The city of Semarang has experienced a decline in environmental quality due to its various activities. The dense population with a consumptive lifestyle has a negative impact on the environment. The green open space area of Semarang City has fulfilled the percentage of green open space area in accordance with the Regulation of the Minister of Agrarian and Spatial Planning/Head of the National Land Agency Number 14 of 2022. However, in terms of quality and quantity this fulfillment has not been achieved because the distribution is uneven in the 16 sub-districts of Semarang City. This study aims to identify the distribution needs of UHI and the area of green space distribution in Semarang City. The method in this research is descriptive research with the data analysis method carried out using Arcgis software. Quantitative data analysis is carried out by calculating the area of green open space and UHI using Landsat 8 imagery in 2016, 2019 and 2021. The results of this study are a decrease in building density (NDBI) in the non-building category from 2016 to 2021 of 4.6% or an area of 1800.26 ha. The increase in the area that occurred in the sparse vegetation category from 2016 to 2019 was accompanied by a decrease in the area of the dense vegetation category from 26.03% to 18.96%.

Gunungpati District has an ex-JSDF land area of 73.2 ha consisting of 67 parcels of land spread across 12 Sub-Districts. The ex-JSDF land area was originally a poverty alleviation program and critical land conservation in the City of Semarang in collaboration with the JSDF (Japanese Social Development Fund), Worldbank and the City Government of Semarang. The development of several ex-JSDF land locations has developed into agro-tourism areas such as those managed by the Agriculture Service in Cepoko Village. However, several other locations managed by farmer groups were abandoned and then experienced land conversion. So that the potential of the ex-JSDF in the region was identified to obtain a pilot strategy for sustainable tourism in the city of Semarang. The research was carried out by identifying tourist attractions and tourism development factors so that directions for developing integrated and sustainable tourism areas in Gunungpati District could be obtained. the results of the analysis of the suitability of cultivated land in the former JSDF land locations spread across 12 sub-districts, 11 of which have an S1 suitability class, namely its use is very suitable for cultivating fruit crops. Meanwhile, one other location, namely Sumurrejo Village, has a Masters degree of suitability (quite appropriate). In general, the limiting factors in the heavy research sites were soil texture and fertility which were in class S3. Another mild limiting factor is temperature and groundwater productivity which are in class S2. Sustainability analysis found that the level of sustainability of fruit cultivation on ex-JSDF land in the Gunungpati District area was in a less sustainable status, the resulting index value only reached 58.94. Integrated tourism development area in Kec. The Thematic village is one of the flagship programs, which is a priority program for the Semarang City government. The existence of thematic villages is one of the tourist destinations in Semarang. The development of thematic villages to become tourist destinations is in line with one of the visions and missions of the development of the City of Semarang in 2021–2026. In addition, the development of thematic village areas is a form of adaptation by the Semarang City government to revive the tourism sector, which has been on hiatus due to the COVID-19 pandemic. One of the objectives of the development of thematic villages is to increase the potential of a competitive local economy and stimulate industrial development based on research and innovation based on the principles of Pancasila economic democracy. The mission was then followed up by organizing a priority program, namely "Local Economic Empowerment", with priority activities in the form of "Productive Thematic Villages”. One of the areas that was developed into a thematic village is “Kampung Tematik Sawah dan Burung Hantu”. “Kampung Tematik Sawah dan Burung Hantu” is located in Tambangan Village, Mijen District. This thematic village previously had several tourist attractions, such as photo spots, beautiful views of rice fields, the presence of an owl that was released, and the culinary of Soto Rice. However, all tourism activities in this thematic village have stopped completely due to the COVID-19 pandemic. Therefore, the purpose of this research is to revive tourism activities in this thematic village. The analysis stage begins with collecting data such as infrastructure, social, and economic data for the community, as well as the theory of tourist destinations and best practices that will be used. The next stage is the analysis process of the data that has been obtained and juxtaposed with the theory that has been determined through potential and problem analysis, issue analysis, and GAP analysis. After doing the analysis, the design concept that is suitable for the development of the “Kampung Sawah dan Burung Hantu” is obtained, namely "Agrotourism based on local potential”. Based on the results of the analysis of the potential, problems, and concepts developed, recommendations for development are obtained, which are divided into three aspects, namely infrastructure, economic, and social aspects.

Semarang City has a low and flat topography in several areas so that it has a high risk of inundation during the rainy season with a spatial distribution in the city center area. In 2022 inundation floods have inundated 877.66 hectares, one of which is in the Tembalang area and its surroundings with a height of around 275 MDPL which occurred in 20 locations with an area of around 33.62 hectares, where the area is the downstream part of the Babon Watershed. The results of the analysis of rain in the Babon watershed area for 20 years show that it is relatively stable, not too much variation, where the results of calculating the rational flood discharge for 2022 with a return period of 2 years are around 25.80 m³/s. Furthermore, the morphometric analysis of the watershed shows that the shape of the Babon watershed is relatively elongated with a circularity ratio <0.50, the density index of the river is 0.25 – 10 km/km² which is in the medium density category with a relatively long Time Concentration (TC) of around 3.2 hours so that it is less thus impacting flooding downstream. The Babon watershed runoff coefficient is affected by land cover conditions, where the interpretation results show that there was a change in land cover from 2002 – 2022 for the area of built-up land which increased by 708.44 hectares and the vegetation area decreased by 486.77 hectares. Analysis of channel capacity shows that there is potential for overflow from existing channels in 7 sub-watersheds which will result in inundation. The conclusion of this study shows that rainfall over the past 20 years has been relatively stable and the morphometry of the watershed has not had much impact on downstream flooding, the main river capacity of the Babon DAS is still sufficient to accommodate the planned flood discharge with a return period of 25 years. So that inundation that occurs is more caused by changes in land cover and drainage capacity in the downstream.

