Analysis for use coastguard Offshore Platforms or SWATH Patrol Vessels in the Colombian Pacific Ocean 哥伦比亚太平洋海岸警卫队海上平台或SWATH巡逻艇使用分析

The average cocaine seizure rate of coast guard operations in the Colombian Pacific can be improved. To enhance this indicator, detection and interdiction must be improved. Therefore, the option of using an offshore platform with better detection means, and several Rapid Reasponse Units (RRUs) stationed offshore, is being analyzed. As a result, offshore platforms are neither feasible nor viable due to the depth of the sea floor (> 2 km), but SWATH platforms can be used. The parametric design of two SWATHs is performed and an operational evaluation is made of the different current units and SWATHs. The operational evaluation of the different current units and the proposed SWATHs is carried out and contrasted with their acquisition and life cycle cost, showing that the SWATHs have a better efficiency/cost ratio. Therefore, they can be considered as an alternative to improve the efficiency of cocaine seizures and other coast guard operations.

Conceptual design of coastal patrol vessel (CPV) with flight deck for the reception and deployment of helicopter 沿海巡逻艇(CPV)的概念设计,带有用于接收和部署直升机的飞行甲板

This paper presents the development of the conceptual design of a coastal Patrol vessel with the capacity to receive and deploy a helicopter, in order to increase the efficiency of coastguard operations developed by the Colombian National Navy. As a starting point, the design of the coastal patrol vessel built by Cotecmar and named CPV46 was taken, on which modifications were implemented in its main dimensions and distribution of spaces, which allowed to include a flight deck to receive a BELL 412 EP helicopter, complying with the regulations for this type of operations.This design was developed based on the design spiral method, where each turn of the spiral includes estimates and performance calculations influenced by each other and corresponding to the different stages of the design. For this work, the conceptual design was divided into eight booklets containing the state of the art, mission profile, capacity sizing, naval architecture, propeller selection, generator selection, stability study and cost estimation, concluding in the feasibility of the design based on its cost at a conceptual level.

Maintenance costs estimation for a mid-tier Shipyard 中端船厂的维护成本估算

This document presents a detailed shipyard maintenance cost analysis. The first step was to gather information on some industries maintenance studies, to estimate the adequate maintenance budget for a medium size shipyard. A methodology to calculate the approximate maintenance budget is proposed, through a benchmarking of recommended maintenance costs.

The diving and salvage school of the Colombian Navy offers training in rescue maneuvers, with the purpose that students acquire the skills and abilities required for effective surveillance, protection and attention of people and materials at sea that may involve dangerous situations or threaten human life. Therefore, the teaching and learning skills of student divers have to be improved. The purpose of the project is to design and build a bongo that will allow the students to effectively observe the applicability of the fundamentals of physics such as: Archimedes’ principle, Boyle’s law and Pascal’s principle, as a theoretical and practical tool that serves as effective training on rescue maneuvers in real time for students and under controlled conditions at the facilities of the Diving School of the Navy in the city of Cartagena. For its execution, exploratory research was carried out and a deductive method was applied, which began with the planning study and shipbuilding method used by COTECMAR, followed by the analysis and use of materials as a result of the experience of the Naval Base BN1 “ARC BOLIVAR” in this type of constructions. Construction manuals for rescue equipment of the United States Navy were also used as references. The existing BONGO ARC “CASA”, was used as reference and its information served as an input for naval architecture calculations and finally allowed the construction of the Bongo with the technical specifications required for training in this area of knowledge. The device was put into service for the Diving and Salvage School as a learning tool, maintaining proportional and aesthetic characteristics that provide ease, comfort, safety and efficiency during the instruction and decision-making process at a low cost and minimizing the risk of accidents

Se utilizó un modelo a escala DARPA Suboff para el desarrollo de una metodología de análisis para las desviaciones geométricas del casco, con el objetivo de controlar la calidad del modelo del proceso de fabricación. Las coordenadas tridimensionales de la superficie se obtuvieron a través de un estudio fotogramétrico y se analizaron en base a herramientas estadísticas. Los resultados se clasificaron de acuerdo con los estándares de tolerancia geométrica del ITTC y DIN ISO, lo que permitió investigar el cumplimiento del modelo con dichos criterios y estudiar las desviaciones geométricas locales.

