With the rapid development of China's economy, port pollution problems become serious in China. Port efficiency evaluations which take undesirable environmental outputs into consideration tend particularly important. Based on this observation, in this paper, we take pollution emissions as undesirable outputs and employ generalised directional distance function (GDDF) to evaluate the technical efficiency (TE) and comprehensive efficiency (CE) for the 21 coastal ports in China. Results show that: 1) for each of the ports, its CE value is higher than its TE value after considering undesirable output in efficiency evaluation during 2008-2012; 2) TE and CE values of the five port groups differ significantly, and 'strong north and weak south' phenomenon appears; 3) efficiency gaps among ports are obvious; 4) in order to achieve higher CE values, the southeast coastal port group, the southwest coastal port group and the pearl river delta port group need to reduce investment greatly.

Using the progress S-curve as a tool for schedule performance forecasting for ongoing projects can improve the capability of project managers for making informed decisions. The objective of this paper is to provide a reliable estimating for the progress S-curve, which leads to better forecast for both the estimated duration at completion (EDAC) and the probability of success (POS) of the project. This study introduces a new probabilistic forecasting method, which is developed on the basis of the polynomial function as a curve fitting technique, for schedule performance control and for risk management of ongoing projects. The polynomial forecasting method (PFM) has been programmed in a graphical user interface (GUI) for Matlab (R2009a) and it can be applied to all types of projects. A comparative study reveals that the PFM provides much more accurate forecasts than those are generated from the conventional deterministic forecasting methods (CDFMs) and as accurate as the critical path method (CPM). Moreover, the PFM provides confidence bounds for predictions, which in turn can help the project managers to make better informed decisions in the form of corrective and/or preventive actions.

The spillover effect of corporate social responsibility gets little attention from researchers. We articulate a research framework for studying the spillover effect of CSR and discuss some essential research issues including the existence and classification of spillover effect, influential factors of spillover effect, the dominance spillover effect and managerial strategies. The discussion results propose useful implication for further empirical research. Furthermore, we operate a case study. By using Sharpe's one-way analysis of variance to estimate the cumulative abnormal return of stocks, the paper expands the research on contagion effect and contrast effect which are two kinds of spillover effect. The results partially support the research framework, provide us some qualitative understanding of spillover effect and propose some managerial implications.

This paper follows an alternative approach for ranking decision-making units (DMUs) based upon cross-efficiency evaluation in data envelopment analysis (DEA). The approach determines the DMUs' peer-evaluation efficiencies with interval numbers and derives an interval cross-efficiency matrix (CEM), avoiding the need to make a choice of weights according to a specific secondary goal among various alternatives for the decision makers. Absolute dominance is defined to deal with the DMUs with interval efficiencies in the interval CEM. The ranking for all the DMUs is based upon the overall absolute dominance values and any preference information of decision makers are not needed. A numerical example of five enterprise self-innovation projects selection is used for illustration. We also apply the method to performance ranking of 30 National Basketball Association (NBA) teams as a real application and the results show that the western conference has better performance and the southwest division has the best division performance in the 2012-13 regular season.

Many works have proposed the enrichment of database query languages with preferences, aiding the user to better rank the results. In this work we propose and examine the hypothesis that effective preference specification in many cases presupposes knowledge of the information space and the available choices. Otherwise, the expression of intentional preferences can be a tiresome process, leading to non-optimal results. We designed a user study from an information systems perspective, where participants had to express their preferences for buying a new car (intentional preferences) and then select the most preferred car from a list (preferences over specific choices). The results showed that only 20% of the users expressed intentional preferences that led to the finally selected car. The conducted statistical hypothesis testing supports the results with a 1% error. Consequently, we argue that the ability to gradually express preferences while exploring the available choices is beneficial for effectively and efficiently ranking a set of choices.

