—Environmental issues in the development of urban areas namely licensing become the main tools in the context of creating a sustainable environment. The implementation of criminal law enforcement for violations of environmental permits due to inconsistencies between regulations in terms of granting Building Permits has been applied through the aspect of the law enforcement instead of concerning the ambiguity in terms of texts in statutory regulations. However, focus more regarding the context in which the law grows and develops, namely in the community. The purpose of this study is to understand the application of environmental criminal sanctions, especially in terms of licensing aspects that can provide legal certainty. By using the juridical normative method, that legal norms have governed a good and healthy environment and constitute human rights and constitutional rights for every citizen. The reality of law enforcement regarding licensing issues in environmental law includes Amdal or UKL-UPL which must be owned by business actors or initiators of activities, as mandated through Law No.32 of 2009 concerning Environmental Protection and Management. These basic norms become the legal basis into technical regulations in the form of Regional Regulations as a local regulation that must be synchronous and harmonious with the existing regulations. Synchronization and harmonization of norms is an absolute prerequisite to ensure legal certainty which is the ultimate goal of the process of working with the law in the dynamics of social change.

—Dinas Pendidikan Indramayu is the agency responsible for carrying out development in the field of education that refers to increasing human resources. The quality of work in the Department of Education is arguably lacking because employees do not have high job satisfaction in learning or working, the quantity of work. This study aims to determine the effects resulting from personality, empowerment and leadership on the job satisfaction of staff in Dinas Pendidikan Indramayu and personality and empowerment on leader. The method used in this study is quantitative associative, the population in this study was 105 employee using the Slovin formula obtained by the sample of 83 respondents from the staff of Dinas Pendidikan Indramayu who were assigned. Research instruments used questionnaire. The data was collected by using staff response instrument relating to the personality, empowerment, leadership and job satisfaction of staff Dinas Pendidikan Indramayu. Data processing were analyzed using path analysis with help software IBM SPSS 24 and LISREL 9.30 Student. There is a significant relationship between from personality, empowerment and leadership on the job satisfaction and there is a significant relationship between personality and empowerment on leadership.

It is the pegon's script, as the script used in this study, is a product of the adaptation of two cultures; Arab and Javanese. This text not only describes morality which is very closely related to spirituality, but emerges local culture [2]. The acculturation of this script's model has not become a serious study among observers of our culture except that it is limited to the study of the pegon script as a product of the adaptation of Arabic and Malay culture born in Java. The majority research is a study of the acculturation of Arabic and Javanese Arabic culture has always focused on raising physical evidence of buildings and architecture in ancient history, whereas before 1883 AD on certain studies, Crawford had put forward the proposition that the indigenous inhabitants of Indonesia and the Malays had accepted Islam straight from Arabs. But after 1883 AD the opinion began to be refuted by scholars with a variety of opinions about the entry of Islam in Indonesia / the archipelago. The diversity of these opinions relates to which region Islam in Indonesia originated, who brought it, and when was the entry of Islam into Indonesia [3].

—This study aims to develop the teaching materials for speaking Mandarin language based on a quantum approach. The materials are developed based on the target needs and in line with the students’ learning styles. This study analyzes the lecturer’s and students’ needs in the domains of learning styles, learning goals, themes/topics, learning materials, learning strategies, learning methods, learning media, and evaluation. This study employed qualitative and quantitative approaches by distributing a questionnaire to one lecturer and 19 students. The results revealed that the lecturer and students needed new teaching materials delivered by the quantum approach. The domains with the largest percentage of presentation were learning objectives 100%, themes/topics 100%, speaking teaching materials 95%, learning media90%, and student-centered method 63%.

—Disparity in decision often occurs in corruption cases because the judges have their own independence to decide corruption cases without full consideration. For example, people with the same case and position, but they can get a different sentence. It is impossible to omit disparity but the number of disparity can be reduced to give equal justice for the perpetrators and victims of corruption. Disparity is an inequality in criminal sentencing which is the result of unfair or unexplained causes, rather than a legitimate use of discretion in the application of the law. This article aims to analyse the corruption decision trends in Indonesia and disparity factors. This study used normative legal research as the research method. The writers gain data from the literature review. To ensure the data, the writers used triangulation. The findings of this study are that the judges’ decision on corruption cases vary in each level and the factors of judges’ disparity are influenced by inter-jurisdictional disparity, intra-jurisdictional disparity, or intra-judge disparity.

