A Model of a Large Company’s CSR and Transformational Community Engagement Strategy for SME Development 大型企业社会责任模式与中小企业发展转型社区参与战略

This article presents a framework for a transformational community engagement strategy which has been implemented by Dharma Bhakti Astra Foundation (YDBA). It discusses the process under which a large company institutionalizes its corporate social responsibility (CSR) strategy, policy, and actions in developing small and medium enterprises (SMEs). Since 1980 the company has strengthened the capacity of 10,374 SMEs, which had created 65,855 jobs by 2017. The paper shows the linkages between the concepts of CSR, transformational community engagement, social capital, and sustainability performance of a company. This study applies a qualitative case study to investigate why and how one of the largest public listed companies in Indonesia decided to play a role in developing SMEs as its CSR program; how transformational community engagement strategy is used in implementing the CSR program; and how the SME programs contribute to the company’s triple bottom line through social capital development. The study finds that a large company can complement the government’s roles in SME development, by sharing its knowledge and expertise, providing finance and market access, and also building social capital for SMEs. By doing so, the company enables SMEs to participate in economic activities and work collaboratively with the company in achieving sustainability performance for both the SME and the company. The conceptual framework developed from this study contributes to theory by clarifying the linkages between the concepts of CSR program, community engagement, and social capital. In practice, the framework can help business practitioners to design their CSR programs through community engagement. In reality, the ASEAN Business Advisory Council meeting in 2017 had considered YDBA’s SME development program as a role model for other large companies operating in the region.

Development of Innovative Picture Storybooks to Empower Parents and Teachers for Early Childhood Education in Nutrition and Social-Behavior in Jakarta 开发创新的图片故事书,为雅加达的家长和教师提供营养和社会行为方面的幼儿教育

Indonesia is experiencing a double burden of malnutrition, especially in young children. Many studies show that community empowerment and nutrition education are effective at reducing the risk of malnutrition when combined with attractive tools and appropriate nutrition and parenting messages. Therefore, we developed innovative picture storybooks as a fun learning tool to equip teachers and parents with a way to improve their understanding and awareness of the quality of early childhood dietary habits and social behavior. The study consisted of three stages, including formative research, book development, and evaluation. Our formative research triangulated information on preferences and key messages on food, nutrition, parenting, and child characteristics through focus group discussions (FGDs), in-depth interviews (IDIs), and observations of school food environments. The FGDs were held for the children (n=6), teachers (n=6), and mothers (n=6). The IDIs explored opinions from a story teller, a nutritionist, a communication expert, a child psychologist, and an illustrator team. Finally, books were developed by the researcher and evaluated by the expert team (n=10) and teachers (n=8). The study took place in early childhood education centers and kindergartens in Central Jakarta’s urban areas. Children preferred picture storybooks that represented a unique condition of magical power and provided characters from the fantasy genre. Following the IDI’s recommendations and observations, three picture storybook series were developed: healthy snacking, integrated with messages to stimulate a child’s disciplined behavior; eating vegetables, especially green ones, with the motivation to increase truthfulness; and a healthy eating portion guide with a variety of foods combined with messages to motivate grateful attitudes. The book content integrated key messages on nutrition, parenting, and social behavior with unique characters and colorful pictures. The expert team recommended the appropriate development of the picture storybooks and emphasized paying attention to clear genres, text structure, content, themes and ideas, language, vocabulary, illustrations and graphic design, and messages delivered. The picture storybooks present key messages on nutrition, parenting, and child behavior using an attractive, colorful and unique appearance. These books can be used to teach early childhood nutrition and parenting intervention by integrating them with other approaches such as story-telling, eating meals together, and other supporting activities.

The urban forest project as an extension of landscape immersion and a way to support community engagement in the Ragunan Zoo, Jakarta 城市森林项目是景观沉浸的延伸,也是支持雅加达Ragunan动物园社区参与的一种方式

This article examines necessary elements to be considered in designing urban forest at the Ragunan Zoo, Jakarta, as part of increasing the role of the zoo to educate people on animals and their habitats. The purpose of the community project conducted by the Architectural Team from the Universitas Indonesia is to assist the management of the Ragunan Zoo to develop part of the zoo area as an urban forest. The Zoo has already an intention to incorporate the urban forest not only as recreation space but as part of a larger development of the zoo that focuses more on the welfare of the animals and creating a memorable experience for visitors. The idea of landscape immersion, an approach in zoo design that incorporates the needs of both visitors and animals so that the zoo can be a place for education, conservation, and recreation, prioritizes the welfare of animals and natural conditions instead of focusing only at aspects related to human comforts. The development of the urban forest is intended to be a successful example of designing landscape and natural environment for the zoo. Accordingly, urban forest can support community activities and the need for green and open spaces for Jakarta. In doing so, this article outlines the importance of urban forest and addresses the benefit of good design for the zoo and providing green space for the city. Finally, this piece provides case study examples describing the context in designers use their knowledge and ability to help the management to collaborate with university and community in the development of the zoo, especially with the focus on urban forest as an extension of landscape immersion. In conclusion, through community engagement, not only the management can have design proposal but also students of Universitas Indonesia can take part in the design process of the urban project and connect with communities in the city.

