The business environment is rapidly changing and in order to create a competitive advantage in the market, organizations are facing the problems of attracting highly skilled employees, hiring and training the right people for specialized jobs, and effectively managing the talent pool and succession pool. In the 21st century, when advanced technologies such as artificial intelligence, big data, robots, and automation are exploding in the labor market, some jobs are disappearing and new careers are being created, organizations need to prepare employees for these changes. Therefore, by studying the experiences of foreign and domestic organizations that implement talent management in conjunction with learning and development in large organizations of the Mining industry in Mongolia, the goal was to study the importance of retaining and engaging employees with special skills, properly evaluating and developing their capabilities, and the possibility of productive work. With the rise of food safety traceability, unmanned supermarkets and autonomous shopping, the automatic identification technology of agricultural products such as vegetables in circulation and sales has become an urgent problem. This paper designs an intelligent vegetable identification system based on MobileNet to solve intelligent identification problem of vegetable sales in supermarkets. The system includes main control core, visual processing module, pressure sensor, voice broadcasting module and display module. When the system detects that there are vegetables to be weighed, the visual processing module completes the classification of vegetables, broadcasts the name, unit price and total price of vegetables by voice, and displays the weight, unit price and total price by OLED. The machine vision processing module is constructed by deep separable convolution (DSC). It realizes the separation of channels and regions, so it has high computing efficiency and is more suitable for embedded devices with low memory space. The experimental results show that the overall recognition rate of five vegetables reaches 97.33% under three kinds of illumination. The system has the advantages of stability, intelligence and convenience.

E-learning is being considered one crucial method of education, and various models and methods are being used to test its implementation and accomplishments. Among many, the DeLone MacLean information success (IS) success model is the most widely used in the assessment of e-learning systems’ success evaluation. The aim of this research was to study the effectiveness of the platforms used in e-learning at the Mongolian University of Science and Technology. In this study, we used the D&M IS Success Model to examine whether e-learning can be a successful transmitter of knowledge. Our intention was to assess the success of e-learning by the D&M IS Success Model, define the impact of current e-learning practice on individuals, and identify the factors that affect the quality. The survey covered 685 undergraduate and graduate students of the Mongolian University of Science and Technology. Results demonstrated that high-quality systems and information upsurge the individual impact. In addition, increased and continuous usage of e-learning systems plays a mediating role between system quality and individual impact. To ensure the continuous use and effectiveness of e-learning systems, special attention should be paid to factors such as service quality, systems’ simplicity and flexibility, and customer satisfaction.

The development of clinical medicine to a certain extent depends on the level of prognosis of surgical patients. In prognosis, the method of regression analysis is widely used. Prognostic scales help to assess the risk of complications in patients after surgery, which allows the use of relatively more effective diagnostic and therapeutic measures. The aim of the study was to develop the integral mathematical characteristics of the prognosis of the outcome at surgical treatment of benign parotid tumors, adequately describing the pathological process. When constructing a mathematical prognostic model, its parameters were subject to the requirement of their efficiency above ??95% according to the t-criterion. The purpose of the mathematical modeling was to statistically adequately link the complications of surgical treatment of parotid tumors with clinical and diagnostic data. The developed mathematical model made it possible, on the basis of significant clinical and diagnostic data in patients, to identify prognostic factors for the development of paresis of the mimic muscles of the face in the surgical treatment of benign parotid tumors. Based on the studied correlation analysis, the significant (??0.05) clinical prognostic factors for the development of paresis of the mimic muscles of the face after the operation of partial superficial parotidectomy were revealed: gender, patient’s age, cytological result, sonoelastographic strain-ratio value, computer tomography or magnetic resonance imaging of tumor size. Also, the prognostic factors for the development of paresis of the mimic muscles of the face during the parotidectomy and the extracapsular dissection of the lower pole of the parotid gland were determined. In the result the certificate of the official registration of the computer program was received. The possibility of prognosis of the complications of surgical treatment in patients with parotid tumors has also been developed in order to reasonably carry out more effective therapeutic and rehabilitation measures.