—Baduy tribe is one of traditional community that live in Banten, Indonesia. They live in groups that still uphold to their ancestors’ habits especially in farming. The purpose of this article is to explain their habits and prohibitions in their community in perspective of soil and water conservation. We used direct observation and literature review to describe the prohibitions. There are several prohibitions that they adhere to such as they cannot enter to the larangan forest, they are not allowed to tillage and change the contour of soil, using the chemical in farming (pesticide and inorganic fertilizer), making an irrigation that can change the river flow, and they can cultivate some crops in specific area. All of those rules prevent the environmental damage such as erosion, landslides, flood, drought, and water pollution. The other advantage of the prohibition is preservation of the biodiversity. Their traditional life makes a unique way for them to save the forest and river including springs from the environmental damage.

—The use of the fuzzy number is not doubtful in psychological domain. The fuzzy number provides a more real and flexible conception of psychology variable. The correlation between two variable and its form of fuzzy data can’t be determined by using Pearson correlation. The correlation analysis to analyse two fuzzy correlations has been majorly introduced by some experts. Meanwhile, this article is aimed at determining multiple fuzzy correlation formula based on multiple traditional correlations. Henceforth, to demonstrate the multiple fuzzy correlation formula, the three psychological variables are involved; those are the mathematical anxiety and efficacy as well as the attitude toward mathematics. These three variables were taken from 245 respondents; students of vocational high school 11th grade. The comparison analysis between fuzzy multiple correlation and traditional multiple correlation is finally discussed in this article.

—Over the last two decades, tourism industry in Indonesia has been undergoing. One of its significant carried out by the role of local government. Its unit particularly in Cirebon, has a profound influence on the local tourism industry, and plays a part in conserving the potentials. Thus, the current study aimed to investigate the role of duties and functions carried out by the local government unit due to the development of tourism sector in the city of Cirebon. This applied a qualitative method after initial review of relevant literature. Department of Culture and Tourism Youth Service (Disporbudpar) was chosen as the subject by conducting un-structured interview with some administrators. The results revealed that the main duties and functions of the unit were include: a). Formulating technical policies; b) Organizing government affairs and public services; 3) Providing guidance and implementation of tasks; and 4) Performing other duties given by the City Mayor in accordance with their main duties and functions in tourism sector. However, some possible factors were found as the implication. The role seemed to have less participation in the development of tourism sector in the city for some constraints. These include less support of budget allocation, unsettled Regional Tourism Development Master Plan (RIPPDA) and inadequate human resources supporting this sector.

Water has a very important role in increasing agricultural productivity. Irrigation provides a significant contribution in providing water. The problems are (1) which regulations can be used as a basis for irrigation management in line with the Regional Government Law after Law No. 7 of 2004 concerning Water Resources was declared non-binding based on MK Decision; (2) how to form the regulations that can encourage optimal irrigation management in developing agricultural industries? Specifically, this study uses analytical descriptive method, with a normative juridical approach where legal materials in primary, secondary, and tertiary as the main analysis material. The results of the study on Law No. 11 of 1974 concerning Irrigation, PP No. 23 of 1982 concerning Irrigation, PP No. 20 of 2006 concerning Irrigation, Law No. 23 of 2014 concerning Regional Government jo Law No. 9 of 2015 show that existing regulations cannot be used as a basis for irrigation management, and are not in line with the Regional Government Law. The formation of regulations is carried out through a comprehensive, integrated and harmonized legal construction.

—Diarrhea is one of the major public health problems in Indonesia. The high incidence of diarrhea can be affected by several factors such as lack of knowledge and treatment of diarrhea in children under five years old. Giving information of diarrhea management can reduce its incidence on children. The objective of this study was to determine the influence of counseling for the treatment of diarrhea to the knowledge and attitude of mothers to bring children under five years to Primary Health Care. The method used in this research is a quasi-experimental method. Mothers with children were taken as Subjects. A simple random sampling was used to choose 96 subjects then given questionnaires about the knowledge about the treatment of diarrhea. The results was analyzed using the Wilcoxon test and shows the significant value of under 0.001. The less than 0.05 significant value shows differences in knowledge and attitude before and after given information. The level of mother knowledge about the treatment of diarrhea after given counseling higher than the mother's knowledge about the treatment of diarrhea before being given counseling.