Community engagement in teaching-learning: A pathway to quality education 社区参与教与学:通往优质教育之路

In response to the demands of a changing educational system in the Philippines, this study sought to improve learning performance and faculty development through professional learning community engagement using a research lesson framework, a Japanese approach to professional development. The purpose is to identify how effective research lessons and community engagement can be in improving the quality of teacher and student performance. Using a narrative inquiry approach within a research lesson framework with four classes of Social Dimensions of Education and pre-service teachers, the study results netted a rich exchange of ideas, engaged student and teacher performance, and deconstructed the privacy of lesson planning.

Diffusing Signage as a Visual Communication in Applied of Pico Hydro Technology in Batu Roto, Bengkulu Province, Indonesia 在印尼明古鲁省Batu Roto应用微型水电技术作为视觉传达的扩散标识

Communication plays an important role in spreading idea. This paper describes the important role of visual communication in our community engagement activity conducted in 2017, particularly in signage and the power to difuse information of Pico Hydro technology within Batu Roto village, Bengkulu Province, Indonesia. The community engagement itself is based on multidiscipline point of view, specifically communication and engineering. Pico Hydro is commonly used worldwide to generate electricity in rural area, and thus very useful for rural electrification. We conducted research to fulfill the needs of our plan in the community engagement and used communication development theory to support the program outcome. Communication development theory has a focus on dissemination of innovation. The method of this study is desk research such as the psychology of colour and typography. The paper argues that the application of Pico Hydro technology would have more impact on the people of Batu Roto village if it is combines with the social science method of communication development through signage. The information that lies in the signage hopefully can spread the idea of practicing pico hydro in a significant number of houses in the Batu Roto village, hence solving the lack of electricity problem in the Bengkulu Province.

Civil Society Participation as a Building Block of Good Governance: The Cagayan de Oro City, Philippines Experience 公民社会参与是善治的组成部分:菲律宾卡加延德奥罗市的经验

In a developing country such as the Philippines, where call for change is relentless, the inclusive participation of the citizens has become vital. In 2012, the Aquino Administration launched the Bottom-up Budgeting (BUB) Program to bolster inclusive growth, grassroots empowerment, and good governance at the local level. In Cagayan de Oro City (CdeO), BUB sought to increase citizens’ access to local service delivery with a demanddriven budget planning process and to strengthen government accountability in local public service provision (Openbub.gov, 2012). Using the Most Significant Change (MSC) approach, this study examined the dynamics of Civil Society Organizations’ participation in BUB-funded projects that have helped the Local Government Unit (LGU) develop a more progressive perspective in governance and its replicability in other areas. There has been formal recognition by the LGU of the valuable contributions of CSOs to the City’s growth, in the form of strengthened commitment towards poverty alleviation, productive partnerships, and the establishment of the City CSO Affairs Office. The interplay of the CSOs, government stakeholders, and private institutions in the City remains relevant. BUB has been anchored on strong community involvement, open government, and people’s multifaceted agenda for the City, even in the face of the Duterte Administration’s plan to replace BUB with a relatively similar system, the Assistance to Disadvantaged Municipalities Program (ADMP). Once institutionalized in the local bureaucracy, civil society participation will continue to keep alight the torch of cooperation in building the fourth metropolis in the country, even as we are buffeted by winds of uncertainty brought about by social and political challenges.

Self-organization and crop insurance to enhance livelihood resilience: A case of rice farmers in Cirebon Regency, Indonesia 自我组织和作物保险提高生计抵御力:以印度尼西亚锡林县稻农为例