Process of design an eco-friendly catamaran to extract aquatic plants 环保双体船提取水生植物的设计过程

This paper presents the design of an eco-friendly catamaran that follows two design methodologies, one focusing in the importance in the needs of future users and the other the spiral boat design methodology. The prototype is going to take advantage of the unique form of a catamaran and use the space available between the points of flotation for the process of extracting small plants and light plastics from the surface of recreational lakes. With the prototype the esthetics and also the aquatic ecosystem of the lake would be better preserved. The application of the prototype, could improve the time required to recollect the duckweed and only required one operator; however, the potential of this project is significantly bigger as it could be used as a method to extract superficial contaminants in garbage patches in the ocean and lakes without harming the species still in the zone of operation. Good practices of engineering are going to be use for the design of the catamaran, as well as for the selection of the necessary components.

The divers of the Colombian Navy carry out search and salvage operations of equipment that are submerged in maritime or fluvial areas. To be effective, the diving and salvage department must have appropriate equipment to ensure the completion of the inspections carried out; however, since underwater dive inspections are carried out in difficult access or dangerous places, it is necessary to use specialized equipment such as remote operation vehicles - ROV, where the urgent need to implement a launching system for the immersion and subsequent extraction of such equipment is identified. As a result of the existing problem, the project is built with the purpose of creating a prototype for the immersion and extraction of a “SAAB SEAEYE FALCON” ROV, thus facilitating inspections and reaching depths of 300 meters. For its construction, exploratory research was carried out and a deductive method was applied; modeling was performed using SolidWorks software as a tool for its construction that allowed identifying the best electromechanical structure, and the component to be used for its construction was identified through the study of pure and composite materials, which processes allowed designing and building a LARS prototype that met the operational objectives for which it was proposed.

Formación profesional naval en el estado amazónico 亚马逊州的海军职业培训

Este artículo tiene como objetivo presentar los esfuerzos que se están haciendo en el Estado de Amazonas para la formación profesional naval, desde 2004 hasta la actualidad. Teniendo en cuenta la situación de que el Amazonas está ubicado entre los más grandes polos navales de Brasil, se hace entonces necesario formar al personal para las demandas de construcción, reparación y mantenimiento de las embarcaciones fluviales en los astilleros. Las alianzas con institutos de educación profesional del gobierno, formaron técnicos en construcción naval y las alianzas con instituciones de enseñanza superior privadas y otras organizaciones no gubernamentales, buscaron formar nuevas visiones para los ingenieros y arquitectos que desconocían el mercado naval. Se presentarán en el artículo los modelos de cursos aplicados y sus respectivos focos, y los resultados de las sinergias con otras instituciones de enseñanza superior, con el mercado, con los astilleros y con los profesionales formados.

The complexity of projecting and designing a ship requires a work sequence that covers at least three main areas: (1) Concept engineering; (2) Basic engineering; (3) Detail engineering. This paper explains the design transition that exists (or should exist) between concept engineering and the final product, emphasizing the existing contractual relationship with the shipbuilder, especially in the initial definition of the project and the influence on construction aspects.

Autonomous Shipping and Cybersecurity 自主航运和网络安全

Currently, as a result of new communications technologies, autonomous ships are even closer to our seas than we could think. But, besides un-doubted advantages, it gives rise to uncertainties and challenges in several aspects, which include those related to the fields of cybersecurity and legislation, in relation to international regulations and national laws. The aspects of autonomous shipping are included in the information regulations of Bureau Veritas, and additional specific tags have been created to collect the cybersecurity/cyberprotection aspects of such ships. The objective of this article is to present the current status and the foreseeable evolution of the regulations on autonomous shipping from the point of view of a Classification Society, as well as the current evolution of the methodologies concerning cybersecurity.
