Nowadays, when the digitalization is happening around the world, someone who uses computers, mobile devices and other equipment well, easily browses, searches and filters data, information and is able to create digital content, is considered as a person with basic digital skills. In this context, the Government of Mongolia announced to become a "Digital Nation" and to form competitive and creative citizens as well as enhance the quality of life of Mongolian citizens. At the core of this policy, there will be citizens who have the appropriate skills of utilizing ICT. The research was carried out with the aim to identify the digital skills needed by citizens on a daily basis and determining the current state of digital skills. There is a need to review some of the competences included in the 12 competency frameworks with 3 domains developed by the Universal ICT Competency Framework Working Group, and improve and compare to competences in other countries. Newly identified competence groups need to be redefined based on the research. In order to support/develop citizens’ digital skills necessary for everyday use, special programs will be required to be implemented that reflectconsider their place of residence, age, gender, employment and household income.

Unmanned Aerial Vehicles (UAVs) play an increasingly pivotal role in day-to-day rescue operations, offering crucial aerial support in challenging terrain and emergencies, such as drowning. Drone hangars are strategically deployed to ensure swift response in remote locations, overcoming range-limiting constraints posed by battery capacity. However, the UAV's airworthiness, typically ensured through conventional inspections by a technical individual, is paramount to guarantee mission safety. Over time, UAVs are prone to degradation through contact with the external environment, with propellers often being the cause of flight instability and potential crashes. This paper presents an innovative approach to automate UAV propeller inspection to avert incidents preemptively. Leveraging visual recordings and deep learning methodologies, we train a Convolutional Neural Network (CNN) model using both passive and active learning strategies. Our approach successfully detects physical damage on propellers with an impressive accuracy of 85.8%, promising a significant improvement in maintaining UAV flight safety and effectiveness in rescue operations.

Impact detection using piezoelectric sensors is an actual and widespread research field. The current work provides an approach for a real-time realization of an impact detection system using deep learning methods. For realization a hardware software co-design approach is used utilizing hardware acceleration by a continuous pipelining FPGA structure. The concept describes the hardware software partitioning of the underlying functions and the methodology for ensuring continuous data processing and the associated real-time capability. The behavior of the hardware is realized with the help of a finite state machine and thus the correctness of the data is ensured and the impact identification is realized. The results show the real-time capability as well as a reasonable resource utilization of the FPGA design.

This paper describes an importance of development needs of professional teachers at vocational education and training institutions in Mongolia. Study group consisted of 14 public and private vocational education institutions and 285 professional teachers participated in the survey. The purpose of this study was to determine the needs of teacher training and professional development at vocational education and training institutions. In particular, the relationship between the needs of teachers and the factors that influence them have been analyzed within the framework of the survey. For statistical analyses, variation value, reliability analysis, KMO and Bartlett’s test, commonality of variables, correlation analysis were performed. The findings indicated that it is necessary to implement various policies and activities to support and develop school-based activities and support them financially in order to ensure the professional development of teachers. Also, it is required to consider the teacher development of training content and improvement of training courses to support the development of teachers of vocational education and training. Moreover, there is need to operate the content of training for teacher development. The paper concludes with recommendations for further investigation.

With the increase of population aging, chronic diseases and accidental injuries, more and more people are facing the plight of diminished or even lost walking ability. As a kind of mobile service robot, the smart wheelchair has strong environmental adaptability, smooth motion control and friendly human-computer interaction experience, and is an indispensable tool in rehabilitation engineering and elderly assistance engineering, which has important research value and social significance. In this paper, the system structure framework of the multi-function smart wheelchair and the specific technical scheme of each module are formulated based on the modular design idea, and the intelligent control hardware platform with Arduino UNO controller as the core is built to complete the control software writing, and an intelligent wheelchair for the elderly and disabled guardianship is designed. This multi-function smart wheelchair combined with IoT technology can realize distance navigation, obstacle avoidance, medication reminder, sign measurement, remote monitoring, GPS positioning, and upload information through OneNET cloud platform, which can view the location of the wheelchair and the safety status of the elderly from the map in real time in the cell phone APP and PC backstage, in order to improve the control and monitoring capability of the wheelchair.

With the rapid development of technology and advancements, unmanned vending machines have emerged as the primary contactless retail method. The efficient and accurate implementation of automated identification technology for agricultural products in their distribution and sales has become an urgent problem that needs to be addressed. This article presents an improved YOLOv7 (You Only Look Once) algorithm for fruit detection in complex environments. By replacing the 3×3 convolutions in the backbone of YOLOv7 with Deformable ConvNet v2(DCNv2), the recognition accuracy and efficiency of fruit classification in YOLOv7 are significantly enhanced. The results indicate that the overall recognition accuracy of this system for ten types of fruits is 98.3%, showcasing its high precision and stability.

With the gradual increase of highway coverage, the frequency of road cracks also increases, which brings a series of security risks. It is necessary to detect road cracks, but the traditional detection method is inefficient and unsafe. In this paper, deep learning is used to detect road cracks, and an improved model BiTrans-YOLOv5 is proposed. We add Swin Transformer to YOLOv5s to replace the original C3 module, and explore the performance of Transformer in the field of road crack detection. We also change the original PANet of YOLOv5s into a bidirectional feature pyramid network (BIFPN), which can detect small targets more accurately. Experiments on the data set Road Damage show that BiTrans-YOLOv5 has improved in Precision, Recall, F1 score and mAP@0.5 compared with YOLOv5s, among which mAP@0.5 has improved by 5.4%.