The development of an inclusive city in Semarang City can be supported by the development of tourism based on Intangible Cultural Heritage. Therefore, this study aims to find out what intangible cultural heritages that exist in the city of Semarang. Which of them have the potential to be developed, and analyze the prioritized development strategies. This research method is quantitative with the stages of identification of the intangible cultural heritages, determining the priority of intangible cultural heritage 1 and intangible cultural heritage 2, and determining the strategy for the development of them. The results of the study showed that the largest percentage of types of intangible cultural heritages was traditional knowledge with a value of 42%. The types of intangible cultural heritages with the smallest percentage are manuscripts, customs, and traditional sports with a value of 1%, respectively. After going through twice prioritization of the intangible cultural heritages, three of it were selected with the greatest potential for development: Warak Ngendog in Central Semarang District, Wayang Orang Ngesti Pandowo in Candisari District, and Haul KRT Sumodiningrat in South Semarang District. The SWOT strategy analysis shows that the three selected intangible cultural heritages need to be developed by improving the quality of their cultural tourism by empowering the community, providing outreach to the community to maintain cultural tourism supporting facilities and infrastructure, building tourism supporting infrastructure, and increasing stakeholder cooperation. The results of this research can contribute to help Semarang City become an inclusive city supported by Intangible Cultural Heritage-based tourism development.

Productive Thematic Village is one of the priority activities carried out by the Semarang City Government as a solution in improving community welfare. Thematic Village is based on regional potential and the community as the subject of the Thematic Village plays an active role in improving welfare. One thematic village that has potential as a tourist destination is the Kampung Tempo Doeloe which is located in Jagalan Village. Kampung Tempo Doeloe was initiated by the local kelurahan government as an effort to preserve ancient buildings and existing traditions. However, in its continuation as a Thematic Village itself, this village still has problems. Therefore, a design is needed for the sustainability of thematic villages and the transformation of thematic villages into tourist destinations. The purpose of this study is to provide recommendations for the design of Kampung Tempo Doeloe which focuses on physical elements. Data collection methods used in this research are field observations, interviews, institutional surveys and document review. Analytical method used is descriptive qualitative in the form of descriptive comparative method. The results of this study are recommendations of physical elements design which divided into 5 elements, namely Circulation and Parking, Open Space, Signages, Supporting Activities, and Preservation.. This recommendation is expected to be an input and consideration for the Semarang City Government in developing and transforming thematic villages into tourist destinations.

Thematic Village is based on regional potential and the community as the subject of the Thematic Village plays an active role in improving welfare. One thematic village that has potential as a tourist destination is the Kampung Tempo Doeloe which is located in Jagalan Village. Kampung Tempo Doeloe was initiated by the local kelurahan government as an effort to preserve ancient buildings and existing traditions. However, in its continuation as a Thematic Village itself, this village still has problems. Therefore, a design is needed for the sustainability of thematic villages and the transformation of thematic villages into tourist destinations. The purpose of this study is to provide recommendations for the design of Kampung Tempo Doeloe which focuses on physical elements. Data collection methods used in this research are field observations, interviews, institutional surveys and document review. Analytical method used is descriptive qualitative in the form of descriptive comparative method. The results of this study are recommendations of physical elements design which divided into 5 elements, namely Circulation and Parking, Open Space, Signages, Supporting Activities, and Preservation.. This recommendation is expected to be an input and consideration for the Semarang City Government in developing and transforming thematic villages into tourist destinations. Sektor pariwisata merupakan sektor yang sangat menjanjikan. Adanya pandemi Covid-19 membawa pengaruh yang cukup besar pada sektor pariwisata dalam negeri, tidak terkecuali terjadinya penurunan wisatawan mancanegara di Kota Semarang sebesar 85,1% pada tahun 2020 sejumlah 5.501 kunjungan dibandingkan dengan tahun 2019 yakni sejumlah 82.030 orang yang diungkapkan pada website Semarang Satu Data. Konsep pentahelix yang diadopsi oleh Bapak Walikota Semarang dalam Konsep Bergerak Bersama merupakan suatu usaha peningkatan pada segala aspek kepariwisataan yang memerlukan pendorong sistem kepariwisataan melalui optimasi peran business, government, community, academic, and media (Aribowo, 2019). Hal tersebut merupakan latar belakang dalam penelitian ini. Metode penelitian ini menggunakan pendekatan kualitatif deskriptif dan teknik pengumpulan data melalui studi literature dan hasil wawancara. Semua kegiatan yang dilaksanakan atas inisiasi pemerintah, swasta, media dan masyarakat dapat disimpulkan sukses menarik wisatawan dalam negeri. Kedepannya Pemerintah diharapkan tidak hanya mengkolaborasikan, tetapi juga untuk menjadikan kegiatan tersebut berkelanjutan dan semakin baik.

