The paper is an attempt to indicate some conditions causing that civic activity in Polish society is at a relatively low level, even on a local scale, which should promote high activity. Such a situation can be explained by selected factors basing on some concepts in the scientific literature. Firstly, attention was paid to certain psychological norms, selected views and attitudes of the society that may make it difficult to undertake any activities. There are some factors that lead to a culture of distrust as well as shortcomings and mistakes made when using forms of participatory democracy (on the example of Cracow).

The author notes that nowadays the researchers start to believe that the phenomenon of change in Europe is strongly connected with the construction and development of civil society.Achieving a civil society was one of the fundamental goals of the European Union’s founders.Today, it is still one of the most important tasks for EU supporters.It is closely related to the observance of civil rights in individual countries of the European Union, and sharing similar values by all the Union’s assets. Universal values are becoming increasingly important for EU citizens.According to the author, this has an impact on the formation of Euroregions. Euroregions mean legal and institutional cooperation between cross-border regions of individual countries.This type of cooperation is also part of the phenomenon of civil society.In the further part of the article, the author mentions factors that are indispensable for the creation of a civil society.

The political participation of citizens is a fundamental element of a democratic system and guarantees the realization of democratic values.An important element of participation is the use of information technologies in this process. The first part of the article contains the worldwide research review of civil participation and the use of information technologies in the communication between the government and citizens.The next part is the analysis of the use of information technologies in a participatory budgeting in Lodz and Poznan in 2014 and 2015. The aim of this research is to find quantitative and qualitative dimension of civil participation in the virtual world.My research will use Robert Putnam’s conception of social capital and D.Easton’s „Systems Analysis of Politics”.The hypotheses are: H1: information technologies are an important part of civil participation process, H2: Use of information technologies has no influence on qualitative dimension of civil participation.

Projektowanie badań naukowych. Metody jakościowe, ilościowe i mieszane autorstwa Johna W. Creswella należy do jednej z bardziej znanych monografii o charakterze naukowym, poświęconej projektom badawczym1. Polskojęzyczna wersja książki opublikowana w 2013 r. przez Wydawnictwo Uniwersytetu Jagiellońskiego jest skierowana nie tylko do studentów studiów licencjackich i magisterskich, przygotowujących się do pisania swoich prac dyplomowych, ale również do doktorantów, których zainteresowania naukowe skupiają się na metodologii badawczej, a ich projekty z założenia mają mieć charakter eksploracyjny. Ta 241-stronicowa książka składa się z dwóch części: pierwsza poświęcona jest zagadnieniom stricte teoretycznym, druga zaś skupia się na przedstawieniu kwestii najistotniejszych przy konstruowaniu badania . Wstęp do rozważań nad kolejnymi etapami procesu badawczego, ich założeń teoretycznych oraz pisemnego raportu z badań stanowi rozbudowana część poświęcona typom projektów badawczych, w których autor prócz rodzajów wskazuje również na podstawowe elementy, których nie może zabraknąć przy ich racjonalnym wyborze. In Poland the process of decentralization of power started in 1990.As a consequence it resulted in the restoration of local government. The efficiency and effectiveness of the decentralized political system is directly connected with the institution of local government, which is an important element of a democratic state.Local government is a special form of public authority, binding the local community and acting to merge local institutions into one functional unit, which determines the local political system.In addition, an important activity of political self-government is implementetion of the economic mission, attention to quality and living standards by providing public services, social and economic development.
