El presente articulo analiza la importancia de los mercados institucionales para el fortalecimiento de la agricultura familiar y para el desarrollo de los territorios rurales. Los autores senalan que los programas gubernamental surgidos en este ambito representan una linea de continuidad desde la aparicion, en 1996, del Programa Nacional de Fortalecimiento da Agricultura Familiar (PRONAF). Los mercados institucionales deben ser vistos como expresion de los enfoques actuales que definen el desarrollo como expansion de las libertades sustantivas. Este es el caso de programas que aseguran la compra directa y anticipada de la produccion para alimentar a las poblaciones del campo y de la ciudad, incluyendo escuelas, guarderias, asilos, etc. Tales programas deben ser perfeccionados pese a la importancia que asumen desde el punto de vista de la inclusion social y de la ampliacion de las oportunidades.

This article aims to discuss the notion of civil society, hegemony and passive revolution in the thoughts of Antonio Gramsci and its relation to the need for implementation of environmental justice. The concept of civil society in Gramsci's view appears as a group of organisms commonly designated as “private”, formed by the organizations responsible for drafting much as the dissemination of ideologies, so understanding the school system, the churches, trade unions, political parties, professional organizations, material culture of the organization, while the concept of hegemony arises within the Marxist tradition as a response to new social settings. Despite its origins in the Russian social democracy and to be present at the thought of Lenin, this concept was developed in a more elaborated by Gramsci. The concept of “passive revolution”, “revolution – restoration” or “evolutionism” is crucial category that Gramsci uses to understand the formation of the modern bourgeois state in Italy (starting from the facts of the Risorgimento, which culminated in the national unification), to define the fundamental features of the passage of Italian capitalism to step monopoly capitalism and to point fascism as a form of “passive revolution”. It is from this understanding that we use the concept of “passive revolution” to discuss pratics the principles of environmental justice, given that this concept applies to many episodes of the story, as well as more generally, the transition from the industrial model capitalist development of the capitalist system of sustainable development. Finally, some features of this thought that influenced the Brazilian political thought, such as: structuralism, the predominance of a macro perspective and the development of a peculiar view of history through historical-structuralist developed by the Commission and the reduced role, or almost nil, the social actors in their analysis.

In this article we analyze three distinct relations between civil society's organizations and State and its consequences for a further democratic development and control. In accordance with Laclau and Mouffe, our analysis departs from the Radical Democracy Theory, for which tensioned relations are inherent and salutary to democratic systems. We found that tensioned relations are presented either as specific conflicts over the meanings of what would be the "State" and certain political projects, either as partnerships.

To meet the goal a literature review was done in seeking to explain how regional economic development happens and how economies transform their sectorial structures. The processes of structural break leads into a cumulative movement in strengthening the economy forward or rewind the regions. The progress can both be stimulated by the growth of the economics activities basis for actions linked directly to the local community.

Compreende-se a producao intelectual do Pensamento Social e Politico Brasileiro como uma forma hermeneutica de conhecimento devido a sua insistencia em interpretar o Brasil em seu processo de formacao. A partir de entao, fundamentando-se na critica de Gadamer, promove-se um questionamento quanto ao compromisso entre a producao de tais intelectuais e a tradicao brasileira, identificada claramente como distante de uma tradicao racional. Por fim, restam questionamentos quanto a efetiva autenticidade na interpretacao do Brasil, reconhecendo as suas particularidades no que diz respeito a constituicao de sua historia, de seu sujeito e, obviamente, de sua sociedade.

Este trabajo se propone hacer una reflexion y analisis sobre el impacto que los marcos de referencia teorico-metodologi cos de los diferentes acercamientos neo-institucionales tienen en la politica social. El trabajo se cuestiona la funcionalidad y continuidad de las instituciones que tienen a su cargo las funciones de disenar e implementar los programas de politica social, dados los cambios profundos que el entorno de procesos de globalizacion economica. El metodo usado principalmente se centra en el analisis critico y en la reflexion. Se concluye que las instituciones de bienestar y seguridad social deben desarrollar las capacidades tecnologicas, organizacionales y administrativas para crear y mantener efectos institucionales que van mas alla de ser conductoras para la eficiencia, la efectividad y el desarrollo equitativo.

Os metodos e tecnicas de pesquisa social encontram-se divididos num dualismo entre quantitativo e qualitativo. O presente artigo se propoe a debater esta oposicao a partir da relativizacao das tecnicas e da totalidade da pesquisa e sua logica interna. Alem disso, o texto problematiza os efeitos deste antagonismo na formacao dos profissionais em Ciencias Sociais, sejam eles pesquisadores ou nao, e na propria pratica de pesquisa. Esta, por fim, pensada para alem dos dualismos metodologicos e epistemologicos, deve ser concebida em sua realidade concreta, historica e social, de forma a se desfazer imagens romantizadas que a circundam. Com isso, torna-se possivel conceber o conhecimento produzido em Ciencias Sociais como resultado de relacoes de poder e hegemonia no interior de um campo academico cujo centro encontra-se fora da realidade brasileira e latino-americana.
