The main directions of the confectionery industry enterprises, as well as the competitive advantages that the enterprise receives through promotion policy, are considered. The promotion policy is more detailed analyzed on the example of the confectionery firm "Dominic". Based on the made analysis, the assumption was made that in the confectionery industry it is expedient to introduce the latest modern methods of product promotion in order to obtain the leading enterprises. Further perspectives of the industry, taking into account the establishment of functional confectionery products production, are considered.

The essence of modern problems in the field of human resource management is revealed. It is proved that the development of personnel strategy and its implementation allow the company to improve the efficiency of personnel use. There are formed the stages of formation of strategic personnel management. The directions of the implementation of management activities for the effective formation and use of personnel potential are developed. The authors proposed a general concept for developing a personnel management strategy for an enterprise. As a result of the research, it was established that the methods of forming the strategy for managing the personnel potential of an enterprise should be based on the active use of modern opportunities. Effective personnel policy in the system of strategic personnel management is one of the tools for managing business processes.

It is analysed scientific literature, which allowed selecting such interconnected concepts, as scientific and technical achievements, technological development, innovations, innovative-investment development. It is considered the problems of resuming scientific and technical activity as a constituent of innovative-investment development of Ukraine. The authors worked on the development of scientific and technical sphere of activity status and basic ways of its perfection. The scientists studied the experience of the developed countries in solution of the indicated problem. It is analysed financing of scientific and technical activity in Ukraine. It is underlined the importance of the personal interest of active investors, grants of state guarantees of providing of their financial interests. The authors indicated the necessity of substantial changes for the system of organization of scientific researches. It is proved the urgence of activation of efforts of state administration for forming the favourable investment climate in the country.

The scientific and methodological approach to the evaluation and analysis of the efficiency of system management by innovation factors for sustainable development of national economy from the point of view satisfaction vital interest’s population is developed. This is the calculation of the modernized index human development based on the adjective model based on 26 indicators (social, economic and environmental subsystems), as well as using the methods of the main components and the slip matrix. The resultant value is the modernized Human Development Index (MHDІ) of Ukraine. The architectonics MHDІ of Ukraine in 2007–2017 from the position of sub-indices of the ecological, social and economic subsystems is analyzed. Consequently, the scientific and methodological approach based on the MHDI change allows us to draw conclusions regarding the effectiveness of the work and public administration bodies in the context of making managerial decisions regarding the satisfaction of the vital interest’s population. MHDI considers the main regulated parameter of the system management in the innovation factors of sustainable development in socially oriented economy. The tendency of steady decline MHDI of Ukraine in 2007–2017 on 53.45 % was confirmed, which confirms inefficient state regulation of crisis situations in Ukraine. In order to increase the efficiency management of innovative factors by sustainable development of the national economy, from the standpoint of satisfaction vital interest’s population, it is proposed to intensify the use of public debt and savings bonds, market and non-market methods of relief and debt load. This is due to the fact that at the current stage of development in the national economy, public external debt is one of the most significant indicators of the state economy. It is at the same time a criterion for the effectiveness of public financial policy, as well as a threat and opportunity for the Ukrainian economy. In order to optimize its size, various methods, approaches, tools are used. Based on the analysis of world experience, it has been established that the securities market, in particular debt securities, plays a strategic role in regulating this issue. Therefore, it makes sense to recommend government debt bonds and government savings bonds to optimize the amount of external public debt.

Проаналізовано процес кластеризації територіальних природно-господарських утворень України. Розглянуто основні умови формування інноваційних кластерів на базі хабів з інституціональної точки зору. Запропоновано розрізняти інноваційний хаб територіальних природно-господарських утворень мікро-, мезо- та макрорівня. Виявлено, що критичне значення для формування зрілого інноваційного кластера на базі інноваційного хабу має «потрійна спіраль», точніше – колаборація трьох типів учасників «інноваційної гри», які представляють науку, бізнес та державу. З’ясовано, що реалізація структурних інститутів на зразок інноваційних хабів стане підґрунтям для підвищення інноваційної компетенції й рівня співробітництва між наукою, підприємствами та іншими інститутами інноваційного розвитку.

In the article the authors investigated the problems of the European monetary system functioning. It is emphasized that the EU and the Euro zone are currently suffering from strain and unsolved problems, which do not exclude gradual decrease in the EU countries consolidation and influence. The aim of the article is to analyze present days’ problems of European Union functioning and European monetary system, in particular evaluation their further development perspectives. Debt crisis in the Euro zone sets a question to the single European currency and European integration prospective. It is noted by the authors that as a result of economic crisis Europe are divided into two macro regions, which are unsuccessful “South” and prosperous “North”. Numerous prognoses foresee various scenarios for the situation development, from pessimistic to optimistic ones. However political efforts of the leading EU countries, primarily Germany, France, and the Netherlands are required.

It is emphasized that the EU and the Euro zone are currently suffering from strain and unsolved problems, which do not exclude gradual decrease in the EU countries consolidation and influence. \u0000The aim of the article is to analyze present days’ problems of European Union functioning and European monetary system, in particular evaluation their further development perspectives. \u0000Debt crisis in the Euro zone sets a question to the single European currency and European integration prospective. It is noted by the authors that as a result of economic crisis Europe are divided into two macro regions, which are unsuccessful “South” and prosperous “North”. Numerous prognoses foresee various scenarios for the situation development, from pessimistic to optimistic ones.