Climate variability and change that affects extreme weather events has resulted in long dry season and drought in Indonesia. Farmers become a vulnerable group since drought has damaged rice fields, making them lose their income. Therefore, rice farmers’ livelihood resilience needs to be enhanced in order to cope with those impacts. Crop insurance as financial capital could contribute to famers’ income stability against drought. Moreover, self-organization helps the farmers understand agricultural risks and increase their adaptive capacity in times of extreme weather events. Accordingly, this paper investigates the impact of drought on rice production and farmers’ income, by analyzing the benefits of crop insurance and the support of selforganization to enhance livelihood resilience with a case of Kapetakan Sub-district in Cirebon Regency, Indonesia. The study employed mixed-methods by combining qualitative and quantitative data based on official data from government, in-depth interview, and literature review. The study reveals drought, for instance El Nino’s drought in 2015, has resulted in lower rice production and farmers’ income compared to 2014. Crop insurance could increase farmers’ income as compensation due to drought, yet, there have been many farmers who do not have crop insurance. Moreover, self-organization related to the network capacity of farmers tends to be limited within farmer groups at village level. The government or other stakeholders should assist in expanding the network of farmers to enable them to interact and learn with other organizations outside the region. Thus, knowledge and skills of farmers which include benefits of crop insurance and how to manage it will increase by being able to choose adaptation option. This condition will contribute to the enhancement of farmers’ livelihood resilience to recover from extreme weather events.

“Management Performance And Its Impact Analysis On The Beneficiary Community” 管理绩效及其对受益群体的影响分析

For most community engagement in universities, the beneficiary self-help impact as considered as CO-CD principle has been disregarded. The critical issues of this research were to respond whether the UT community-engagement management had been executed properly? and Whether UT community-engagement had been capable of giving positive impacts on the beneficiary communities? This research-design covered 2 clusters. The first was the managerial performance issues, and the second was the impact factors on the beneficiary communities. The method used was a Survey, and the data were collected using composite sampling between Purposive Judgment and ‘Census’. The data analysis was also a combination among The Performance Analysis, The Context-Input-Process-Product, and the CO-CD concept. The findings were: First, less-credible (64%) for quantitative achievement, and poor on the qualitative targeting. The “Gap” was due to the absennce of ‘CO-CD base’ on the UT community-engagement grand-policy; Second, good-mode on short term impacts. However, ‘Self-help’ creation in the beneficiary communities could not be achieved. From the findings, it can be concluded that there was no direct-correlation between the weakmanagerial-performance and the relatively good-impact on its beneficiary communities.

Folk Categorizations of Western Champa in Cambodia A Cognitive Linguistics Study 柬埔寨西占婆语的民间分类:认知语言学研究

Western Champa people are Cambodian citizens who moved to Cambodia due to pressure from the Vietnamese who began to build their strength and suppress them to the neighborhood country. Although their kingdom was originally in Vietnam and some of Champa people/Eastern Champa still live and thrive there, some of them were recorded to speak Austronesian language. Therefore, their language is slightly similar to Bahasa Indonesia and both languages are categorized as Malayo-Chamic. Two similarities of these languages that will be further discussed in this research are the words boh [bɔh] and talai [təlaɪ] for buah [buwah] and tali [tɅli] that means “fruit” and “rope” respectively. Although the sound appears to be the same in bahasa Indonesia, the categorizations using these words are uniquely different. The word chim [tʃɪm] is also the object of discussion because of its unique use for categorizing birds and insects. This research is aimed to explore the uniqueness of bahasa Cham in categorizing animal, vegetables and fruits, as well as objects and to discover the reason behind those categorizations, which are triggered mostly by metonymy. The method of this research is participant observation and interview while teaching Bahasa Indonesia for four months in Cambodia for BIPA program.

Living with earthquake hazards in South and South East Asia 南亚和东南亚的地震灾害

A large number of geological studies have shown that most of the Asian regions are prone to earthquake risks, and this is particularly significant in SE Asia. The tectonics of this region allow the geological investigators to argue for severe vulnerability to major and devastating earthquakes in the near future. This remind us of the devastations of Nepal in 2015, of Japan in 2011, of the significant destruction of life and property at Acehnese and Thai coasts in 2004, and of Kashmir and New Orleans in 2005. Such example of destructions could be minimized to a greater extent if proper scientific and administrative framework are established. This was surely lacking in most of the above examples. And previous studies have suggested that scientists and administrative authorities should work together to map the actual vulnerabilities on ground, and simultaneously educate people about the probable causes of earthquakes and how to minimize the destruction. Here we further show that nations with a turbulence political past and an ongoing unstable political problem are more likely to score less on securing its people from disasters. And this score can significantly deteriorate if a nation does not work on eradication of corruption as it can make monsters out of ordinary disasters. We further show that South and Southeast Asian region are relatively young nations that are still in post-colonial period and are largely involved in strengthening of their economies as well as cleaning of the post-colonial problems. While the increasing values of gross domestic product (GPD) per capita and a decent rise in literacy rates are good news to win battle with disasters, these nations have to work really hard to eradicate corruption and spend more on scientific research and awareness about earthquake disasters.