Pancasila dan Wawasan Kebangsaan perlu dimiliki oleh masyarakat Indonesia karena sebagai kunci dalam mewujudkan persatuan dan kesatuan bangsa. Oleh karena itu, setiap individu perlu mengimplementasikan dalam kehidupan sehari-hari, tak terkecuali bagi masyarakat di Kota Semarang. Kota Semarang merupakan kota dengan berbagai keragaman, baik itu etnis, budaya maupun agamanya. Meskipun kota semarang merupakan kota multikultural, akan tetapi sangat minim konflik. Melihat kondisi yang demikian, tentu menjadi kajian yang menarik seperti apa pola serta cara mengimplementasikan Pendidikan Pancasila dan Wawasan Kebangsaan yang ada di Kota Semarang sehingga persatuan di dalam masyarakatnya dapat terjalin dengan baik. Pembumian nilai-nilai Pancasila dan Wawasan Kebangsaan di Kota Semarang didasarkan pada Peraturan Wali Kota Semarang No. 47 Tahun 2019 tentang literasi pemantapan Wawasan Kebangsaan melalui Literasi Pancasila di Kota Semarang. Penelitian ini menggunakan metode mix methods model sequential dengan pendekatan explanatory sequential design. Sumber data penelitian yang digunakan adalah premier dan sekunder, dengan teknik pengumpulan data kuantitatif menggunakan kuesioner dan kualitatif melakukan wawancara. Analisis data pada penelitian ini menggunakan unvariant dan analisis tekstual. Hasil penelitian menunjukkan bahwa tingkat pemahaman masyarakat terkait pendidikan Pancasila dan wawasan kebangsaan sangat baik, dengan indeks yang diperoleh dalam pembumian Pancasila dan Wawasan Kebangsaan sebesar 82,13%. Keberhasilan tersebut didapatkan karena adanya kerjasama antara masyarakat dengan pemerintah dalam membumikan nilai-nilai Pancasila melalui berbagai macam jalur pendidikan baik formal maupun nonformal. Berbagai macam model kebijakan dan realisasi mengenai Pancasila dan Wawasan Kebangsaan sangat mendukung penghayatan dan pengalaman nilai-nilai Pancasila dan Wawasan Kebangsaan.

Excellent public service is one of the essentials that must be owned by government administrators. However, the challenges of service delivery are still not in accordance with the needs of residents. For this reason, it is necessary to continuously improve quality in order to be able to meet demands and build public trust. The Public Complaint Service present to accommodate public aspirations as a means of improving service and performance of the Semarang City Government. Through this research is expected to know the level of performance of the Public Complaint service unit Lapor Hendi periodically as material for establishing policies in order to improve the quality of further public services. The research uses a quantitative descriptive approach which aims to create a picture or descriptive of a situation objectively using numbers, starting from data collection, interpretation of the data as well as the appearance and results. Public service is any activity carried out by the government for a number of people who have activity that is profitable in a group or unit, and offers satisfaction even though the results are not tied to a product physically. The results of the community satisfaction survey found that there were 7 service aspects that had good performance in providing services. These elements include service requirements, systems, mechanisms and procedures, service fees, service specifications or features, officer behavior, complaint handling, suggestions and feedback, facilities and infrastructure. Meanwhile, service elements whose performance is still not good consist of service time and officer competence. Through the conversion calculation results of the Community Satisfaction Index, a value of 79.228 is obtained, which can be interpreted as the quality of the Public Complaint Management service Lapor Hendi obtain a B predicate or can be called Good.

Investment is an activity that can act as a stimulator for the smooth production process. With an increase in capital stock, production capacity and quality will also increase. This will open up opportunities for employment needs. The increase in workers can provide additional income, growing people's per capita income and economic growth. In 2021, Semarang had the most considerable number of workers in Central Java, which was 936,076. This study aims to analyze the role of investment for Semarang City employment. The data collection technique was document review. Those documents were the Semarang Gross Regional Domestic Product by Industry 2017–2022 from Statistics of Semarang Municipality, the Central Java Gross Regional Domestic Product by Regency/City from Statistics of Central Java, the Recapitulation of Realization of Semarang Capital Investment in 2017–2021 from the Semarang One-Stop Integrated Service and Investment Services, and the Population-Based Employment Report in 2017–2021 from the Semarang Civil Registry Office. The research methods used are quantitative by calculating the investment ratio to employment. The results show that the "Manufacturing" sector has the highest job. Meanwhile, the workforce in the "Electricity & Gas" and "Water supply, Sewerage, Waste Management & Remediation Activities" sectors are still low. Therefore, the government should pay close attention to these sectors because they have great job opportunities.