At a time when the learner is occupying the center stage in the whole process of knowledge dissemination and assimilation, it is time for the centers of learning, particularly the Higher Education Institutions (HEIs) to provide learning resources in multiple formats that are fully mapped to their course curricula. ‘Learners’ Trove’ is one such innovation that takes advantage of the power of Information and Communication Technologies to provide digital platform of learning resources to the students and teachers. Objective: The paper discusses the challenges faced by the students of a semi-urban college in conventional methods in accessing suitable content for their studies and how the introduction of ‘Learners’ Trove’ – a digital platform of learning resources enabled better access to learning resources in multiple formats. Technology or Method: DSpace, a popular open access repository software is used as a platform to host various formats of learning resources. Results: Multimedia learning resources such as ebooks, e journal articles, videos, audios, presentations, scanned copies of the notes distributed by the teachers in the classrooms, simulations, previous years’ question papers, etc., are mapped to the syllabi of respective programs and hosted on a searchable platform, resulting in greater student satisfaction and better performance of the students. Conclusions: There is a palpable sense of optimism among students and teachers about this digital platform and more and more users are actively making use of this platform for their academics. Clinical Impact: Owing to the ready acceptance of Learners’ Trove by the college students, many colleges run by the Society and other colleges in vicinity are now considering designing and developing a similar platform for their faculty and students.

This paper addressed an UAV-based solution for forest inspection from the aspect of data processing. Insect infected trees can be identified from aerial imagery. The forest inspection data processing divided into two main phases, which are tree detection and tree localization. For the tree detection task, the Deep Learning-based approach has been used. In this study, a conventional and active learning method have been used for the training. In order to map the detected trees from the video frame to geographical locations, a custom geo-localization algorithm has been developed. The proposed system loads the inspection video as an input and calculates and outputs the detected trees’ GPS coordinates. In the calculation Digital Elevation Model and camera parameters are used in addition to drone geo-data to calculate the tree positions.

Augmented Reality (AR) is an emerging form of experience in which the Real World (RW) is enhanced by computer-generated content tied to specific locations and/or activities. Over the last several years, AR applications have become portable and widely available on mobile devices. AR is becoming visible in our audio-visual media (e.g., news, entertainment, sports) and is beginning to enter other aspects of our lives (e.g., e-commerce, travel, marketing) in tangible and exciting ways. The aspects of the use of augmented reality technology in the system of higher education are considered. The findings reveal an increase in the number of AR studies during the last four years. The most reported advantage of AR is that it promotes enhanced learning achievement and also of interest to the younger generation Some noted challenges imposed by AR are usability issues and frequent technical problems. The advantages and limitations of using this technology are given. The prospects for the use of augmented reality technology in the educational environment are considered.

The 2022 “Frontier of Educational Technology” summer school was held by the Department of Educational Technology, Graduate School of Education, Peking University from July 4th 2022 to July 8th 2022. In order to ensure the learning quality, a small private online course was designed for the first time. A series of learning activities such as ice-breaking trip, expert lectures, group discussions, and group presentation were carried out with the help of the course management system, live broadcast platform and social media groups. We analyzed the data recorded by the course management system and found that more than half of the students participated in all learning activities, and the final completion rate of the summer school is as high as 89.86%. An online questionnaire was used to examine students’ subjective responses to the pedagogy and course performance. The results showed that the average score of almost all the questions in the questionnaire is greater than 4.3 points (out of 5.0), indicating that most students are satisfied or very satisfied with this pedagogy. Suggestions for improvement and future expectations are put forward, and can provide a reference for the full-online SPOC practice and research that are being widely carried out around the world.

In order to ensure the learning quality, a small private online course was designed for the first time. A series of learning activities such as ice-breaking trip, expert lectures, group discussions, and group presentation were carried out with the help of the course management system, live broadcast platform and social media groups. We analyzed the data recorded by the course management system and found that more than half of the students participated in all learning activities, and the final completion rate of the summer school is as high as 89.86%. An online questionnaire was used to examine students’ subjective responses to the pedagogy and course performance. The results showed that the average score of almost all the questions in the questionnaire is greater than 4.3 points (out of 5.0), indicating that most students are satisfied or very satisfied with this pedagogy. The COVID-19 pandemic is a game changer in capacity development. It has enabled governments to recognize that aside from shifting to digital processes and procedures, digital technology can also contribute to the development of capacities as well as future skills of public servants. This paper discusses digital education and its role in developing the capacities and future skills of public servants in the context of the Master of Public Management Program of the University of the Philippines Open University. It also presents how activities can be re-designed to develop future skills.