Reverse logistics has been one of the complex and popular topics drawing attentions of the researchers and practitioners. Recovery of products has many advantages to companies in reducing costs and protecting the environment. In this study, one of the recovery options, namely reuse, is analysed. For this pursuit, a mathematical model is developed to plan production and distribution of the reusable products as well as the new products by considering the forward and reverse flows of the products. The model is a multi-echelon supply chain model composed of multiple customers, multiple distributors, multiple transshipment points, and a factory. Due to vagueness, ambiguity and lack of information in the reverse logistics, the problem is constructed and solved under the fuzzy environment. The model is implemented on a hypothetical supply chain network based on an industrial case, and the results of the model are compared with the results of the other methods.

The selection of the most appropriate network in heterogeneous wireless environment is one of the critical issues to provide the best quality of service (QOS) to the users. The selection of an apt network among various alternatives is a kind of multi criteria decision making (MCDM) problem. The aim of this paper is to describe the applications of three MCDM methods for solving the network selection problem. Fuzzy analytic hierarchy process (FAHP)- VlseKriterijumska Optimizacija I Kompromisno Resenje in Serbian (VIKOR), FAHP-technique for order preference by similarity to ideal solution (TOPSIS) and FAHP-preference ranking organisation method for enrichment evaluation (PROMETHEE) are proposed to choose the best network among the various network alternatives. The ranking performance of various MCDM methods is also compared with each other. This study comprises five alternatives such as wireless local area network (WLAN), general packet radio service (GPRS), universal mobile telecommunication (UMTS), code-division multiple-access (CDMA), worldwide interoperability for microwave access (WIMAX) and ten evaluation criteria namely bandwidth, latency, jitter, throughput, bit error rate, packet loss, re-transmission, cost, security and preference to select the appropriate network.

Group decision support systems (GDSS) and knowledge-based systems (KBS) have the potential to assist information technology service managers make sound decisions. We use narrative enquiry and reflective processes to review two recent projects that designed decision support system (DSS) tools for IT service management. The software mediated process assessment project includes a GDSS module to enable the selection of processes for assessment. The decision support recommendation system for IT service operation used a knowledge base to provide recommendations specific to the problem domain of IT service support. From the use of prior literature, rigorous methods and empirical evidence, contributions are made to ITSM theory and practice. The process selection decision model is a novel and effective combination of balanced scorecard, SERV-QUAL and the IT infrastructure library (ITIL) guidelines. In terms of methodology, the incorporation of task-technology theory in design science research enables design principles to be articulated. Outcomes from projects of this nature demonstrate exemplary cases of success stories where the primary research objective is to develop innovative solutions that work in practice and are grounded in academic rigour.

Taking into account the wealth of e-government services and the complexity of interpreting and implementing changes in government regulations, it is highly complex to manage knowledge about e-government service systems. In this paper, we propose a novel approach to enhance knowledge management of e-government service systems that is capable of dealing with dynamic circumstances by providing knowledge to deal with the extensions or modifications that these circumstances require. We present a pattern-based framework that: 1) balances flexibility and reusability in collaborative management of complex human-supported and software-enabled e-government service systems; 2) enables knowledgeable response to dynamic circumstances by utilising design rationale knowledge. We demonstrate that such a synthesis of capabilities for collaboratively reacting to changing circumstances with knowledge to deal with them has a positive impact on the management of e-government service systems.

The nature of data sources together with the multiple alternative descriptions for the documents available in these sources are continuously evolving. Furthermore, these changes are speeded up by the spreading out of the web and the intensive use of XML documents. However, the main drawback of the logical structure of XML documents is its poorness of the semantics incarnated in documents. Consequently, the need of an approach for determining a semantic structure for an XML document as well as the development of dedicated software tools to handle this structure reveals as an urgent requirement. This paper attempts to alleviate these drawbacks. Thus, it proposes a new approach for determining a semantic structure for an XML document. This structure helps to get much more benefits from the content of documents especially for the decision-making process that should be enhanced with semantic-OLAP for documents.
