This article reports the conceptual design of QMM-HEI-SP: a quality management model for higher education institutions (HEIs) students' performance. This model has been theoretically founded on recommendations from the ISO 9001 IWA 2:2007 international guidelines for HEIs. Higher education services contribute to the economic and social progress of countries, and therefore, the quality control of provided services from HEIs demands a relevant group-based decision-making activity to be properly performed and supported. The QMM-HEI-SP model is represented with a system dynamics modelling approach. System dynamics models have been used previously in the literature for similar purposes, but none has been founded on the ISO 9001 IWA 2:2007 guidelines. This research, thus, review exemplary related studies, and presents the conceptual design of QMM-HEI-SP. We end the article with recommendations for its implementation as a group-based decision support system (GDSS), and for further research.

Nowadays, effective use of internet provides an opportunity to identify successful practices and policies for innovative business models in order to promote regional development through agro-tourism. In Crete, agro-tourism entrepreneurs have developed commercial activities in the internet where customers and firms are linked up together in the exchange of agro-tourism services. This paper aims to assess 29 websites of commercial purpose within agro-tourism sector in Crete and rank them according to 13 content, design, navigation and e-commerce adoption criteria. Each criterion presence is studied and then all the websites were ranked according to these criteria using the multicriteria analysis method of PROMETHEE II (preference ranking organisation method for enrichment evaluation). Results confirm that internet adoption in agro-tourism sector in Crete is in satisfactory level. The findings lead to policy implications for agro-tourism firms' entrepreneurs to use internet technologies and social media as a powerful marketing tool.

Planning and scheduling techniques are the main concern of management of production systems, and the dispatching rules play an important role in scheduling industrial and production segments. In this regard, the correct selection of the facility dispatching rules in a production system is of great importance and selection of the best technique can improve the efficiency of the industrial segments. In this condition, a so called efficiency score can be identified for each dispatching rule according which the best can be chosen. Data envelopment analysis, as a scientific method, is used in evaluation of unit work but the classical models of that cannot present an overall work of the decision making units and in most cases it gives a specific score to more than one unit. As a result, the efficacy computed by this method cannot be suitable for ranking. Evaluation of cross efficiency is one of the suitable methods for ranking which has DEA ranking and, therefore the selection of the best units in different models would be a secondary goal. In this article, the cross efficiency method along with Liang et al. (2008) is used to select the best dispatching rule under secondary goal and a comparison is provided for the new and already used method.

Recently, design change comes to the fore as main cause of delay in construction projects in the Kingdom of Saudi Arabia (KSA). In this study, in-depth analysis of design change as a cause of delay was investigated in both design and procurement and construction phases of the project. Twenty-five design change factors were collected from literature and classified under two categories (during procurement phase and during construction phases). Structured survey was sent to construction project parties (clients, designers and consultants, and contractors) who are involved in the construction industry in KSA and Gulf area. Based on valid responses, these factors were analysed and weighed by using AHP technique. Errors in original design, unforeseen site conditions, change in client's design requirement, and poor communication between project parties gained the highest weights as main causes of design change. Some recommendations were provided to minimise the impact of these factors on project construction.

This paper presents a new framework for the cost estimation of construction projects concerning the significant issues that contractors may face through the life cycle of the projects. The proposed approach is basically constructed on the basis of cost estimation process in the earned value management (EVM) technique. However, it attempts to resolve the present shortcomings in EVM estimation process and take into the consideration the cost-related issues so-called financial issues such as delay in client payment, and the time value of money. Furthermore, in order to cope with the uncertain conditions of real situations, the presented model takes the advantage of fuzzy sets theory which is a well-known method in dealing with the situations where the uncertainty arises. The proposed approach not only extends the theoretical framework of EVM but also gives a real insight into the project future performance. Finally, ten illustrative cases related to construction projects are provided to compare the obtained results of proposed model with the results of the EVM estimation process and to demonstrate how the model can be implemented in real projects.

The aggregate production planning problem is one of the well-known planning problems in industries and manufacturing systems. It is implemented at an aggregated level without the need to provide detailed information about material and resource requirements for individual products. A multi-objective aggregate production planning problem is studied in current paper with four criteria, namely: 1) shortage and inventory; 2) overtime and idle time; 3) manpower level; 4) currency saving in a mid-term planning horizon. After describing the problem, a goal programming model is presented to formulate the problem mathematically and then a fuzzy goal programming model is utilised to encounter the uncertainties encountered in real-world systems. Unlike many previous works, this paper proposes a linear programming model which is solvable in a short time. Finally, to evaluate the performance, both models are verified with real data.

As a young research field, the machine learning has made significant progress and covered a broad spectrum of applications for the last few decades. Classification is an important task of machine learning. Today, the task is used in a vast array of areas. The present article provides a case study on various classification algorithms (under machine learning), their applicability and issues. More specifically, a step by step progress on this area is discussed in this paper. Further, an experiment is conducted over 12 real-world datasets drawn from University of California, Irvine (UCI, a machine learning repository) using four competent individual learners namely, C4.5 (decision tree-based classifier), Naive Bayes, k-nearest neighbours (k-NN), neural network and two hybrid learners: Bagging (based on decision tree) and (fuzzy + rough-set + k-NN: a hybrid system) for head to head comparison of their classification performance. Their merits and demerits (as discussed in this article) are analysed accordingly with the obtained results.

Sfax is an important economic pole in Tunisia, distinguished in all economic sectors of activity by its increasing rate of employment. Besides, many new projects are implemented in Sfax as well as in its suburbs. These factors contribute to increase the necessity of resorting to banks either to deposit the collected funds or to obtain credits. Since banks play an important and indispensable role for the promotion of the national economy, Tunisian banks follow propagation policies in order to ensure coverage of Tunisian territory through the installation of news banking agencies. To maximise its profitability, the 'Tunisian Development Bank' carry out a survey in order to choose the best sites to set up its new agencies. In this framework, we will develop in this paper a preference disaggregation approach based on PROMETHEE method. The proposed approach deduces, in an objective way, PROMETHEE's parameters from binary preference relations provided by the decision maker and then allows ranking the different sites for the setting up of the new banking agency.

This paper presents a hybrid autoregressive moving average (ARMA) and a nonlinear functional link neural network for electricity price forecasting in an Energy market. The functional neural block helps to introduce nonlinearity by expanding the input space to higher dimensional space through a basis function without using any hidden layers like MLP structure. Unlike the conventional functional link artificial neural network (FLANN), the input layer comprises the inputs and tangent hyperbolic functions of the linear combination of the inputs known as the basis functions. The proposed hybrid neural network is trained by an unscented H-infinity filter to provide an accurate forecasting of day ahead electricity prices. The noise covariance parameters of the unscented H-infinity filter are further optimised with an adaptive differential evolution strategy. The studies on PJM, Spanish and Australian energy markets exhibit excellent forecasting results over different seasonal horizons for one day ahead of time.

The distributed query processing suffered from identifying which views are materialised over various distributed sites and optimally communicating these queries for the materialised views from node to node. This paper focuses on using MOLAPs layered structure for indexing the materialised views in the distributed scenario. We propose a new approach Pchrome to index the materialised views in the distributed architecture. Unlike other indexing methods which indexes on the data of the data cube, Pchrome indexes on the lattice structure of the MOLAP data cube, making it more efficient for query processing. We also demonstrated how our method reduced distributed communication cost. We implemented our approach on data cube without concept hierarchies. As a future enhancement we are studying the method with concept hierarchies.
